But the outlook also included a very large crop and substantial carryover. Later estimates showed both stronger exports and a larger crop, so the evidence supports a plausible bullish mechanism—not a guaranteed rally or proof that exports caused any particular price move.
What could have driven a rally?
A rally becomes more plausible when demand outpaces expectations and the projected supply cushion narrows. In its September 12, 2025 balance sheet for the 2025/26 marketing year, USDA raised projected U.S. corn exports to a record 3.0 billion bushels, citing U.S. export competitiveness and robust early-season demand. Stronger shipments can lead traders to reassess how much corn will remain available, particularly if USDA also reduces its ending-stocks estimate.
That demand signal came alongside abundant supply. USDA projected 16.8 billion bushels of production, a yield of 186.7 bushels per acre and 90.0 million harvested acres. It forecast about 2.1 billion bushels of ending stocks and a $3.90-per-bushel season-average farm price. The combination matters: export growth was potentially supportive, but the large crop and carryover limited the basis for a simple shortage story. USDA September 2025 WASDE
How the outlook changed during 2025
USDA’s December 9, 2025 WASDE raised projected exports by another 125 million bushels, to 3.2 billion, citing shipments to date and robust foreign demand. It cut projected ending stocks by 125 million bushels, to 2.0 billion. USDA’s season-average farm-price estimate was $4.00 per bushel.

The report said export inspection data showed robust foreign demand during November and implied September–November shipments would likely exceed 800 million bushels, above the previous high set in 2007. This strengthened the demand-side case relative to September. It did not, by itself, establish how futures prices responded or isolate exports as the cause of a market move. USDA December 2025 WASDE
What later estimates say about the 2025 rally thesis
By September 2026, USDA’s estimate for the 2025/26 marketing year showed production of 17.021 billion bushels, exports of 3.425 billion bushels, ending stocks of 1.922 billion bushels and a season-average farm price of $4.15 per bushel. Compared with the September 2025 projection, both estimated production and exports were higher, while projected ending stocks were lower. The pattern is consistent with robust demand absorbing more corn, but it is not evidence that supply was scarce. USDA September 2026 WASDE

A separate USDA National Agricultural Statistics Service observation found 2.10 billion bushels of old-crop corn stocks on September 1, 2026, 35% above the same date a year earlier. NASS also revised 2025 corn production down by less than 1%. The September 1 stocks figure is a point-in-time observation of old-crop stocks; it is not interchangeable with WASDE’s marketing-year ending-stocks estimate. Keep farm prices, futures and cash bids separate
The dollar figures above are USDA season-average farm-price estimates for the marketing year. They are not quotations for a specific corn futures contract and are not local cash bids. Futures prices apply to a contract and trading date; a local cash price reflects a particular location and can differ with local basis and market conditions. The cited USDA balance sheets provide farm-price estimates, not a dated futures-price series or an attribution of any futures move to exports.

How to read the monthly balance sheet
USDA’s World Agricultural Supply and Demand Estimates (WASDE) is a monthly report covering supply, use and prices for major U.S. and world crops. To judge whether a new corn update strengthens a bullish case, compare changes across the balance sheet rather than focusing on one headline number. - Production: Check the crop estimate, yield and harvested acreage. Higher production can offset stronger demand.
- Exports and domestic use: Look at revisions and the reasons USDA gives for them. An export forecast increase is more meaningful when supported by shipments or demand signals.
- Ending stocks relative to use: Lower stocks can indicate a tighter balance, but stocks should be read alongside total use and the size of the crop.
- Price measure and date: Identify whether a quoted figure is a USDA farm-price estimate, a futures contract or a local cash bid. They answer different questions.
