Effective March 1, 2026, the surtax was repealed and replaced with a limited annual quota: eligible vehicles imported under the permit system face Canada’s 6.1% most-favoured-nation (MFN) tariff. As of October 8, 2026, the second period of the quota’s first year allows 24,500 vehicles plus any unused volume from the first period. This is controlled access, not unlimited or duty-free entry.
Is Canada still charging a 100% tariff on Chinese electric cars?
No. Canada’s 100% surtax on covered Chinese-origin electric vehicles took effect October 1, 2024, and was repealed effective March 1, 2026. The current system permits a limited number of qualifying vehicles to enter at the 6.1% MFN tariff, subject to quota availability and shipment-specific permits.
The change also means the 2024 headline that Canada “follows the US” describes the decision at that time, not Canada’s policy in force in October 2026. Canadian government sources establish the Canadian timeline and its arrangement with China, but do not establish the current US tariff rate.
How the policy changed

The 2024 measure covered electric and certain hybrid passenger automobiles, trucks, buses, and delivery vans. Under the current controls, vehicles must meet the applicable substantial-manufacture test for origin in China. Certain non-passenger vehicles in specified tariff classifications, including electric golf carts and three-wheeled mobility scooters, are excluded from the import controls and quota. Global Affairs Canada’s notice sets out the current scope and exclusions.

What replaced the surtax?
A limited annual quota
The initial annual quota is 49,000 vehicles. The Canada Gazette’s regulatory impact statement says the quota will rise by 6.5% annually and that the initial volume represents less than 3% of Canada’s new-vehicle market. These are government figures; they do not establish how many vehicles have actually entered under the quota. Canada Gazette, February 25, 2026.
The current quota period
The first quota year is divided into periods. From September 1, 2026, through February 28, 2027, the second period provides for 24,500 vehicles plus any unused volume from the first period. Allocation is first come, first served, according to Global Affairs Canada Notice 1097.

Permits and importer eligibility
Each covered shipment needs a shipment-specific permit. Eligible importers must meet the notice’s criteria: Canadian-resident original equipment manufacturers may qualify, and a non-resident OEM may appoint a Canadian-resident agent. A quota place is therefore not an automatic entitlement for any buyer or shipment.
Tariff and price reservation
Vehicles admitted under the quota face the 6.1% MFN tariff; the arrangement does not set the rate at zero. The Canada Gazette also describes a reservation schedule for vehicles with an FOB (free-on-board) price of $35,000 or less: that share is to rise from 10% in year two to 50% in year five. FOB is not a Canadian retail-price cap, and the schedule does not guarantee a vehicle will sell to consumers for $35,000 or less. Canada Gazette, February 25, 2026.

Why did Canada impose the 100% surtax?
In August 2024, the Department of Finance said the measure was intended to protect Canadian auto workers and the EV supply chain from what the government characterized as unfair, non-market competition, including state-directed overcapacity. That was the government’s rationale, not an independently established finding in the policy announcement.
The department said Canada’s auto manufacturing industry directly supported more than 125,000 jobs. It also cited global Chinese EV exports of $47.2 billion in 2023, compared with $0.2 billion in 2018. Those figures were presented by the department as context for the policy decision. Then-Deputy Prime Minister and Finance Minister Chrystia Freeland said, “That is why our government is moving forward with decisive action to level the playing field, protect Canadian workers, and match measures taken by key trading partners.” Then-Minister of International Trade Mary Ng said, “Global trade rules are not always adequate to protect against the type of non-market behaviour we have witnessed from China in this sector.” Both statements were political explanations of the measure.

The policy change removes the 100% surtax for eligible quota imports, but it does not establish that particular models are available in Canada, what they will cost at retail, or how much quota has been used. Importers must navigate the origin rules, permit process, and available quota; consumers should not treat the headline tariff rate as a prediction of a vehicle’s final price.

The government’s quota figures describe the permitted volume, not the number of cars entering the country or the arrangement’s effects on workers, competition, or prices. No conclusion about those outcomes follows from the quota size alone.
