What Sitharaman said happened
Speaking at the Times Now Summit 2024, Sitharaman said BJP president J. P. Nadda had asked whether she wanted to contest from a constituency in Andhra Pradesh or Tamil Nadu. The reports did not identify a specific constituency. She said she considered the offer for about a week or ten days before turning it down, and that she would campaign for other candidates. The Indian Express and India Today reported her remarks on March 27, 2024.

Sitharaman said she did not have the personal money she thought she would need to contest. Asked how the Union Finance Minister could lack funds to run, she replied: “My budget, my salary, my earning, my saving is mine, and not the Consolidated Fund of India. And obviously, I can’t.” The Indian Express quoted her statement.
Her answer distinguished her personal income and savings from the Consolidated Fund of India. “Lack of money” in the headline shorthand should not be read as a claim that she had no assets or could not meet ordinary expenses. The reports give her explanation, but do not independently estimate campaign costs or establish that her stated reasons were the only considerations.

She also referred to the party’s winnability criteria and questions of community and religion in either state. This was her account of the considerations involved; the reporting does not provide an independent measure of how those factors would affect a particular constituency.
