Re:

Would an Earned-Income School Tax Affect Retirement Income in Lexington, Ohio?

Ohio’s earned-income school-district tax does not include retirement income, though wages or qualifying self-employment income can still be taxed. Lexington’s later 2026 proposal was described as a traditional tax.

Under Ohio’s earned-income school-district tax method, retirement income is not part of the tax base. But retirees who also earn wages or qualifying self-employment income may owe tax on those earnings. The distinction matters in Lexington, Ohio, because later district records described a traditional-tax proposal, not an earned-income proposal.

How Ohio’s two school-district tax methods differ

Ohio recognizes two methods for school-district income taxes, and they do not tax the same income. The Ohio Department of Taxation describes the traditional method as applying to modified adjusted gross income (MAGI) after an exemption deduction. Under the earned-income method, the tax base is employee wages and qualifying net earnings from self-employment that are included in MAGI. Ohio Department of Taxation: School district income tax

Question Traditional method Earned-income method
What is taxed? MAGI minus the exemption deduction Employee wages and qualifying net self-employment earnings included in MAGI
Can retirement income be taxed? It may be taxable under this method, depending on the applicable rules and taxpayer circumstances Retirement income is outside this method’s tax base
What if a retiree works? Income is subject to the traditional method’s rules Wages or qualifying self-employment earnings can fall within the tax base

So “earned-income tax would not impact retirement income” is accurate only when it refers to the earned-income method and retirement income itself. It is not a blanket exemption for retirees or for every Ohio school-district income tax.

What Lexington’s records say—and when

October 2025: earned-income tax was one option discussed

Minutes from Lexington Local School District’s October 7, 2025, tax-policy work session say the board reviewed several options to replace an emergency levy due to expire at the end of 2026. The options included a current-expense property-tax levy, a traditional or earned-income school-district tax, and a combined option. The minutes describe the earned-income option as excluding various sources, including retirement income. Lexington Local Schools board minutes and district information

The minutes summarize the discussion; they do not establish that Treasurer/CFO Jason Whitesel used those exact words. The statement should not be presented as a direct quotation from him.

November 2025 and Winter/Spring 2026: the described proposal was traditional

November 2025 board minutes say the earned-income alternative would require a rate in the 2% range, but record a preference to pursue a continuing traditional school-district income tax of 1.5% for the May 2026 ballot. The district’s Winter/Spring 2026 report likewise described a proposed 1.5% continuing traditional tax for May 5, 2026. Lexington Local Schools board minutes and district information

The district report described that proposal as based on Ohio Adjusted Gross Income, applying to district residents, and intended to raise approximately $9 million annually for operating expenses. The $9 million figure was the district’s estimate for the proposal, not verified proceeds. Those dated records describe deliberations and a proposal; they do not establish the result of the May 2026 vote or the exact status of any later ballot item.

What retirees should take from the distinction

  • If the tax is specifically an earned-income school-district tax, retirement income is not included in that method’s base.
  • Retirement status alone does not exempt a person’s wages or qualifying self-employment earnings from an earned-income tax.
  • A traditional school-district income tax uses a different base, and retirement income may be taxable under that method.
  • To determine the treatment of a particular payment or filing, consult the Ohio Department of Taxation’s guidance; the state says school-district tax returns follow the same requirements and procedures as Ohio individual income tax returns.

Ohio school-district income taxes require voter approval and are collected and administered by the state. The Department of Taxation’s January 2026 guidance reported that 210 Ohio school districts had an income tax; that statewide count does not indicate the outcome of Lexington’s proposal. For a current ballot measure, check its specific language and the live statutory text, including Ohio Revised Code Section 5748.09.
