The State Government says contributions became compulsory for class 1 and 2 local governments from October 19, 2025, while they remain optional for class 3 and 4 local governments. The sources cited here do not identify the Town of East Fremantle’s class, so its class-based obligation cannot be inferred from its decision to vote.
The Town’s recorded effective date, October 18, is one day before the State Government’s stated start date for compulsory contributions in class 1 and 2 local governments. These are separate dates in the council record and state guidance; the available sources do not explain how the Town’s date relates to its classification or the legal transition.
Can an individual councillor opt out?
Yes. State guidance says an individual council member may opt out even if the local government has resolved to make contributions. The Town minutes also describe opting out by giving written notice to the CEO. The council’s decision therefore does not mean every member must receive a contribution.
How much could the payments cost?
PerthNow reported in December 2025 that Executive Manager Corporate Services Peter Kocian estimated the cost at about $35,000. The report said the expenditure was not budgeted and could be managed during the mid-year budget review.
