The result reflects mystery shoppers’ observations during the early pandemic—not a current ranking or a guarantee that every Whole Foods location was safe.
What the 2020 ranking found
Ipsos assessed observed health and safety practices during 5,700 in-store mystery-shopper visits. Grocery Dive reported Whole Foods in first place overall, followed by Costco and Trader Joe’s. The available reporting does not state the sampling geography, how many visits were made at each chain, or the full scoring method.
At Whole Foods, the reported observations included associates wearing face coverings, interactions respecting six-foot boundaries, plexiglass barriers at checkout lanes, and contactless payment availability. Grocery Dive attributed these figures to Ipsos’s assessment:
- About 98% of associates observed inside wore face coverings.
- In 91% of observed interactions inside, associates respected six-foot boundaries with customers.
- About 95% of checkout lanes had plexiglass barriers.
- Contactless payment was available at 87% of stores visited.
These percentages describe observations in the 2020 assessment, as reported by Grocery Dive; they are not present-day chain-wide figures or guarantees about a particular store.

What the ranking can—and cannot—tell shoppers
The finding answers a narrow historical question: which chain came first in the reported assessment of observed COVID-19 precautions? It does not establish which grocery chain is safest now, and it cannot predict an individual shopper’s exposure or health outcome. The reporting does not include the complete Ipsos dataset, detailed methodology, or later updates.

Whole Foods was also reported at the time to have asked customers to wear masks, provided a mask when needed, checked employee temperatures, limited shopper counts based on store size, and offered spacing guidance. Grocery Dive described closing self-service food departments, adding spacing guidance, and converting six stores to delivery-only locations. These were pandemic-era measures described in 2020, not verified current policies.
