The planned system would digitally document cargo journeys through an electronic bilty, or waybill, and help Customs monitor goods movement.
What is the FBR e-bilty system?
An e-bilty is intended to be a digital transport document for a cargo journey. The Finance Bill 2025 text, as passed by the National Assembly, defines it as a document generated through the Cargo Tracking System and electronically linked to the vehicle carrying the goods. The Board is to prescribe how that link and the wider process work under rules.
In practical terms, the proposed record would connect information about a consignment and its movement. FBR’s terms of reference call for an electronic consignment note or waybill for each journey, alongside integration with existing systems and databases.
Has Pakistan launched the system nationwide?
The clearest dated account of the project milestone is Dawn’s March 6, 2026 report: FBR had signed a contract for strategic feasibility assessment and solution design. Dawn reported that design work was expected to take six months, with implementation planned within 1.5 years after design completion. Radio Pakistan reported on March 10, 2026 that officials had been briefed that digital cargo tracking, particularly e-bilty, had been introduced. That report did not specify locations, operational coverage, or rollout milestones, so it does not establish that the planned national system was fully deployed. Radio Pakistan’s March 10 report
The most precise conclusion from these accounts is that the initiative and design process had been announced, while officials also described an introduction. The sources do not establish exactly where the system is live or what share of covered cargo movements it handles.
What goods movements could be covered?
The Finance Bill 2025 text defines CTS in relation to electronically monitoring import, export, transit, and transshipment goods within, into, or out of Pakistan. It also proposes duties for people causing covered goods movements to generate, carry, display, or validate an e-bilty. The text includes exceptions, and the Board is to prescribe implementation procedures; it should not be read as proof that every cargo movement is already subject to the same operational requirement. That distinction matters to businesses and transporters: the bill text provides the proposed legal framework, but the cited text alone does not establish the current implementing rules, their scope, or how exceptions apply in practice.
How is cargo supposed to be tracked?
FBR’s September 2025 terms of reference describe a system that would integrate existing databases and use a feasible combination of tracking technologies, Internet of Things devices, and data analytics. FBR’s 2026 Transformation Plan describes a nationwide approach involving GPS devices, RFID seals, and digital transport documentation. These are design descriptions; the available accounts do not confirm the final technology mix or a single operational setup used everywhere.

FBR says the project is intended to help identify smuggled goods and goods on which sales tax has not been paid, while improving documentation of cargo journeys. Linking a digital consignment record with a vehicle and tracking its movement could give Customs a way to compare a shipment’s recorded journey with its observed movement and identify cases for attention. That is the intended enforcement logic, not a demonstrated result of a fully deployed system.
The project also aims to minimize en-route inspections and delays. In principle, better documentation and risk-based monitoring could reduce routine physical checks for compliant shipments while directing scrutiny toward higher-risk movements. The sources describe this as a goal; they do not provide measured evidence that checks or delays have already fallen.

What is established—and what remains unclear?
- Established: FBR set out a project scope for feasibility assessment and solution design, including digital waybills and integration with existing systems.
- Established in the bill text: the proposed definitions cover CTS monitoring and an e-bilty linked electronically to a transport vehicle, with details assigned to Board rules and with exceptions in the text.
- Not established by the cited reports: the precise current rollout geography, operational coverage, final technology configuration, current implementing rules, or quantified effect on smuggling and inspections.
FBR’s Transformation Plan qualitatively says CTS has curtailed pilferage and smuggling in transit, but the cited passage gives no CTS-specific baseline, measurement period, or causal estimate. That statement is an FBR claim, not an independently quantified outcome.
