The stated aim was to stabilize operations and reduce cancellations. The directive was a regulatory response to a severe disruption in early December—not a guarantee that every flight would operate or that the reduction remains in force today.
What did the 10% direction require?
The Indian Express reported that the Ministry ordered a reduction of at least 10% in IndiGo’s overall schedule on 9 December 2025. That replaced the earlier 5% curtailment directed by the DGCA; the report said the regulator revised its order to reflect the Ministry’s decision. Civil Aviation Minister K. Rammohan Naidu said the goal was to stabilize the airline’s operations and reduce cancellations. He also said IndiGo would continue to cover all its destinations. The Indian Express report quotes the Minister on the order and its intended scope.
Why did the government intervene?
The disruption in early December
In a release dated 17 January 2026, the Ministry of Civil Aviation said that between 3 and 5 December 2025, IndiGo cancelled 2,507 flights and delayed 1,852. The Ministry said the disruption affected more than three lakh passengers stranded at airports. These figures cover that three-day period and are the government’s reported totals. The Ministry’s January release sets out the figures and its subsequent inquiry and enforcement measures.
IndiGo’s explanation at the time
In its 4 December 2025 statement, the Ministry said IndiGo had attributed the disruption to crew-planning challenges, difficulty implementing revised Flight Duty Time Limitation (FDTL) norms, and seasonal weather constraints. The Ministry noted that the FDTL rules were being implemented in phases under court directions to improve fatigue management and flight safety. This was the airline’s explanation as reported by the Ministry, not a complete independent finding about the causes. The contemporaneous Ministry statement records that account.

What the later inquiry found
In its 17 January 2026 release, the government said its inquiry identified over-optimisation of operations, inadequate regulatory preparedness, deficiencies in software support, and shortcomings in IndiGo’s management structure and operational control as primary causes. Those are the inquiry’s findings, rather than an independent assessment in this article. The same release described penalties and a ₹50 crore bank guarantee linked to phased reforms verified by the DGCA under the IndiGo Systemic Reform Assurance Scheme.
Is IndiGo still cutting flights by 10%?
The available dated evidence does not establish whether the 10% schedule-curtailment directive was still active on 7 October 2026, had been lifted, or had been superseded. The Ministry’s dashboard showed IndiGo on-time performance of 89.10% on 5 October 2026. That is a performance snapshot for that date; it does not confirm the legal status of the schedule order, the number of flights scheduled, or service on any particular route. The Ministry of Civil Aviation website is the place to check for a current Ministry or DGCA order before treating the old directive as active or withdrawn.

What this means for passengers
The Minister’s statement described the intended schedule change as an overall curtailment while saying IndiGo would continue serving all destinations. That does not establish whether a particular booking was affected, what rebooking or refund options apply, or whether compensation is due. The schedule direction itself should not be treated as a statement of an individual passenger’s rights; those depend on the circumstances and applicable passenger-rights rules.
