If your Social Security payment does not cover your essentials, start with the bill or need that is most urgent, then look for assistance designed for that expense. In the United States, calling 211 and using USA.gov/benefits can help you find local and government programs. You may also want to check SNAP for food, Medicaid or Medicare Savings Programs for health costs, Extra Help for Medicare prescription costs, and Supplemental Security Income (SSI) if you meet its separate eligibility rules.
These are routes to referrals, applications, or eligibility decisions—not a guarantee that you will receive aid. Rules vary by program, state, household, income, and resources. Ask the agency that administers a program how it applies to your situation, including whether assistance could affect another benefit.

What should you do first when your Social Security check falls short?
Identify the most urgent expense
Write down what you cannot pay and when it becomes a crisis: food, rent or other housing costs, utilities, medication, health care, or another essential bill. This helps you ask for assistance that matches the immediate problem rather than trying to navigate every benefit at once.
If you face an imminent eviction, utility shutoff, or loss of access to food or medication, tell the provider or your local social services office that the need is urgent. Ask what emergency options, referrals, or payment arrangements may be available. The Social Security Administration (SSA) provides general referral information, but a referral is not a promise of emergency funds or a particular outcome.

Use a local referral service and a benefits finder
Call 211 for a free, confidential referral to social services and community resources. Tell the person answering what you need, where you live, and how soon you need help; local resources and availability differ. You can also use USA.gov/benefits to find federal, state, and local assistance and links to program applications.
These services help you discover where to ask or apply. They do not decide that you qualify, enroll you automatically, or guarantee that funding is available. When you receive a referral, confirm the application steps and eligibility requirements with the program or agency itself.
Which assistance program may address your shortfall?
Different programs address different expenses and have distinct eligibility rules. Some are administered by a state or local agency rather than SSA. Use the comparison below to identify where to start, then confirm the current application route and rules with the administering office.
| Program or resource | Expense or need addressed | Who decides or provides it | What to know |
|---|---|---|---|
| 211 | Finding local social services and community resources | Referral service connecting callers with local resources | Free and confidential; it is a referral, not a benefit award. |
| USA.gov/benefits | Finding government assistance and application links | Federal benefits finder with federal, state, and local information | A discovery path; the program agency determines eligibility. |
| SNAP | Food | State or local SNAP agency | Eligibility and application routes depend on your state and household. |
| Medicaid | Health coverage and health costs | State Medicaid agency | Rules and the relationship to SSI vary by state. |
| Medicare Savings Programs | Medicare costs, including the Part B premium for eligible people | State medical assistance office | For eligible people with Medicare and limited income and resources; the state decides eligibility. |
| Extra Help | Eligible Medicare Part D prescription drug costs | SSA administers applications | Some SSI recipients with Medicare qualify without a separate application under SSA guidance; others can apply through SSA. |
| SSI | Needs-based cash assistance for eligible people | SSA | A separate program with its own income, resource, age, blindness, disability, and other rules. |
Can SNAP help with a food shortfall?
SNAP is the federal nutrition assistance program that can help eligible households with food costs. It is separate from Social Security retirement or disability insurance. Apply through the SNAP agency for your state or local area; program rules and routes differ, so use USA.gov/benefits or 211 to locate the relevant office if you are unsure where to begin.

Do not assume that receiving Social Security rules SNAP in or out. Eligibility depends on the program’s rules and your household circumstances. SSA says that people receiving SSI may be able to receive SNAP, but the SNAP agency makes the decision under its rules.
Enrollment can be a meaningful source of help even when the monthly amount is not enough to solve every budget problem. In a May 16, 2024 article, SSA reported that the average SNAP benefit for an older adult living alone was $105 per month in 2020. That is a dated national figure, not a current estimate of what you would receive. The same SSA article reported that nearly half of older adults who qualified for SNAP did not enroll, and cited an estimate of 5 million people missing food assistance worth $6.3 billion annually. Those estimates describe a reported participation gap; they do not establish any one person’s eligibility or likely benefit.
Which health-cost programs should you check?
Medicaid
Medicaid can help with health costs for people who meet the applicable rules. It is administered by states, and its relationship to SSI varies by state. SSA says SSI recipients may be able to receive Medicaid, but this does not mean that every SSI recipient is automatically enrolled in every state or that all applicants qualify. Ask the state Medicaid agency how to apply and whether receiving SSI changes the process where you live.

Medicare Savings Programs
If you have Medicare and limited income and resources, check whether you may qualify for a Medicare Savings Program. These programs can help with Medicare costs; SSA describes the state medical assistance office as the place that decides eligibility. Contact your state office to ask which program may apply and what application information it requires.

Keep older figures in context when comparing possible help with current costs. SSA’s May 2024 article listed the 2024 Medicare Part B premium as $174.70 per month and cited NCOA estimates that as many as 2 to 3 million people were missing Medicare Savings Program assistance, representing up to $5.94 billion in benefits. These are figures reported in 2024, not a current premium quote or a prediction of your eligibility or savings.
Extra Help for Medicare Part D costs
Extra Help can lower eligible Medicare Part D prescription drug costs. SSA’s guidance says SSI recipients who have Medicare are eligible without a separate application in the circumstances described in that guidance. Other people can apply through SSA, including online or by phone. If you are unsure whether the no-separate-application route applies to you, confirm your status with SSA rather than assuming that receiving another benefit has completed enrollment.
SSA’s May 2024 article cited an estimated annual value of $5,300 per Extra Help recipient and an NCOA estimate that roughly 2 million eligible people were not signed up. These are estimates reported in 2024, not a current calculation of what an individual recipient will save.

Supplemental Security Income (SSI) is not the same program as Social Security retirement or disability insurance. SSI is a needs-based benefit for people with limited income and resources who are 65 or older, blind, or have a qualifying disability. SSA applies its own eligibility rules, including rules about income, resources, and other circumstances.

Receiving Social Security retirement or disability benefits does not automatically disqualify you from SSI. SSA must make a separate determination, and the amount of other income can matter. Conversely, being older or having a disability does not by itself establish eligibility. Check SSA’s current eligibility information or ask SSA about your circumstances rather than treating a short list of criteria as a complete eligibility test.
For 2026, SSA lists maximum federal SSI benefit rates of $994 per month for an individual and $1,491 per month for a couple, effective January 1, 2026. These are maximum federal rates, not a promise of the amount any applicant will receive. Actual payments can differ based on income, living arrangements, and state supplements.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Will getting assistance change your Social Security or SSI payment?
Ask before drawing conclusions. A program can have its own eligibility rules, and the way assistance is treated under SSI rules is a separate question from whether you qualify for that assistance. SSA lists examples of income exceptions under SSI rules that include SNAP, Section 8 housing vouchers, rent rebates or property tax refunds, and Temporary Assistance for Needy Families (TANF). An exception for one type of assistance does not establish how every payment, resource, or living arrangement is treated.
When you apply or are approved for help, tell the relevant agency about other benefits and ask how the specific assistance affects your eligibility and payment. For SSI questions, confirm the treatment with SSA or a qualified benefits counselor. For SNAP, Medicaid, or state-administered programs, also ask that program’s agency; its decision and rules may not be the same as SSA’s.

How to move from a referral to an application
- Choose the immediate need. Identify the bill, food need, or health cost you cannot cover and the date it becomes urgent. If a crisis is imminent, state that clearly when contacting the provider or local social services office and ask about emergency options.
- Find the right starting point. Call 211 for a free, confidential local referral, or use USA.gov/benefits to find government assistance and application links. You can use both if you need a local referral as well as a government program lead.
- Ask who administers the program. Establish whether the next contact is SSA, a state SNAP or Medicaid office, the state medical assistance office, or a local service provider. A referral site can point you in the right direction, but the administering office decides eligibility.
- Confirm the rules for your situation. Ask about your household, income, resources, Medicare status, state, and any other details that apply to the program. Do not rely on another person’s approval or a national maximum as a personal eligibility decision.
- Ask about interactions before assuming. If you receive Social Security or SSI, tell the program and ask how its assistance is treated. Direct SSI treatment questions to SSA or a qualified benefits counselor, and ask the benefit’s own agency about its eligibility rules.
- Follow the application route from the agency. Use the official application path identified by the administering agency, and ask it what information it needs and how to check your application status. Rules, forms, and processing arrangements may vary by location.
What if one program does not resolve the whole gap?
Separate the shortfall into its parts and pursue the relevant program for each one. A food benefit does not replace a housing referral; help with Medicare premiums is not the same as help with groceries; and a referral service is not itself a cash benefit. The comparison table can help you avoid treating one application as a solution to unrelated costs.
It may also be worth asking about more than one program. SSA’s May 2024 article quoted an NCOA estimate that eligible older adults leave $30 billion in benefits unclaimed each year. That is a broad estimate reported by SSA, not proof that a particular person is eligible for unclaimed assistance. It does, however, underscore why it can be useful to check each relevant program rather than conclude that receiving Social Security means no other support is available.
If you cannot tell whether a lead is relevant, return to 211 or USA.gov/benefits for a different referral, then verify the answer with the agency responsible for the program. Keep track of which office gave you an answer and what program it addressed; a response about one benefit should not be treated as a ruling on another.
