Ross Freeman, a Xilinx co-founder and the inventor of the field-programmable gate array (FPGA), was inducted posthumously into the National Inventors Hall of Fame in 2009. The recognition honored an invention that lets engineers reprogram hardware after it has been manufactured.
Who was Ross Freeman?
Freeman was an engineer who helped establish Xilinx and developed the FPGA. He was born July 26, 1948, and died October 22, 1989. The National Inventors Hall of Fame profile identifies him as the inventor of the FPGA and associates his work with U.S. Patent No. 4,870,302.

Freeman and James Barnett first discussed starting a company during a business trip to Hong Kong in January 1983. Xilinx was incorporated on January 9, 1984, with Freeman, Barnett, and Bernard Vonderschmitt as co-founders, according to Xilinx’s company history.

When and why was Freeman honored?
Freeman was inducted into the National Inventors Hall of Fame in 2009, nearly 20 years after his death. EE Times reported on February 12, 2009, that Xilinx had announced his selection. His mother, Ethel, and brother, Fred Freeman, accepted the award, as reported by Xcell Journal.

- Features the Xilinx Artix 7 FPGA compatible with Vivado Design Suite WebPACK Edition (free download available from Xilinx)
- On board user interfaces include 16 user switches, 16 LEDs, 5 user pushbuttons, and a
- Expansion opportunities with four Pmod ports including 3 standard 12-pin Pmod ports and 1 dual
- Does NOT ship with micro USB cable
The Hall of Fame recognized Freeman for inventing the FPGA. Its profile describes the chip as containing “open gates” that engineers can reprogram to add functionality, respond to changing standards or specifications, and make design changes late in development.
Why was the FPGA important?
A conventional application-specific integrated circuit (ASIC) is built for a defined function. An FPGA offers a different trade-off: its hardware can be configured after manufacture and reprogrammed when a design needs to change. Engineers can test a design in silicon without committing to a newly fabricated custom chip for every revision.

- Arty A7 comes in two FPGA variants: Arty A7-35T features Xilinx XC7A35TICSG324-1L. Arty A7-100T features the larger Xilinx XC7A100TCSG324-1.
- Internal clock speeds exceeding 450MHz, On-chip analog-to-digital converter (XADC), Programmable over JTAG and Quad-SPI Flash
- 256MB DDR3L with a 16-bit bus @ 667MHz, 16MB Quad-SPI Flash, USB-JTAG Programming circuitry, Powered from USB or any 7V-15V source
- 10/100 Mbps Ethernet, USB-UART Bridge
- 4 Switches, 4 Buttons, 1 Reset Button, 4 LEDs, 4 RGB LEDs, 4 Pmod connectors, shield connector
That flexibility can shorten development cycles and help products adapt to changing requirements. It comes at a cost: FPGAs trade some transistor efficiency for reprogrammability. AMD’s 2025 history of Xilinx says Freeman sought a more cost-effective alternative to fixed-function ASIC design and credits FPGAs with helping pioneer the fabless semiconductor model.
What is the Ross Freeman Award?
Xilinx established the Ross Freeman Award for Technical Innovation in 1992 in his memory. EE Times reported that employees could nominate innovations spanning integrated circuits, intellectual property, software products, processes, programs, or equipment. A technical-leadership committee selected finalists, and technical employees voted for the winners.
