Airlines have called for air traffic controllers to be paid during government shutdowns, but their public proposals call for Congress to fund the Federal Aviation Administration (FAA) or enact a federal pay-protection law—not for airlines to take over controller payroll. The practical reason is that controllers are federal employees, and the pay problem arises when federal funding lapses. That does not establish a categorical legal ban on every possible private payment; the sources reviewed simply do not show an airline-run payroll plan.
Why airline money is not the proposed fix
The FAA operates the U.S. air traffic control system, and air traffic controllers are federal employees. During a funding lapse, the policy question is how to keep federal aviation workers paid when normal federal funding is interrupted. The airline industry groups’ public response has been to press Congress for a federal funding solution, rather than to present controllers as airline employees.
That distinction matters: advocating for a federal solution is not the same as offering to pay controllers directly. The public statements reviewed do not establish whether a particular private donation or other payment arrangement would be lawful, and they do not describe one being implemented. It would therefore be too broad to say that airlines legally cannot make any payment; the supported point is that their documented proposals put responsibility for a durable solution on federal lawmakers.
What airlines and aviation groups have asked Congress to do
Fund the FAA and protect pay during future shutdowns
On January 29, 2026, Airlines for America (A4A) urged Congress to pass an FAA funding bill along with the Aviation Funding Solvency Act (H.R. 6086) and the Aviation Funding Stability Act (S. 1045). A4A said the measures would ensure that critical FAA employees, including controllers, are paid during a shutdown. Build a coalition for federal aviation-worker pay
On March 5, 2026, A4A and partner organizations launched a “Pay Federal Aviation Workers” campaign urging Congress to act on legislation protecting federal aviation workers’ pay during future shutdowns. The campaign’s framing is broader than controller payroll alone: it concerns federal aviation workers. A4A and its partners’ campaign announcement
The Associated Press reported on March 28, 2026, that aviation-worker pay-protection proposals had repeatedly stalled. Legislative status can change, so neither past advocacy nor a bill number alone should be read as confirmation of current law. Associated Press coverage

What unpaid work can mean for passengers
A shutdown does not automatically mean the air traffic control system stops operating. In the 2025 shutdown, controllers continued working without pay, while federal officials monitored staffing and safety conditions and adjusted airline operations. Those events are a dated example, not a description of current flight restrictions.
DOT reported mounting pressure in November 2025
In its November 6, 2025 announcement, the U.S. Department of Transportation (DOT) said controllers were working without pay, described increasing staffing triggers and strain on the system, and reported 2,740 airport delays over the preceding weekend. DOT said planned flight reductions were informed by safety data. Transportation Secretary Sean P. The FAA adjusted flight reductions as staffing triggers changed
On November 12, 2025, the FAA reported 81 facility staffing triggers on November 8, 11 on November 11, and four on November 12. The agency said it was holding planned flight reductions at six percent while monitoring safety. It also said the government was reopening and controllers would receive backpay. The shutdown’s effects on workers and families
The National Air Traffic Controllers Association (NATCA) said in a February 2, 2026 letter that its represented aviation safety professionals endured 43 days without pay in the preceding shutdown. The union called the experience traumatizing for workers and their families and urged Congress to provide appropriations. That characterization is NATCA’s advocacy, not an independent survey finding. What passengers can reasonably expect airlines to do
Passengers can reasonably expect airline leaders and industry groups to use their influence to advocate for reliable federal funding and to communicate clearly when shutdown-related restrictions affect travel. The documented industry response includes calls for Congress to fund the FAA and protect federal aviation-worker pay; it does not show airlines taking over the federal government’s controller payroll.
For a traveler, the immediate operational decisions—such as safety reviews and flight reductions—were led by the FAA and DOT during the 2025 episode described above. For the longer-term pay question, the proposals cited here rely on congressional action. Those are related but distinct responsibilities: airlines can lobby and inform passengers, while federal funding and statutory pay rules are decided through government.
