What happened at Smithfield’s Tar Heel plant?
Reuters reported on March 7, 2025, that Canada had halted imports from Smithfield Foods’ facility in Tar Heel, North Carolina, effective the day before. Reuters described it as the biggest U.S. pork processing plant. The measure concerned exports from that facility, not a blanket suspension of all U.S. pork imports.
USDA said Canadian policy triggers a temporary suspension after three noncompliance issues within six months. The USDA and Smithfield did not specify the underlying findings in Reuters’ report, so the precise regulatory problems are not established in the available reporting. Reuters’ March 7 report quoted USDA’s explanation of the policy.
Was the suspension caused by tariffs or trade tensions?
No. The suspension was reported amid tariff tensions, but USDA said it followed standard protocols and was unrelated to recent trade activity. The timing is context, not evidence that tariffs caused the plant’s suspension.

What did Smithfield say, and how could the plant regain eligibility?
Smithfield spokesperson Jim Monroe said, “The issue pertains to a limited number of certain offal shipments.” Offal refers to edible internal organs and other parts of an animal. That company description does not identify the specific noncompliance findings or establish that other shipments were unaffected.
USDA said it was working with Smithfield on a corrective action plan to submit to Canadian authorities. USDA added that, once reviewed and accepted, Canada may consider reinstating the plant’s export eligibility. This describes a possible review process, not confirmation that Canada accepted a plan or restored eligibility. Reuters reported the USDA and Smithfield statements.

Is the Tar Heel plant currently eligible to ship pork to Canada?
The available official guidance does not settle the plant’s individual status. APHIS’s page, last modified September 24, 2026, says Canada lifted porcine reproductive and respiratory syndrome virus (PRV) restrictions for U.S. pork and that products eligible under the FSIS Export Library may ship subject to agreed sanitary requirements. That is general country- and product-level guidance, not confirmation that Tar Heel is currently listed as eligible.
For a facility-specific answer, check the Canadian Food Inspection Agency’s foreign meat establishment list, which its page said was last updated October 6, 2026. The page provides a search tool; the information available for this article did not establish a current Tar Heel result. The APHIS guidance for exporting meat products to Canada explains the broader requirements but should not be treated as a substitute for checking the plant listing.
