The available dated evidence covers four relevant providers, with only Patriot and Square supplying comparable historical figures. Prices depend on employee count, contractor status, pay frequency, states, tax service level and add-ons, so a low advertised base fee is not necessarily the lowest total cost.
This guide presents the usable 2025 price snapshots, identifies what is still quote-dependent, and gives you a fair way to compare payroll providers for your business.

What the available evidence can—and cannot—prove
The documented material does not establish a complete ten-provider list or a consistent 2025 ranking. Patriot’s own comparison page is labeled current as of July 2026, while the Patriot and Square figures below come from TechRadar reviews published in September 2025. Current pages cannot be treated as proof of what a plan cost during 2025.

Documented payroll prices and service differences
| Provider and package | Published price | Date and evidence type | What the figure does—and does not—tell you |
|---|---|---|---|
| Patriot Full Service Payroll | $37 per month + $5 per worker | Patriot comparison snapshot, July 2026 | Vendor-published current snapshot; it is not a guaranteed quote and is not 2025 pricing. |
| Patriot Basic Payroll | $17 per month + $4 per worker | TechRadar review, September 14, 2025 | Historical secondary reporting. Do not assume the plan or price remains available. Basic and full-service tax responsibilities are not equivalent. |
| Square Payroll, contractor-only | $6 per month per person paid | TechRadar review, September 17, 2025 | Historical secondary reporting for contractors only; it is not an employee-payroll price. |
| Square Payroll, full service | $35 per month + $6 per person paid | TechRadar review, September 17, 2025 | Historical secondary reporting; verify the current quote and eligibility. |
| Gusto | Not stated in the available evidence | Official plans page describes tiered plans and add-ons | Price and included features vary by plan and state; obtain a current state-specific price. |
| RUN Powered by ADP | Quote required | Official ADP pricing information | ADP says payroll frequency, number of payees and changes in the payee roster affect pricing. |
How those figures translate for a three-person team
Simple arithmetic illustrates why the per-worker charge matters. It is not a current quote or a recommendation.
- Patriot Full Service (July 2026 snapshot): $37 + (3 × $5) = $52 per month.
- Patriot Basic (September 2025 review): $17 + (3 × $4) = $29 per month, using the historical figure only.
- Square full service (September 2025 review): $35 + (3 × $6) = $53 per month, using the historical figure only.
- Square contractor-only (September 2025 review): 3 × $6 = $18 per month when three contractors are paid; this does not provide an employee-payroll comparison.
These totals exclude any unlisted add-ons, special filing charges, expedited payment fees, benefits, HR products or local-tax costs.

Full-service versus basic payroll
Do not compare a self-service or basic plan with a full-service plan as though they deliver the same work. Ask who calculates withholding, prepares returns, submits filings and remits payroll taxes. A plan can have a lower subscription price because the employer retains those responsibilities.

Questions to ask before accepting a low quote
- Are federal, state and local payroll taxes calculated, filed and paid by the provider?
- Are year-end forms, amendments and new-hire reporting included?
- Does the price cover every state in which your employees work?
- Are contractors supported under the same package, or is there a separate contractor-only product?
What to verify with each candidate
Patriot Payroll

Request a current quote and confirm the exact tax-filing scope, state and local coverage, direct-deposit timing and any setup or year-end charges.

A fair way to compare “cheap” payroll services
- Define the workforce: list employees, contractors, payees and the states or local jurisdictions involved.
- Fix the payroll cadence: specify weekly, biweekly, semimonthly or monthly payroll and the expected number of pay runs.
- Choose the service level: state whether the provider must calculate, file and pay taxes or merely provide software.
- Request an itemized quote: separate the base subscription, per-worker fees, contractor fees, setup, year-end forms, amendments, expedited deposits and add-ons.
- Compare payment timing: verify direct-deposit cutoffs, check delivery and any two-day-payroll eligibility.
- Check integrations and support: confirm QuickBooks or other accounting connections, HR or benefits options, support hours and response channels.
- Record the quote date: promotions, plan names, state coverage and prices change; save the written terms.
Which option may fit which situation?
- Need outsourced tax work: investigate full-service Patriot or Square, but verify the current total and filing scope.
- Pay contractors only: compare contractor-specific pricing such as Square’s historical $6-per-person figure, while confirming current availability.
- Want a broader plan menu: request a state-specific Gusto quote and map every add-on to your requirements.
- Prefer a quote built around payroll complexity: ask ADP for a RUN proposal using identical payee and pay-frequency assumptions.
- Considering the lowest base fee: calculate the complete monthly and annual cost after per-worker fees and required services.
Bottom line on the “best ten” claim
The available dated sources do not support naming ten cheap payroll services or declaring a 2025 winner. They do show why the right choice is a total-cost and responsibility comparison: worker fees can outweigh the base subscription, contractor plans are not employee plans, and quote-based services must be priced against identical assumptions. Treat the figures above as dated reference points, then obtain current written quotes for your team and jurisdiction.
