Donahue “Don” Peebles Jr., is a real-estate developer born in Washington, D.C. He founded The Peebles Corporation, which identifies him as its chairman and CEO. His path ran from a teenage post as a Congressional Page, through a year of pre-medicine at Rutgers, into residential sales and appraisal, a seat on the District of Columbia’s property tax appeals board, and then large-scale development, most visibly the Royal Palm hotel in Miami Beach.
Most of the detail below comes from Peebles’s official biography, the company’s own biography and a company-published interview with him. Where a claim comes from the company rather than an independent source, the article says so.
Childhood and family background
Peebles was born on March 2, 1960, in Washington, D.C. His official biography gives that date, and The HistoryMakers, an archival oral-history project, records the same birth date and place.
He was raised mainly by his mother, Ruth Yvonne Willoughby. The biography describes her as a secretary who earned a real-estate license while attending night school, then launched her own brokerage firm. The company presents this as the origin of his early exposure to property. His father, Roy Donahue Peebles Sr., worked as a car mechanic before moving into federal government work. The family spent several childhood years in Detroit and returned to Washington when Peebles was 13.

Teenage years as a Congressional Page
As a teenager Peebles volunteered on a mayoral campaign. His biography says that at 16 he was selected as a Congressional Page in the U.S. House of Representatives, serving under Speaker Tip O’Neill. He attended Capitol Page High School and interned for Representatives Charles Rangel, Ron Dellums and John Conyers. In the company-published interview he recalls spending the final two years of high school in the page role.
The page program is the clearest documented example of early exposure to public institutions in his story. The sources do not connect it directly to his later business decisions, so it is best read as background rather than cause.
Rutgers, then first jobs in real estate
Peebles studied pre-medicine for a year at Rutgers University before returning to Washington. In the interview he explains the change in direction: “I initially anticipated going to medical school, but changed my mind when I was an undergraduate at Rutgers and left to work in real estate.”

His first job was on the residential side. In the same interview he dates his start selling houses as a real-estate agent to 1979: “I started my career trying to sell houses as a real estate agent in 1979.” He moved into appraisal work at 21. Because the interview gives his age rather than a year, that move should be read as approximate.

Appraisal work and the District’s tax board
The official biography says Peebles launched an appraisal and consulting firm in 1983. It also says he joined the District of Columbia’s Board of Equalization and Review, which hears real-estate tax appeals. Mayor Marion Barry appointed him to the board and named him chairperson the following year.
Sources describe the start of his appraisal and development work in different ways. The 1983 date is the biography’s date, and it should be attributed to that source rather than treated as a settled start date for his business.

Entering development
The shift from appraisal into development is the least precisely dated part of his career. The company-published interview places an early opportunity in 1986: an office building in which the federal government was the sole office tenant. The official biography instead calls his first major project a Class A office building completed in 1989. The company has also described the first development project as beginning in 1986.
The sources give a 1986 starting point and a 1989 completion date but do not explicitly confirm that they describe the same building. Treat the opportunity, construction and completion as separate dates unless a later source ties them together.
First major project: the Class A office building
The official biography’s description of this project is the basis for the 1989 completion date. The sources reviewed do not supply further detail on its location, financing or tenants beyond the government-tenant detail in the interview.
Royal Palm Hotel, Miami Beach
The company biography presents the Royal Palm Hotel in Miami Beach as a defining deal. Peebles won development rights in 1996 through a public-private partnership with the City of Miami Beach. The project was sold in 2004 for $127.5 million, a figure the official biography states.
The company also describes the project as the first instance of an African American developer owning and redeveloping a major luxury resort hotel in the United States. That historical-first claim, like the transaction details, is the company’s account. The sources available for this article do not independently confirm it.
Building The Peebles Corporation
The Peebles Corporation is the vehicle for his later national profile. The company says its work spans residential, hospitality, retail, office and mixed-use development in New York, Boston, Washington, Charlotte, Atlanta, Miami and San Francisco.

The company’s own page gives 1983 as its founding year, the same year the official biography gives for his appraisal and consulting firm. The sources do not say whether those were the same entity.
