Kathleen Kramer’s “One IEEE” vision is a call to coordinate IEEE’s many technical and professional communities so they can collaborate more effectively without losing their distinct perspectives. In a March 2025 IEEE Spectrum president’s note, Kramer, then IEEE president for 2025, tied that approach to the organization’s 2025–2030 strategic plan and to its members and volunteers.

What does “One IEEE” mean?

“One IEEE” is a collaboration model for an organization whose work spans technical societies, research and publishing, standards, education, public policy, local sections, and global communities. The idea is not to make those groups identical or replace their separate roles. It is to help them work together where their expertise and activities intersect.

Kramer described the aim this way: “Together we have the opportunity to foster meaningful collaborations that enable us to be much more than the sum of our individual parts.” She called the broader aspiration “Working for ‘One IEEE.’”

What is the IEEE Strategic Plan 2025–2030?

Kramer presented the 2025–2030 plan as a five-year guide for advancing IEEE’s mission to benefit humanity through technology. Its six goals cover technical credibility, responsible innovation, collaboration, future innovators, public understanding, and professional development:

Goal Priority
1 Advance science and technology as a trusted source for research, development, standards, and public policy.
2 Drive innovation while promoting scientific integrity and the ethical development and use of technology.
3 Enable interdisciplinary collaboration, research, and knowledge sharing across industry, academia, and government.
4 Inspire curiosity and support discovery and invention among the next generation of technology innovators.
5 Expand public awareness of engineering, science, and technology worldwide.
6 Empower technology professionals through continuing education, mentoring, networking, and lifelong engagement.

The note says implementation work is ongoing: the goals are to be translated into tactical objectives so plans made by IEEE’s organizational units align with the broader strategy. It does not report measurable outcomes or give a timetable for completing that work.

How does Kramer’s own IEEE experience inform the vision?

Kramer traced her involvement from undergraduate study at Loyola Marymount University through graduate study at Caltech and a professorship in electrical engineering at the University of San Diego. She described publishing, attending conferences, volunteering in technical societies and local sections, participating in public policy, and helping advance accreditation criteria for engineering programs as ways she contributed.

That path—from student and academic work to volunteering and organizational leadership—illustrates the range of participation she wants to connect. It also gives the “One IEEE” idea a practical dimension: people can engage through different parts of the organization over the course of a career.

What does the vision mean for members and volunteers?

Kramer positions members and volunteers as central to carrying out IEEE’s mission, with participation at local and global levels. The strategy identifies continuing education, mentoring, networking, and lifelong engagement as ways to empower technology professionals. These are stated priorities, not evidence in the note that a particular program, benefit, or result is available to every member.

For professionals weighing the value of a membership in an organization like IEEE, the vision points to a broad potential role: connecting technical communities with research, standards, education, policy, and career development. Whether that translates into value for an individual depends on the activities and opportunities relevant to that person; Kramer’s note does not provide cost, participation, or outcome figures.

How could IEEE’s communities work together?

The plan’s scope suggests collaboration across functions rather than one single project. For example, technical expertise can inform standards and public policy; academic, industry, and government participants can share knowledge; and education and mentoring can help bring new people into technical fields. Those are connections implied by the goals, not specific initiatives or completed results described in the note.

Kramer’s central point is that coordination should make IEEE’s existing communities more effective together. The breadth of the plan—from technical trust and ethical innovation to public awareness and professional support—is the measure of what that coordination is intended to encompass.
