A Port St. Lucie, Florida, woman, Sherita Chandler, is among seven people charged in a federal case alleging a scheme to claim more than $57 million in IRS tax refunds. The U.S. Department of Justice says the conspirators allegedly received more than $8 million. Those figures refer to the amount claimed and the amount allegedly paid, respectively; the charges are allegations, not findings of guilt.
What prosecutors allege
In a September 3, 2026 announcement, updated September 4, the Department of Justice said a superseding indictment alleges that seven defendants and unindicted conspirators took part in a scheme from 2023 through 2024. The indictment, as summarized by DOJ, describes false individual and trust tax returns and fictitious financial instruments submitted to the IRS. It says the alleged refund claims exceeded $57 million, while the group allegedly received more than $8 million from the agency.

DOJ said Assistant Attorney General Colin M. McDonald described the allegations as involving “over 100 fictitious instruments” and more than $8 million received from the IRS. These are figures attributed to the government’s description of this case, not a broader measure of tax-refund fraud.

It specifically says Kent Shannon faces a money-laundering charge. The release does not give a count-by-count charging table or describe Chandler’s individual conduct, so no specific act should be attributed to her based on this announcement.
What the charges mean—and what they do not
A superseding indictment is a formal accusation, not proof. DOJ says all defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in court. The release lists potential statutory maximum penalties if convicted, including up to 20 years for conspiracy and additional maximums for certain charges and defendants. Those are legal maximums, not predictions of a sentence or penalties already imposed.

Investigation and case status
DOJ says the superseding indictment was unsealed the day before its announcement and that IRS Criminal Investigation is investigating. The release identifies a DOJ trial attorney and an assistant U.S. attorney from Idaho as prosecutors. It does not provide the underlying indictment or later docket developments, so the announcement alone does not establish subsequent court proceedings or outcomes.
