You can still mail the IRS a personal check, money order, or cashier’s check to pay a tax bill. That is separate from receiving a refund: the IRS is phasing out paper refund checks and generally directs taxpayers to provide valid bank account and routing numbers for direct deposit, subject to limited exceptions.
Paying the IRS and receiving a refund are separate processes
A mailed check is one way to send money you owe. A refund is money the IRS sends to you, and the IRS is phasing out paper refund checks. Its 2025 modernization announcement says the phase-out began September 30, 2025, to the extent permitted by law. An IRS FAQ updated in January 2026 says individual paper refund checks generally stopped after that date, with limited exceptions.

Paying by check does not mean you will receive a paper refund check. IRS Direct Pay, for example, withdraws money from a bank account to pay a tax bill; it does not deliver refunds. The IRS puts it plainly: “Direct Pay lets you pay the IRS directly. It is not a way to get a direct deposit of your tax refund to your bank account.” See the Direct Pay help page.

How to mail a check for a tax bill
The IRS accepts personal checks, money orders, and cashier’s checks for tax payments, though it requests online payment whenever possible. Follow the payment instructions on your notice or the relevant form; the correct mailing address depends on the payment type and location. The IRS provides check and money-order instructions and an address finder.

- Do not mail cash or staple or paper-clip the payment to a form or voucher. Allow about two weeks for receipt and processing.
The IRS may convert a mailed check into an electronic funds transfer from your account on the day it receives it. The date you put a check in the mail is not necessarily the date it is processed, so allow time and keep a record of the payment.
How to receive a refund by direct deposit
Enter your bank routing and account numbers on Form 1040 to send a refund to one account. To divide a refund among multiple accounts, use Form 8888 as directed by that tax year’s instructions. The IRS says the account must be in your name and is not responsible for a refund lost because you entered incorrect account information. Current-year forms and rules can change; consult the Form 1040 instructions for the return you are filing. Those instructions also state a limit of three direct deposits per year to a single account or prepaid debit card.

Do not assume the numbers printed on a card or displayed in an app are suitable: confirm the correct deposit details with the financial institution or provider. The IRS explains the options in its direct-deposit guidance and tax-preparation guidance.
If you do not have a bank account
You may still be able to use a payment app, eligible prepaid debit card, or digital wallet if it accepts IRS deposits and provides the required account information. If you need a bank or credit-union account, the IRS points to FDIC.gov/GetBanked and MyCreditUnion.gov as account-finding resources.

What happens if direct deposit fails
Some taxpayers whose refund has missing, invalid, or rejected bank details—or whose refund resulted from an IRS correction—may receive a CP53E notice. Follow the notice’s instructions. According to the IRS’s CP53E guidance, recipients have 30 days from the notice to add or update account details or select a qualifying paper-check exception. If the taxpayer does not respond, the IRS says it will issue a paper check after six weeks. Check that any link in a notice leads to an official IRS website before entering personal or banking information.
