In January 2022, a federal court approved a stipulated resolution entering a $150,000 judgment and imposing a permanent injunction. The case ended without a trial verdict on every allegation.
Why Roblox sued Ruben Sim
Roblox Corporation filed its complaint against Benjamin Robert Simon, who posts online as Ruben Sim, on November 23, 2021, in the U.S. District Court for the Northern District of California. The company alleged that Simon, after being banned from Roblox, circumvented access barriers and encouraged others to do so. It also accused him of harassment and abusive conduct toward Roblox users and personnel, as well as false or misleading threats connected to the 2021 Roblox Developers Conference. These were claims in Roblox’s complaint, not findings made after a trial. Roblox’s complaint, reproduced by JURIST.
What the “terrorist threats” referred to
The complaint says the Developers Conference was held in San Francisco from October 14 to 16, 2021. Roblox alleged that posts by Simon and others prompted concern, led police and private security to search the venue, and resulted in a temporary lockdown. The company also claimed that security and investigation expenses related to the incident exceeded $50,000. Those details and the cost figure are allegations made by Roblox in its filing, not independent findings in a trial. Roblox’s complaint, reproduced by JURIST.
Why the $1.65 million figure is not the final award
Roblox’s complaint sought $1.65 million in damages, along with attorneys’ fees, costs, interest and injunctive relief. Its requested damages included at least $150,000 in actual damages and $1.5 million in punitive damages. The $1.65 million was therefore the company’s demand in 2021; it was not a verdict or the final judgment.

What the court ordered
The parties filed a proposed stipulated order on January 14, 2022, and the court approved it on January 20. The order resolved the dispute and entered judgment for $150,000; it was a stipulated resolution, not a jury verdict or a trial ruling that every allegation was true. The stipulated final order, reproduced by Ars Technica; Justia docket chronology.
The permanent injunction restricts Simon from making or republishing false terrorist threats relating to Roblox, knowingly making false factual statements about Roblox, or glamorizing or encouraging violence against Roblox, its employees or facilities. It also contains terms concerning access to Roblox and proximity to Roblox facilities. The full requirements are set out in the stipulated order.
