Portfolio bidding lets Google optimize the campaigns collectively. Keep campaign-level bidding when campaigns have different goals, conversion definitions, values, efficiency targets, budgets, or strategy eligibility. A portfolio does not automatically combine budgets; linking a shared budget is a separate decision.
Portfolio bidding and campaign-level bidding: the practical difference
Google Ads offers two scopes for many automated bid strategies:
As an Amazon Associate I earn from qualifying purchases.
- Campaign-level bidding: one campaign is optimized under its own strategy and target. Its budget and performance decisions remain independent of other campaigns.
- Portfolio bidding: multiple campaigns, ad groups, and keywords are grouped under one strategy in the Shared library. Google’s systems optimize the group collectively toward a common target. See Google’s definition of portfolio bid strategies.
The scope controls how the bidding system learns and allocates bids; it does not by itself pool campaign budgets. You can use a portfolio strategy while retaining separate campaign budgets. A separate shared-budget setting creates one average daily budget that can move among participating campaigns.
That distinction matters financially. Portfolio scope can help Google find auctions across a larger set of campaigns, while separate budgets preserve spending controls. A shared budget changes where money can flow; it is not a requirement for portfolio bidding.

Choose the business objective before choosing the scope
First decide what the account should maximize. Google’s strategy guidance maps common objectives to these strategies:
| Business objective | Typical strategy | What must be true |
|---|---|---|
| More leads or transactions at a target cost | Target CPA | Conversion tracking is reliable and a common cost-per-acquisition target is sensible. |
| As many conversions as possible within a fixed budget | Maximize conversions | The account can accept variable CPA in exchange for volume. |
| More revenue or conversion value | Maximize conversion value | Conversion values are sent consistently and represent business importance. |
| Value at a target return on ad spend | Target ROAS | Reported values are meaningful, comparable, and sufficient for the system to predict value. |
| More website visits | Maximize clicks | Traffic, rather than conversions or revenue, is the primary outcome. |
| Visibility for selected searches | Target impression share | Reach or search-page presence is more important than direct conversion efficiency. |
These mappings come from Google’s bid-strategy selection guidance. Select the objective first, then decide whether several campaigns can use it under one portfolio target.
Google is changing the labels for target-based bidding beginning in June 2026. “Maximize conversions with a Target CPA” is becoming “Target CPA,” and “Maximize conversion value with a Target ROAS” is becoming “Target ROAS.” Google says the underlying behavior does not change; the interface terminology does.

When a portfolio strategy is the better fit
1. The campaigns have the same business outcome
Group campaigns when they all optimize for the same result: for example, qualified lead submissions, completed purchases, or another consistently defined conversion. A portfolio is less appropriate when one campaign is intended to generate leads, another to drive phone calls, and a third to maximize high-margin sales. Those outcomes may have different economics even if they appear under one “conversion” column.
2. Conversion actions and values are compatible
Smart Bidding relies on conversion tracking and, for value-based bidding, reported conversion values. Before grouping campaigns, check that they use compatible primary conversion actions, attribution settings, counting rules, and value definitions. If one campaign counts every form fill while another counts only sales, a shared target can obscure the difference rather than solve it.
For Target ROAS, Google describes a system that uses reported conversion values to predict future conversions and their value, then bids toward the target average return. Its Target ROAS documentation also explains that portfolio Target ROAS is not available for every campaign type.

3. One target is meaningful across the group
Portfolio bidding optimizes campaigns collectively toward a single target. Use it when a common CPA or ROAS target reflects the economics of every included campaign. A target need not mean that every campaign produces identical results, but it should not average together fundamentally different margins, lead quality, or customer values.
Google allows individual ad-group targets in some setups, but warns that they can restrict Smart Bidding. Adding more exceptions does not necessarily create more control; it can reduce the data and flexibility available to the system.
4. You want learning to draw on more eligible volume
A portfolio can combine signals from multiple campaigns pursuing the same goal. That can be useful when each campaign alone has limited conversion volume or when demand varies by product, geography, or theme but the financial objective is shared. The benefit is collective optimization, not a promise of lower CPA or higher ROAS.
5. A flexible budget pool is desirable
If demand differs among campaigns and you want unused opportunity in one campaign to be available to another, consider a shared budget alongside portfolio bidding. Google recommends pairing shared budgets and portfolio strategies for campaigns with similar goals. Its shared-budget overview says a shared budget is one average daily budget distributed across several campaigns; when one campaign cannot use its allocation, Google Ads may direct available spend to another campaign with traffic opportunity.
When campaign-level bidding is safer
Different objectives or conversion definitions
Keep campaigns separate when their primary outcomes differ, when conversion actions are not comparable, or when values represent different units. A portfolio target cannot tell Google that one conversion is a high-margin purchase and another is an inexpensive inquiry unless the measurement system expresses that distinction consistently.

Different efficiency targets
Campaign-level strategies are appropriate when one campaign must hold a target CPA or ROAS that another should not share. This is especially relevant when product margins, customer lifetime value, geographic economics, or lead quality differ materially. Google does not publish a numerical similarity threshold; the recommendation to separate such campaigns follows from its description of collective optimization toward one target.

Independent budget control is essential
Portfolio bidding can be used without a shared budget. If each campaign has a contractual, regional, or product-specific spending limit, retain separate budgets even if the campaigns share a portfolio strategy—or keep campaign-level bidding if the strategies themselves must be independent.
The campaign type is not eligible
Eligibility varies by strategy and campaign type. Google says portfolio strategies are generally not available for Performance Max. Its strategy pages list additional limitations for particular combinations. Confirm the current requirements in the portfolio definition and the relevant strategy documentation before restructuring an account.
Portfolio strategy does not mean shared budget
These are separate settings with different effects:

Google’s shared-budget linking guidance says a linked shared budget remains associated with the campaigns in its portfolio; adding or removing a campaign updates the budget’s campaign group. Shared budgets are available on Search, Shopping, Display, and Video campaigns. Google lists incompatibilities including Performance Max, certain experiments such as App campaigns, Hotel campaigns using Commission bidding, Smart Shopping campaigns, and campaigns using total budgets. The live account interface and eligibility rules should be checked before changes.
Google reports “13% more conversions” on average for customers adopting shared budgets and portfolio bid strategies on Search campaigns. The figure is Google Internal Data, global, January 2024–March 2025. It is an average reported by Google, not a guaranteed lift or a causal forecast for an individual account.
A decision checklist for each campaign group
- Write the objective: volume, value, clicks, or visibility.
- Audit conversion measurement: confirm primary actions, counting, attribution, conversion delay, and value reporting.
- Compare economics: determine whether campaigns can use one CPA or ROAS target without hiding margin or quality differences.
- Choose budget behavior: decide whether spend must remain ring-fenced or may move toward campaigns with available opportunity.
- Check eligibility: verify the exact strategy and campaign-type combination in current Google Ads Help.
- Select scope: use portfolio scope only for campaigns that pass the objective, measurement, target, budget, and eligibility checks.
- Record a baseline: capture spend, conversions, conversion value, actual CPA or ROAS, impression share where relevant, and the stated target before editing.
- Change one major variable at a time: if you introduce a portfolio and a shared budget simultaneously, label both changes so later performance analysis is interpretable.
How to evaluate the change without overreacting
Monitor the metrics that correspond to the selected objective rather than judging the portfolio by one campaign’s daily result. For conversion-volume bidding, track conversions, spend, and actual CPA. For value-based bidding, track conversion value, spend, and actual ROAS. Also watch delivery by campaign so a high-volume campaign does not silently absorb spend that another campaign needs for a strategic reason.

Allow for conversion delay and normal auction volatility. Google’s guidance for target-based bidding says that after budget changes, advertisers should wait one to two conversion cycles before evaluating performance. Do not raise or lower a target every day in response to incomplete data.

Google’s 2026 target-based bidding update
Google says a change to target-based bidding rolled out globally on August 17, 2026 for campaigns marked “Limited by budget,” with rollout completed August 27, 2026. The update applies to Target CPA and Target ROAS, and to Target CPC for Demand Gen. It affects portfolio bidding and shared-budget setups as well.
For a portfolio or shared-budget arrangement, Google says target adjustments should be made at the portfolio or shared-budget level. Its frequently asked questions and change explanation warn that a historically overperforming target-based campaign may move closer to the stated target after the update. An advertiser who wants to preserve a more efficient outcome may need to adjust the target, then wait one to two conversion cycles after budget changes before judging results.
This is a platform-specific 2026 instruction, not a reason to change every target. Review the campaign’s status, actual performance, and the current Google guidance before editing a target.
Target CPA versus Target ROAS in a portfolio
Target CPA is appropriate when conversions are economically similar enough that an average acquisition cost is the useful control. Target ROAS is more suitable when conversion values differ and those values are reported accurately. Google reports that advertisers switching from Target CPA to Target ROAS saw 14% more conversion value at a similar return on ad spend on average. That result is Google Internal Data, global, March 16–April 12, 2021, and applies to that specific switch; it is not a current guarantee or a general recommendation to migrate.
If values are missing, inconsistent, or unrelated to revenue or another real business measure, Target ROAS can optimize toward misleading numbers. Fix measurement before changing bidding scope.

Common mistakes and recovery steps
Grouping campaigns because they share a name
Similar labels do not prove compatible goals. Recheck conversion actions, values, margins, and targets. Remove campaigns that need a different economic objective.
Assuming the portfolio reallocates budget
Portfolio bidding alone does not create a shared budget. If spend must move among campaigns, configure an eligible shared budget separately; if spend must not move, keep budgets independent.
Forcing incompatible campaign types into one setup
Eligibility differs by strategy. Check Google’s current documentation before attempting to add a campaign, and leave unsupported campaigns on an eligible campaign-level strategy.
Changing target and budget together without a baseline
Capture pre-change metrics, document the date and settings, and allow the recommended conversion cycles before deciding whether the setup worked. If performance is still outside the business guardrails after sufficient data, restore the prior scope or target deliberately rather than making repeated daily edits.
Bottom-line decision
Choose a portfolio bid strategy when several eligible campaigns have one objective, compatible measurement, and a target that is meaningful across the group. Add a shared budget only when you also want Google to move average daily spend among those campaigns. Use campaign-level bidding when goals, values, targets, budgets, or eligibility differ. This separation keeps automation aligned with the way the business actually measures success.
