Start with the newest notice from the Social Security Administration (SSA) and compare it with your latest payment record. Find the reason for the reduction, the amount, the effective date, and the response deadline before choosing what to do. A smaller deposit can reflect an overpayment recovery, a benefit or payment decision, or a Medicare premium adjustment; each has a different process.
First, find out why the payment changed
Do not assume that a smaller Social Security deposit means you were overpaid or that SSA has cut your benefit. The amount deposited may change for different reasons, and the correct remedy depends on what SSA says happened. Begin with the latest notice and your payment information in your my Social Security account.

- Compare the amounts. Check the latest deposit against the amount shown in your account or on an SSA notice. Note when the payment changed and how large the difference is.
- Read the notice closely. Look for the reason, calculation, months involved, effective date, and instructions for responding. Mark every deadline.
- If there is no notice or you cannot tell what changed, contact SSA. Use the contact route on your notice or an official SSA channel. Ask for an explanation of the reduction and, if relevant, a copy or clarification of the calculation.
- Choose a route based on the reason. Dispute an overpayment determination if you believe it is wrong; request a waiver if you accept that an overpayment occurred but seek relief from repayment; ask for a lower recovery rate if the proposed withholding is unaffordable; or use the separate process for a Medicare income-related premium decision.
Keep the notice, payment records, and copies of anything you send. If you speak with SSA, write down the date, the instructions you received, and any follow-up you need to make. Your notice controls the details of your case, so do not rely on a deadline or payment rule without checking how it applies to that notice.

What kind of reduction does the notice describe?
Overpayment recovery
SSA calls it an overpayment when it says you received more than you were due. Its notice should identify the reason and amount. Incorrect or missing information can contribute to an overpayment; SSA gives changes in work, residence, marital status, or income as examples. Those are possibilities, not a diagnosis of your case. Check the notice’s specific explanation and the months and figures it uses.

If SSA is collecting an overpayment from current benefits, the notice should explain the recovery. You may be able to challenge whether an overpayment happened or whether the amount is correct, ask SSA to waive recovery, or ask for a lower recovery rate. These requests address different issues; the comparison below can help you identify the right one.
Medicare income-related premium
A reduction can also reflect a Medicare income-related monthly adjustment amount, or IRMAA, deducted from a Social Security payment. SSA has a distinct process for appealing an IRMAA decision and for asking for a new decision after certain life-changing events. If the income information SSA received from the Internal Revenue Service is inaccurate, SSA directs you to correct it with the IRS.
Another or unclear payment decision
Some payment changes are case-specific and may not fit either of those explanations. The amount of a deposit alone cannot show which rule applies. If the notice describes another benefit or payment determination—or the reason remains unclear after you read it—ask SSA to explain the decision and identify the applicable response instructions before filing a form.

Choose the right action for an overpayment
Appeal, waiver, and a lower recovery rate are not interchangeable. An appeal challenges SSA’s overpayment decision; a waiver asks SSA to excuse collection; a rate request accepts repayment but seeks a different collection amount. SSA permits people to pursue reconsideration and waiver together where appropriate, so do not assume that choosing one automatically rules out the other.
| What you want SSA to reconsider | Route | Form or method identified by SSA | Key point |
|---|---|---|---|
| Whether you were overpaid or whether the amount is right | Request reconsideration (appeal) | Form SSA-561 | Follow the deadline and instructions on the notice. A timely request can affect collection while SSA reviews it. |
| Whether SSA should collect an overpayment you do not dispute | Request a waiver | Form SSA-632-BK | SSA considers whether you were at fault and whether recovery would meet the applicable hardship or unfairness standard. |
| How much SSA collects from you each month | Request a change in the recovery rate | Form SSA-634, available through my Social Security for current beneficiaries | This addresses the collection rate, not whether the overpayment happened or whether the balance is correct. |
If you dispute the overpayment or its amount
Use reconsideration if you believe you were not overpaid or SSA calculated the overpayment incorrectly. SSA identifies Form SSA-561 for this appeal. Explain which part of the decision you disagree with and include information that supports your position, such as records relevant to the months or amounts in the notice. The issue is the correctness of the determination, not simply whether repayment would be difficult.
SSA materials describe two time periods with different effects. The SSA-3105 notice enclosure says to request reconsideration within 60 days; follow the date and instructions in your own notice. Separately, SSA’s public overpayment guidance says that asking for an appeal within 30 days prevents collection while SSA decides the request. Do not treat the 30-day collection pause as a replacement for the reconsideration deadline. If the deadline is near, has passed, or is unclear, contact SSA promptly and ask what action is available in your situation.

When a reconsideration request is denied, the next administrative step may be a hearing before an Administrative Law Judge. SSA’s HA-501 guidance generally gives 60 days after receipt of the reconsideration decision to request a hearing. Read the decision notice for the deadline and the correct next action.

Request a waiver
A waiver asks SSA not to recover an overpayment. It is not a substitute for disputing an incorrect calculation: if you think the decision or amount is wrong, use reconsideration. SSA’s waiver test focuses on whether you were at fault and whether recovery or adjustment would meet the applicable hardship or unfairness standard. Approval is not automatic; SSA evaluates the circumstances and may ask for supporting information.
SSA directs people to use Form SSA-632-BK, Request for Waiver of Overpayment Recovery. Current instructions describe submitting the request through a my Social Security account or sending the form to a local SSA office. Provide the information SSA asks for and retain a copy of the completed form and supporting documents. SSA says a waiver may be requested after recovery has started or even after it has been completed.

SSA’s public overpayment guidance says that a waiver request made within 30 days prevents collection while it decides the request. The notice enclosure also describes a waiver as requestable at any time. Those points concern different aspects of the process; check the notice and contact SSA promptly if you need to know whether collection will pause in your case.
Ask for a lower recovery rate
If you accept that you owe the overpayment but cannot manage the proposed monthly withholding, ask SSA to change the recovery rate rather than using an appeal to contest a decision you accept. Current beneficiaries can submit Form SSA-634, Request for Change in Overpayment Recovery Rate, through their my Social Security account and upload it. SSA says it will send its decision by mail. Give the information requested so SSA can consider your request.

If the reduction is a Medicare premium adjustment
Use the IRMAA process when the issue is an income-related Medicare premium, not an overpayment recovery. SSA says a person who disagrees with an income-related premium decision may appeal online, request reconsideration using Form SSA-561-U2, or contact a local office.
If your income fell because of an eligible life-changing event, SSA says you may request a new decision instead of filing an appeal. The new-determination route and the appeal route answer different questions: one asks SSA to reassess the premium using qualifying changed circumstances; the other challenges the decision. If the IRS income figure SSA used is wrong, correct the information with the IRS as SSA instructs. Check the notice for the applicable steps and any deadline.
Know which deadlines affect which protections
Several time limits appear in SSA overpayment materials, but they do not all do the same job. Keep them tied to the action and notice that apply to you:
- 30 days: SSA’s general overpayment guidance says an appeal or waiver requested within this period prevents collection while SSA decides it.
- 60 days: The SSA-3105 notice enclosure describes this period for requesting reconsideration. Use the date and directions in your notice.
- 10 days: A separate regulation, 20 CFR 408.820 and related regulatory text, provides for possible continuation or reinstatement of a prior payment level when an appeal is filed within 10 days after receipt of certain notices. It has program-specific conditions and exceptions, and a person may waive continued payments in writing. It is not a universal guarantee that a reduced check will continue unchanged.
Because the 10-day rule is conditional and distinct from the reconsideration and collection-pause timeframes, call SSA promptly if preserving a prior payment level may matter. Review the notice rather than assuming that filing an appeal will automatically keep payments at the old amount. If SSA denies reconsideration, use the decision notice to identify the next review step and its deadline.
Prepare before you contact SSA
A focused request is easier to assess than a general statement that the check is too small. Before calling, uploading a form, or mailing documents, assemble the material that relates to the notice and the action you want SSA to take.
- The latest notice and any earlier notices about the same decision.
- Your payment record and a note of when the deposit changed.
- The specific reason you disagree, if you are appealing, and records that bear on the disputed months or calculation.
- The information SSA requests for a waiver or recovery-rate change.
- A copy of every form and supporting document you submit, plus a record of how and when you sent it.
When you speak with SSA, state what you are asking it to do: reconsider the overpayment, waive recovery, change the recovery rate, or review an IRMAA decision. Ask SSA to clarify any unclear deadline or collection effect. If the notice does not explain the amount in a way you can follow, ask how the calculation was made and which figures you can challenge. For help understanding a difficult or disputed notice, qualified individualized assistance may be useful.
