It disrupted freight movements with consequences beyond Canada: agricultural goods moving between Canada and the United States rely on rail routes that cross the border or run through Canadian networks. The stoppage ended through return-to-work directions and arbitration, but restarting trains did not mean supply chains were immediately back to normal.
What happened in the 2024 Canadian rail stoppage?
Canada’s two largest freight railways, Canadian National Railway (CN) and Canadian Pacific Kansas City (CPKC), were involved in a labor dispute with the Teamsters Canada Rail Conference. On August 22, 2024, both railways initiated lockouts, according to the USDA’s account of the shutdown. Agriculture and Agri-Food Canada later recorded that the Minister of Labour directed the railways back to work and ordered binding arbitration that day.
CN announced that its lockout ended at 18:00 ET on August 22. CPKC said on August 24 that it would restart Canadian operations by August 26, following an order from the Canada Industrial Relations Board. That was a restart plan, not a declaration that freight flows had normalized: CPKC projected that network recovery could take several weeks, with more time needed for supply chains to stabilize.
Why did a shutdown in Canada affect U.S. agriculture?
The lockouts did not directly shut down CN and CPKC’s U.S. operations, whose workers were covered by different contracts, USDA reported. But agricultural supply chains cross the border and use integrated rail networks. When a route through Canada is part of a shipment’s path, a shutdown of Canadian operations can disrupt U.S. freight even if U.S. rail service itself continues.

CPKC carries grain from the Dakotas and Minnesota through Canada to West Coast export terminals. The National Grain and Feed Association (NGFA) also described U.S. spring wheat, corn, and soybeans moving toward Pacific Northwest export routes, as well as corn, distillers dried grains, and soybean meal moving north into Canada. NGFA reported that more than 25,000 railcars of agricultural products moved per week within Canada; that is the association’s reported traffic figure, not a measured count of goods lost during the stoppage.
As NGFA president and CEO Mike Seyfert put it in the association’s August 22, 2024, statement, “The agricultural industries of the U.S., Canada, and Mexico are inextricably linked.” The statement described the sector’s concern; it was not an independent estimate of the stoppage’s economic effects.

Which agricultural goods and routes were exposed?

Not all exposure started on the day of the lockouts. Fertilizer Canada said certain fertilizer shipments were already halted by embargoes on August 12, ten days before the stoppage began. That indicates some shipping constraints preceded the shutdown; it does not show that every fertilizer shipment was halted.
What do the reported figures show—and what do they not show?
- Goods halted: Agriculture and Agri-Food Canada reported that approximately 830,000 tonnes of goods valued at $1.1 billion were halted. The figure covers goods overall, not an agriculture-only loss estimate.
- Workers locked out: Agriculture and Agri-Food Canada reported that close to 9,300 rail workers were locked out.
- U.S. agricultural trade context: Reuters, citing USDA, reported that Canada exported $28.2 billion in agricultural products to the United States in 2023. This describes bilateral trade, not damage caused by the stoppage.
- Potentially exposed rail flows: NGFA reported more than 25,000 agricultural-product railcars per week within Canada. The figure describes the association’s estimate of regular movement, not the amount stranded in this event.
- Ethanol transport: USDA’s nearly 75% figure refers to the share of U.S. ethanol exports to Canada that traveled by rail, not the share of exports canceled or lost.
These numbers measure different things: general trade, rail dependence, halted goods, and worker lockouts. The sources reviewed do not establish a verified final total for agricultural losses, or show which individual farms ultimately suffered harm. Trade value and industry warnings should not be treated as estimates of financial damage.

How long did recovery take?
CN’s lockout ended on August 22, and CPKC announced a restart plan by August 26 after the Canada Industrial Relations Board order. CPKC projected at the time that recovering its network could take several weeks and that supply-chain stabilization would take longer. That was the railway’s contemporary projection; the cited sources do not verify a final recovery duration for agricultural supply chains as a whole.
Even when trains resume, backlogs and the need to reposition freight can keep goods from moving normally. The distinction matters for farmers and agricultural businesses planning around delivery dates: a return-to-work direction or a railway restart announcement is not the same as confirmation that a particular shipment has arrived or that every route is operating normally.

What the disruption means for agricultural businesses
The clearest lesson is that the risk depended on the commodity and its route, not simply on whether a business was located in Canada or the United States. A fertilizer buyer relying on rail-supplied Canadian product, an exporter routing grain through Canada, and a U.S. ethanol seller shipping north faced different exposures. Bulk shipments over long distances may have fewer practical trucking alternatives, as industry representatives argued, but the available sources do not quantify alternate-route costs or show what each shipper could realistically substitute.
For financial planning, treat a rail shutdown as a potential timing and logistics risk rather than assuming that trade values or announced halted-goods figures translate directly into a loss for a specific farm or company. The 2024 event demonstrates how a stoppage can cross borders through infrastructure and commodity routes, while the public figures cited here do not provide a shipment-level accounting of who ultimately paid the cost.
