Gary Tuffin resigned as Town of Cambridge CEO in June 2024 after a little over a year in the role. The Town later said he had taken a director position at the City of Melville, but neither its announcement nor PerthNow’s reporting established his personal reason for leaving. Kelton Hincks became temporary CEO; PerthNow reported Lisa Clack’s appointment as permanent CEO in April 2025.
When Gary Tuffin became CEO—and when he left
The Town announced Tuffin’s appointment on 22 February 2023, following a unanimous decision at a special council meeting on 9 February. The Town’s announcement described him as having more than 25 years of local-government experience, including 20 years as a CEO, and listed his accounting and finance degree and MBA in leadership.
The Town’s 2022–23 annual report says Tuffin joined in May 2023. PerthNow reported his resignation on 6 June 2024, saying he had given notice to Mayor Gary Mack late the previous week. That was a little over 12 months after he joined the Town.
PerthNow also reported that the departure was not made public at a council meeting on 4 June. Tuffin said in a statement: “It has been a privilege to lead a dedicated and talented team and together we’ve aided in rebuilding the organisation.”

Why did Tuffin resign?
The sources do not establish Tuffin’s private reason for leaving. PerthNow reported that he had not specified why he was leaving before his contract ended or whether he intended to seek further work in local government.
In August 2024, the Town said Tuffin had taken a director position at the City of Melville. That statement confirms his next reported role, not that it was his stated reason for resigning. Mayor Mack thanked him for his leadership and professionalism.
Who replaced him?
Temporary CEO: Kelton Hincks
On 26 August 2024, the Town announced that Kelton Hincks, its infrastructure and works director, was temporary CEO while the permanent recruitment process continued. The Town described Hincks as having 30 years of local-government experience.
Permanent CEO: Lisa Clack
PerthNow reported on 17 April 2025 that Lisa Clack had been appointed permanent CEO after a 10-month search, describing her as the Town’s first female CEO. The sources available here do not verify who holds the office after that report.
What “fourth CEO in four years” means
The “fourth CEO in four years” wording comes from PerthNow’s headline, but CEO counts depend on whether temporary and acting appointments are included. The Town’s announcements establish Hincks’s temporary appointment and refer to other acting CEO periods; they do not provide a single comparable count of permanent CEOs across the four-year span. The succession context is clear, but the headline count should not be read as a count of four permanent appointments.
PerthNow described the recurring turnover as a “merry-go-round” and said a replacement search was likely to take months. Those are the outlet’s characterizations and expectation, not an official explanation for Tuffin’s decision or proof that council controversies caused his resignation. The sources reviewed do not establish such a cause.

The Town’s 2024–25 annual report lists Tuffin’s CEO period as 1 July to 23 August 2024 and reports total remuneration of $44,073 for that period, including a final annual-leave payout. This is a partial-period disclosure, not an annual salary figure. The report also lists remuneration during other acting CEO periods, which should not be compared as if each amount covered the same length of service or the same payout basis.
