X became reachable for many people in Brazil on September 18, 2024, after a network-infrastructure change routed traffic through Cloudflare-associated addresses. That made the existing IP-based block less effective, but it did not lift the court order. Anatel said it had worked with providers and Cloudflare to restore the block; X’s later authorized return followed court-ordered compliance in October.
What happened when X became accessible in Brazil?
Brazil’s Supreme Federal Court ordered X suspended nationwide on August 30, 2024. On September 18, users began reporting that they could access the platform again. Access was uneven across providers, networks and locations; it was not a formal reopening. The court’s suspension remained in force. Reuters reporting reproduced by UOL described the reports and the court’s position, while Anatel’s September 19 statement said the platform’s accessibility was contrary to the order.

“Back up” can mean three different things in this episode:
- Technically reachable: Many users could reach X on September 18.
- Legally authorized: No. The suspension was still in force.
- Formally restored: The court authorized X’s return on October 8, and Anatel notified providers to allow access on October 9.
The distinction matters: a change in how a service’s traffic travels can affect whether people can reach it, but it does not change the legal status of the service.

How did Cloudflare affect the block?
Internet providers can block traffic to known destination IP addresses. Before X’s infrastructure change, Brazilian providers could block addresses associated with the platform. When relevant traffic began going through Cloudflare’s network, providers could instead see Cloudflare-associated addresses. That complicated a block based on a static list of X-related IP addresses.
A simplified view is:
Before: user → internet provider → known X address → X After: user → internet provider → Cloudflare address → X
This is only a simplified illustration: it does not establish that every X service or user followed the same route. An origin server is where a service’s underlying systems run; a reverse proxy or content delivery network (CDN) sits between users and those systems, receiving and forwarding traffic. Using such an intermediary can mean that the address visible to a user’s provider is not the origin server’s address. Cloudflare describes its globally distributed network and the routing and address-prefix changes involved in its infrastructure in its account of a separate September 17, 2024 incident.
The available reporting supports saying that X was transitioning relevant traffic toward Cloudflare infrastructure. It does not establish that Cloudflare hosted all of X, or that a single specific IP change explains every user’s access. Cloudflare did not provide users with a special setting to unlock X; the reported change was in the service’s network path.
Did Musk deliberately use Cloudflare to evade the order?
That remains disputed. The technical change and the resulting access were observable; public reporting does not conclusively establish the company’s intent.

Anatel’s statement also says it worked to restore the block.
- X: The company said the access resulted from an inadvertent network update or transition intended to improve service in Latin America, according to The Guardian’s reporting.
- Cloudflare: CEO Matthew Prince told TechCrunch that X’s move to Cloudflare was already underway and that the timing was coincidental. He also said changing IP addresses could have been done deliberately without adopting Cloudflare.
Those accounts should not be collapsed into a definitive finding of either intent or accident. Cloudflare’s account is a reported statement from its CEO, not independent proof of X’s intent; Anatel’s characterization is the regulator’s position.
Why not block all of Cloudflare?
Cloudflare serves many unrelated websites and online services. Blocking its shared address ranges wholesale could therefore disrupt services that were not the target of the Brazilian order. The Guardian reported that X’s government-affairs team made this collateral-damage argument; it is an advocacy position, but the underlying technical issue is real: shared infrastructure makes broad IP blocks less selective.
That did not make X impossible to block. It made the old method less reliable and a blanket response potentially costly. Providers and regulators could instead seek more targeted rules, identify relevant domains or traffic, or coordinate with infrastructure companies. The public record does not establish which exact filtering rules or technical procedures Brazil ultimately used.

On September 19, Anatel said it had identified a mechanism to restore compliance with the court order, working with telecom providers and Cloudflare. The agency’s public statement confirms that cooperation, but does not disclose a detailed technical blueprint of the filtering rules, addresses or other operational measures. Anatel’s announcement is the basis for what can be said publicly about that response.
If someone continued to reach X after the block was being restored, that alone would not prove that the order had been lifted. Provider implementation could vary; DNS or routing information could be cached; mobile and fixed networks could behave differently; and an app session might persist. VPN use or a different DNS resolver would be separate explanations, not evidence that Cloudflare’s change had restored legal access.
Why did X return officially in October?
The September access did not satisfy the court’s requirements. X continued seeking restoration and had to address the court’s demands, including appointing a Brazilian legal representative, complying with orders to block specified accounts and paying outstanding fines. Reuters reported on the company’s effort to resume service in its account of X seeking restoration.
On October 8, Justice Alexandre de Moraes authorized X’s return after the company met the required conditions. Anatel began notifying providers to permit access on October 9. The Supreme Federal Court’s announcement records the authorization; Anatel’s notice to providers covers implementation. This authorized return was a different event from the temporary September accessibility: it followed legal compliance, not the Cloudflare-related route change.
What the episode shows about internet blocking
- IP blocking can be fragile. Services that use CDNs, reverse proxies or changing network routes may no longer appear at the same addresses to access providers.
- Shared infrastructure complicates enforcement. Blocking a provider’s broad address space can affect unrelated sites, while narrower measures may require more coordination and technical detail.
- Reachability and authorization are separate. A site loading for a user does not establish that a court order has ended.
- Enforcement can adapt. Anatel said it found a way to restore the block with provider and Cloudflare cooperation; the September workaround did not persist.
Cloudflare also documented an infrastructure incident on September 17 involving withdrawn IPv4 prefixes during maintenance. The timing is close to X’s reported return, but the available evidence does not establish that the incident caused X to become accessible in Brazil. Cloudflare’s incident account concerns its network event; temporal proximity alone is not proof of causation.
