The increase covers specified beef inputs used in products such as ground beef—not every kind of Argentine beef—and is divided into four quarterly tranches. It may add supply, but the official materials do not establish that it lowered grocery-store prices.
What the February proclamation changes
Proclamation 11010, signed February 6, raises the 2026 in-quota quantity by 80,000 metric tons, with the entire increase allocated to Argentina. A tariff-rate quota (TRQ) allows a specified quantity of a product to enter at the in-quota tariff treatment; applicable tariff rules govern entries outside that quantity. This action changes the in-quota amount for narrowly defined products, rather than creating a general authorization for Argentine beef.
The proclamation relies on section 404 of the Uruguay Round Agreements Act, which permits a temporary quota increase in certain circumstances when the President makes the required supply finding. It also directs continued Agriculture Department monitoring and allows further action if circumstances warrant.
Products covered
The added quantity is limited to lean beef trimmings classified under HTSUS statistical reporting numbers 0201.30.5091, 0201.30.5097, 0202.30.5091, and 0202.30.5097. The administration describes lean trimmings as an ingredient blended with fattier domestic trimmings for products such as hamburgers. The change therefore concerns a beef input that can contribute to ground-beef supply; it does not cover all Argentine beef products.

Four quarterly tranches
The 80,000 metric tons are divided into four 20,000-metric-ton periods and administered first-come, first-served:
- February 13–March 31, 2026
- April 1–June 30, 2026
- July 1–September 30, 2026
- October 1–December 31, 2026
U.S. Customs and Border Protection’s September 25, 2026, bulletin confirms the fourth period. Entries filed on its opening day are subject to processing and may be prorated if the relevant group exceeds its limit. The bulletin does not state how much quota remained when the period opened.

How the later 2026 quota action differs
A separate proclamation signed August 26, 2026, added 300,000 metric tons of lean beef trimmings for “other countries or areas.” It divided the increase into three tranches and expressly said it did not affect the February increase allocated to Argentina.

The August monitoring instruction concerns the price of covered imports relative to the market price for lean beef trimmings. It is not a finding that consumer retail prices fell by 25%, and it does not apply to the February Argentina allocation. See the August proclamation for its terms.

Why the administration says it acted
The February proclamation says the administration found domestic supply inadequate to meet demand at reasonable prices and sought to increase ground-beef supply. Its legal finding states: “I determine that the supply of lean beef trimmings or directly competitive or substitutable agricultural products will be inadequate to meet domestic demand at reasonable prices because of a natural disaster and major national market disruption.”

- It reported average ground beef at $6.69 per pound in December 2025, describing that as the highest level since tracking began in the 1980s.
- The February proclamation cited 4.64 billion pounds of U.S. beef imports in 2024, more than 24% above 2023.
These are administration-reported figures and rationale, not an independent assessment of the quota’s effects.

Not on the evidence in the cited official materials. The stated purpose is to increase supply and support affordability, but those materials do not show how much of the Argentina-specific quota was used or establish that it caused retail beef prices to fall. The August proclamation’s price-monitoring instruction is not proof of a consumer-price reduction either. A supply measure may be intended to affect prices; intent alone does not demonstrate an outcome.
