Steel-company share prices are influenced by the prices mills receive for finished steel, but they are not the same thing as a steel price. Demand from construction and manufacturing, mill capacity, iron ore and scrap costs, energy, trade policy and regional price gaps determine steelmakers’ revenue and margins. Investors then price their expectations for future earnings, cash flow and financial risk. The data below describes the steel market through the OECD’s 2026 outlook and January 2026 price observations; it is not a live quote or company-specific valuation.
Start with the distinction: steel prices versus steel stocks
A finished-steel price is what a buyer pays for a product such as hot-rolled coil (HRC) or rebar. A steel stock price is the market value of shares in a company that may produce, process or distribute steel. The two can move together, but not in lockstep.

When finished-steel prices rise faster than a mill’s costs, its operating margin may improve and investors may raise their earnings expectations. If prices fall while fixed costs, debt service or contracted expenses remain, expected profits can deteriorate. A company with a large exposure to iron ore, scrap, electricity, freight or a particular region can therefore perform differently from an industry benchmark. The available evidence supports a detailed explanation of product-market drivers, not a valuation forecast for any named issuer.
- Revenue exposure: product prices, shipment volumes and the company’s product mix determine sales.
- Cost exposure: raw materials, electricity, fuel, labor, maintenance and logistics affect the margin left from each tonne.
- Market structure: capacity, utilisation, inventories, imports and exports influence pricing power.
- Expectations: shares reflect what investors expect future conditions to be, so a stock can move before a published spot price does.
Demand sets the ceiling for steel prices
Steel is consumed directly in buildings, bridges, roads, machinery and vehicles, and indirectly through the equipment and manufactured goods used to build them. Strong orders from construction, infrastructure or manufacturing allow mills to run more of their available capacity and can support higher prices. A slowdown does the opposite, especially when production cannot be cut quickly.

The global total can hide sharply different regional conditions. The OECD’s Steel Outlook 2026 estimates that world steel demand fell 2.6% in 2025 and forecasts growth of only 0.4% in 2026. Its regional forecasts for 2026 are divergent: India is projected to grow 6.7%, ASEAN 3.5%, while China is projected to decline 0.6%. Those are forecasts, not final results.
| Measure | Figure | Qualification |
|---|---|---|
| Global demand, 2025 | Down 2.6% | OECD estimate in Steel Outlook 2026 |
| Global demand, 2026 | Up 0.4% | OECD forecast |
| India demand, 2026 | Up 6.7% | OECD forecast |
| ASEAN demand, 2026 | Up 3.5% | OECD forecast |
| China demand, 2026 | Down 0.6% | OECD forecast |
| Global demand, 2030 | 1,884.58 Mt | OECD projection; 0.9% compound annual growth rate from 2025 to 2030 |
For a stock investor, the important question is not simply whether “global demand” is rising. It is whether demand is growing in the markets and products to which a particular producer is exposed, and whether that growth is strong enough to absorb available supply.
Capacity, utilisation and inventories can overwhelm demand
Supply affects prices through both actual output and the ability to produce more. When mills add capacity faster than customers grow, producers may discount material, idle furnaces or seek export outlets. OECD describes the current situation as capacity continuing to expand despite weak demand prospects. Its report projects excess steelmaking capacity of 745 million tonnes by 2028, with utilisation at about 76% in 2025 and 74% or less in 2028.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsExcess capacity is potential supply, not a claim that all of it is operating. Actual production, maintenance outages, environmental restrictions and commercial decisions determine shipments. Inventories are another separate variable: stocks held by mills, service centers or end users can temporarily satisfy demand without new production. The cited figures do not establish a universal inventory-to-price formula, so inventory data must be interpreted by product and region.
Low utilisation usually means a larger share of a mill’s fixed costs is spread over fewer tonnes. That can pressure margins even if raw-material prices are falling. Conversely, tight availability can improve bargaining power, but only where competing imports and transport routes do not quickly fill the gap.

Production route determines which costs matter
Two broad routes dominate the cost discussion. A blast furnace followed by a basic oxygen furnace (BF-BOF) reduces iron ore with coke made from metallurgical coal, then converts hot metal into crude steel. An electric arc furnace (EAF) melts recycled steel and may also use direct reduced iron or hot metal. Many mills use combinations, so the route averages below are illustrative rather than a universal recipe.
| Input per 1,000 kg of crude steel | BF-BOF average | Scrap-EAF average |
|---|---|---|
| Recycled steel | 125 kg | 710 kg |
| Iron ore | 1,370 kg | 586 kg |
| Metallurgical coal or coal | 780 kg metallurgical coal | 150 kg coal |
| Limestone | 270 kg | 88 kg |
| Electricity | Not stated in the cited route average | 2.3 GJ |
These averages are from a worldsteel reference page and should not be read as a bill of materials for every plant. They explain why iron-ore and coking-coal markets are especially important to ore-based producers, while scrap and electricity are especially important to EAF producers.

Iron ore and metallurgical coal
In 2025, the OECD reports that iron-ore prices rose 9% and coking-coal prices rose 17%. A mill cannot automatically pass each increase through to customers: if buyers resist higher prices, the increase can compress margins. The effect also depends on contracts, inventories, hedging and the quality of the raw material, none of which is uniform across producers.
Scrap
The OECD reports that scrap prices rose 2% in 2025, less than its reported increases for iron ore and coking coal. Scrap is not an infinitely expandable input. Its availability reflects the amount of steel placed into use decades earlier and the time required for products to reach the end of their service lives. Regional collection, contamination, processing and transport can therefore make scrap prices diverge from iron ore.
worldsteel states that scrap can provide up to 100% of EAF input and up to 30% of the BF route. The association estimates that each tonne of scrap used avoids 1.5 tonnes of CO2 and specified virgin inputs. Those are industry-association estimates, not independent universal measurements.

Energy costs create regional winners and losers
Electricity and fuel costs matter in every route, but their shares differ substantially. worldsteel benchmarking data attributes 50–70% of energy input for scrap EAF production to electricity, compared with 70–80% attributable to coal for BF-BOF production. These ranges describe energy input, not a mill’s entire operating-cost structure.
Recommended Free Tools
The source also notes a shift from internationally traded coal toward locally priced electricity. That shift can widen regional cost differences because power prices depend on local generation, grids, contracts, regulation and outages. A single global energy benchmark therefore cannot predict the cost position of every steelmaker. For stock analysis, compare a company’s route and geographic power exposure with the regions where it sells steel.
Trade policy redirects supply and separates regional prices
Steel crosses borders when one market has surplus material or another has a shortage. Tariffs, quotas, anti-dumping measures, subsidies, sanctions and restrictions on steelmaking inputs can change those flows. When domestic demand cannot absorb expanding output, exports can increase competition in destination markets and limit local producers’ pricing power.
OECD reports that China shipped 131 million tonnes of steel abroad in 2025. That number is a shipment observation, not proof that every export entered one market or that all producers faced the same pressure. Freight, product specifications, currency movements and trade remedies determine where material can compete.
Regional benchmarks can consequently differ dramatically. In the OECD’s January 2026 comparison, US HRC and rebar prices were more than twice China’s, while EU prices were 50% above China’s. This is a dated snapshot, not a live quote. It compares finished products in named regions; it should not be mixed with an iron-ore or scrap price from another place and date.

Trade policy can also change the value of a company’s assets and contracts. A producer protected from imports may receive a temporary price premium, while an exporter facing a new barrier may lose access to a key market. The effect depends on the exact measure and its duration; a general tariff assumption is not a substitute for reading the applicable rule.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How futures and other signals fit into the picture
The OECD says steel futures often provide an early signal of short-term spot-price movements. “Signal” is the appropriate word: futures can incorporate expectations about demand, supply outages, inventories, freight and policy before a physical transaction is reported, but they do not guarantee the direction or size of a later spot move.
A disciplined dashboard separates signals by what they measure:
- Finished-steel benchmarks: the closest read on a mill’s selling-price environment, provided the product, region, currency and date match.
- Raw-material prices: clues to input-cost pressure, with the production route determining relevance.
- Utilisation and capacity announcements: evidence about potential supply and fixed-cost absorption.
- Demand indicators: construction, infrastructure, vehicle and machinery activity in the company’s sales regions.
- Trade and policy notices: information about where material can legally and economically move.
- Futures curves: a market-based expectation and short-term signal, not a promised spot price.
A practical framework for analysing a steel stock
Use the following sequence to connect market data with a company without pretending that one benchmark explains the whole share price.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Identify the exposure. List the company’s finished products, sales regions and production routes. HRC, rebar, plate and specialty products do not share one price.
- Match the benchmark. Use the same product, region and time period when comparing a market price with the company’s reported results. State whether the figure is a spot observation, contract price or futures quote.
- Map the cost basket. For BF-BOF exposure, examine iron ore and coking coal; for EAF exposure, examine scrap and electricity. Add freight and other costs where disclosed.
- Check the margin direction. Ask whether selling prices are moving faster or slower than the relevant inputs. Do not assume a 10% input increase creates a 10% cost increase for every producer.
- Assess volume and utilisation. Determine whether demand is filling capacity or whether idle assets and exports are increasing competition.
- Review trade sensitivity. Note tariffs, quotas, anti-dumping cases, subsidies and export restrictions affecting the company’s destinations or inputs.
- Separate current results from expectations. A stock may respond to anticipated price, cost or policy changes before they appear in quarterly financial statements.
- Stress-test the downside. Consider a regional demand decline, a raw-material spike, a power-price shock and a loss of export access separately. Their effects are not interchangeable.
Common mistakes that produce misleading conclusions
Calling one number “the global steel price”
There is no single global benchmark. Product grade, delivery point, currency, taxes, freight and trade barriers create different markets. Always name the product and region.

Comparing a finished product with an input commodity
An HRC price in the United States and an iron-ore price in Asia answer different questions. They cannot be placed in one ranking as if both were steel prices.
Treating capacity as production
Installed capacity indicates what could be made, not what was made or sold. Utilisation, outages and commercial decisions determine actual supply.
Assuming input costs pass through one-for-one
Contract timing, competition, inventories and product mix can delay or prevent pass-through. A raw-material increase may reduce a mill’s margin instead.

The OECD comparison is for January 2026. Prices change, so date every figure and avoid presenting that snapshot as a live market level.
Ignoring route differences
A scrap-EAF producer’s exposure to electricity and scrap is not the same as a BF-BOF producer’s exposure to coal and iron ore. Route mix is essential to any company comparison.
What the 2026 outlook implies
The near-term picture combines modest demand growth with expanding supply potential. OECD’s official report statement is: “Global steelmaking capacity continues to expand despite dim prospects for steel demand.” Its projection of 745 Mt of excess capacity by 2028 and utilisation of 74% or less illustrates why supply discipline may matter as much as headline consumption.
The 2025 input data also show why margins can move in opposing directions: the typical steelmaking raw-material basket rose 10%, while reported demand fell 2.6%. Whether a producer can protect earnings in that environment depends on its selling-price region, route, contracts, energy position, utilisation and ability to redirect material.

For a personal-finance reader, the most reliable conclusion is methodological rather than directional: follow the finished product that a company sells, pair it with the inputs its route consumes, then account for regional demand, utilisation and trade policy. A global demand headline or a single commodity quote is not enough to explain a steel stock.
