Why Electricity Bills in Pakistan May Rise Under NEPRA’s February 2026 Tariff Schedule

NEPRA’s February 2026 schedule sets residential fixed charges by category and load or MDI, but units used and applicable adjustments also shape the bill.

If you are asking, “Why is my electricity bill so high?”, the February 2026 NEPRA schedule is relevant—but it does not prove that a new fixed-charge formula caused every household’s increase. It sets fixed charges using consumption bands and, for many consumers, sanctioned load or maximum demand. Your total also reflects units used, tariff category and adjustments that apply to the bill period.

What changed in the February 2026 NEPRA schedule?

NEPRA’s schedule, published with its February 11, 2026 decision and February 12 notification, sets residential fixed-charge values alongside separate variable energy charges. Fixed charges are a distinct bill component; they are not simply the price of the electricity consumed in kilowatt-hours (kWh). NEPRA’s February 2026 tariff schedule presents fixed-charge values in rupees per kW per month by consumption band.

For sanctioned loads below 5 kW, the schedule lists fixed-charge amounts including Rs 200, Rs 300, Rs 375, Rs 350, Rs 400, Rs 500, Rs 575 and Rs 675 per kW per month across the listed categories. These are figures from the February 2026 schedule, not a single charge applicable to every home: the relevant band and category matter.

The schedule also lists more than one variable-charge column, including “uniform determined tariff with PYA” and “GOP applicable” values, in rupees per kWh. They are distinct figures, not one universal per-unit price. The applicable amount depends on the relevant tariff and billing context.

How are residential fixed charges determined?

Non-ToU consumers

For domestic consumers who are not on a time-of-use (ToU) tariff, fixed charges are based on sanctioned load. Check the load recorded for your connection and the applicable tariff category when interpreting the line on the bill.

ToU consumers

For ToU domestic consumers, the schedule bases fixed charges on 50% of sanctioned load or maximum demand indicator (MDI), whichever is higher. It also gives a February-specific rule for ToU cases without MDI, so do not assume the ordinary MDI calculation applies when that value is absent.

Protected and life-line consumers

The previous-slab benefit differs by category: protected residential consumers receive the benefit of one previous slab under the cited schedule, while life-line residential consumers do not. Confirm the category printed on the bill before comparing its slab treatment with another account.

Minimum monthly customer charge

Consumers with monthly fixed charges do not also pay the schedule’s minimum monthly customer charge, even if they use no energy. The fixed charge and minimum customer charge are not meant to be added together for those consumers.

Why can the total bill still change?

Fixed charges are only one part of the bill. The schedule separately sets variable charges per kWh, so a change in units consumed can alter the energy component. Category and protected or life-line status also affect which tariff treatment applies.

Adjustments notified for a particular period can affect the final amount as well. NEPRA’s IESCO tariff distribution listing records the February 2026 notification modifying January notifications and later tariff decisions. NEPRA’s recent decisions and notifications listing included September 2026 fuel-charge and quarterly adjustment decisions for ex-WAPDA distribution companies. These records show that adjustments continue after the February schedule; they do not establish that every adjustment applies identically to every utility or bill.

For these reasons, the title’s claim that bills “rise after” a formula should not be read as proof that the formula caused any particular household’s increase. The schedule defines a tariff framework; a customer-specific cause requires comparing the actual bill inputs and the applicable notifications.

How to check why your electricity bill is high

  1. Confirm the utility and category. Read the distribution company and residential tariff category on the bill, including whether the account is marked protected or life-line.
  2. Match the billing period. Note the start and end dates and the number of billed days. Compare with a previous bill covering a similar period.
  3. Check consumption. Compare billed kWh. A higher unit count can increase variable energy charges even when the fixed-charge basis has not changed.
  4. Find the fixed-charge line. Check the applicable category and consumption band, then note sanctioned load for non-ToU service or sanctioned load and MDI for ToU service.
  5. Review adjustment lines. Identify each fuel-charge, quarterly or other adjustment and the period it covers; check the corresponding notification for your utility and billing period.
  6. Compare like with like. To isolate a possible tariff effect, keep utility, period, category, load or MDI, kWh and adjustment lines comparable. If several inputs differ, the bill comparison cannot identify the formula as the sole cause.

Without the actual bill, utility, category, load or MDI, consumption and matching earlier schedule, no reliable personalized rupee impact can be calculated from the tariff schedule alone.

Does the June 2026 bill redesign change the tariff?

No tariff change is established by the redesign announcement itself. On June 17, 2026, the Government of Pakistan announced a redesigned electricity-bill format intended to present consumption, billing components and payment obligations in a structured way. The government release describes a presentation change, not a separate tariff decision. Its statement that consumers can understand bills more easily is the government’s stated aim, not an independent evaluation. Read the Press Information Department announcement.

Can an electricity monitor explain a high bill?

A plug-in electricity usage monitor may help check the consumption of a compatible individual appliance. It cannot determine the whole utility bill, reproduce the utility meter’s reading, or explain fixed charges and notified adjustments. Check local voltage, plug type and market availability before choosing one; it is an optional appliance-level check, not a substitute for reviewing the bill.
