Woolworths Group’s proposed replacement of Glengarry Shopping Centre in Duncraig was approved by the Metro Outer Development Assessment Panel (DAP) on 3 September 2025, despite the City of Joondalup recommending against it. The main dispute was truck access from Culloden Road and its potential effects on nearby residents and road users. Construction was progressing at the former centre site by 25 September 2026.
What is happening to Glengarry Shopping Centre?
The nearly 50-year-old centre at the corner of Glengarry Drive and Arnisdale Road was proposed for demolition and replacement with a new retail and commercial complex. PerthNow reported that the proposal covered 3,843 square metres and included a Woolworths supermarket, specialty shops, cafés or restaurants, upper-floor office space, 282 car parking spaces across basement and ground levels, and six click-and-collect bays. These are reported proposal details, not confirmation of the completed development.
By 25 September 2026, construction was progressing at the former centre site. The latest report did not establish an opening date, final tenants, completed facilities or final Woolworths trading hours. The City of Joondalup told PerthNow it had received no complaints about blocked access and a small number of complaints about alleged timed-parking breaches on Culloden Road. Those reports do not establish that construction caused no disruption.
Did Woolworths get approval for the Duncraig development?
Yes. The Metro Outer DAP approved Woolworths Group’s application on 3 September 2025 by four votes to one. The City of Joondalup had recommended refusal, but its opposition did not prevent the panel from approving the proposal.

Approval is the planning decision; it does not establish that every predicted benefit or harm will occur. The panel considered competing arguments about access, amenity and the local retail market.
Why did the City of Joondalup oppose the plan?
The City’s objection centred on the proposed route for large delivery trucks entering the loading dock from Culloden Road. It said the development could “unreasonably impact” the amenity and safety of residents and road users on Glengarry Drive and Culloden Road, and potentially Carlyle Crescent and Kinloch Place. The City’s reported position was not opposition to redevelopment in principle; it concerned the proposal’s effects and access arrangements.

What were residents worried about?
Objecting residents raised concerns about truck movements and traffic safety, noise and light, tree removal, the scale and neighbourhood fit of the building, and possible effects on existing local retailers. In August 2025, Culloden Road residents Luke and Lisa Mansfield told PerthNow: “Residents don’t oppose development, but it must meet community expectations, comply with council’s guidelines and respect the City of Joondalup’s unique character.”
The July 2025 City council meeting minutes record a resident describing the building as “overwhelmingly large and imposing” and objecting to vehicle access, particularly trucks, from Culloden Road. Submission material in the official DAP agenda also included concerns about pedestrian safety, traffic, community amenity and local business viability, alongside a call for an independent retail assessment. These are views raised during the planning process, not findings that the predicted effects would necessarily occur.

What were the arguments in favour of redevelopment?
Woolworths said the project would modernise the centre and add services and convenient shopping options. Its spokesperson told PerthNow in May 2025: “We’re excited about the opportunity to upgrade and modernise the Glengarry Shopping Centre in Duncraig.” The spokesperson also said the redevelopment aimed to create “a vibrant place for small business and the community.”
PerthNow reported that some residents and local business owners supported replacing a centre they considered outdated, underused or in serious decline. Others raised the opposite retail concern: a representative of three nearby IGA stores argued that a new Woolworths would harm their sales. DAP deputy presiding member Karen Hyde said a City-commissioned peer review had found nearby centres’ trading levels after the project would be within “normal competitive range.” That is Hyde’s description of the review, not a directly assessed or independently verified prediction here.

The proponents also argued that passive façades could mitigate light pollution, and their traffic engineer defended the truck movements as safe. A panel member said he did not consider the effect on Culloden Road unreasonable; Hyde said she had visited the site and considered it tired-looking and in need of a makeover. These were arguments and observations made during the decision process, not measurements of future impacts.

What to watch as construction continues
The key questions for residents and future shoppers are whether the completed site follows the approved plans, how delivery access works in practice, when the centre opens, which businesses occupy it, and what hours the supermarket ultimately adopts. Construction progress alone does not answer those questions.
