What Rolls-Royce Offered India on Fighter-Engine Development at DefExpo 2022

Rolls-Royce’s DefExpo 2022 announcement was a partnership offer for fighter-engine co-development—not a signed contract or AMCA selection. Later developments followed separate tracks.

At DefExpo 2022, Rolls-Royce said it was willing to co-design, co-develop and co-produce fighter engines with Indian organisations. The announcement was a partnership offer—not a publicly documented signed engine contract, an AMCA selection or an agreed technology-transfer package. It mattered as a signal of interest in India’s effort to build domestic combat-air engine capability, but the terms needed to turn that signal into a programme were not announced.

What Rolls-Royce said at DefExpo 2022

DefExpo 2022 ran in Gandhinagar, Gujarat, from October 18 to 22. Rolls-Royce renewed its stated willingness to work with India on combat-air engines, using the terms co-design, co-development and co-production. The company connected that offer to India’s Atmanirbhar Bharat policy and a broader goal of strengthening the country’s aerospace and defence industrial base. Contemporary coverage of the announcement reported the company’s position.

Kishore Jayaraman, then Rolls-Royce President for India and South Asia, argued that self-reliance should involve Indian ownership of intellectual property and the creation of domestic engineering and manufacturing capability. Alex Zino, then the company’s Director of Business Development and Future Programmes, presented the UK as a potential partner, pairing India’s scientific resources with British engine-development experience. Those were statements of principle and intent; they did not establish that the two sides had agreed on IP ownership or a division of engineering work. Contemporary reporting on Jayaraman’s remarks and SP’s ShowNews coverage carry the attributed comments.

What was announced—and what was not

The distinction between an offer to partner and an executed programme is central. The available account of the DefExpo announcement does not document a signed combat-engine development contract. It also does not name a final Indian partner or specify a particular engine, aircraft, budget, schedule or agreed technology-transfer terms.

Established by the 2022 announcement Not established by the announcement
Rolls-Royce’s willingness to pursue co-design, co-development and co-production with India A signed development or production contract
Indian IP ownership and domestic capability as stated goals Agreed ownership of existing or newly developed IP, or a legal workshare
A broad fighter-engine partnership proposal A named engine design, thrust class, aircraft assignment or AMCA selection
A DefExpo display that also included naval propulsion A delivery schedule, programme value or detailed industrial plan

These gaps matter because “co-production” and “co-development” describe different levels of participation. Co-production can mean manufacturing an existing design locally; co-development implies shared engineering responsibility for creating or substantially modifying technology. Technology transfer may enable manufacturing or maintenance without giving the recipient design authority. The 2022 statement did not define which capabilities or rights a future arrangement would cover.

Why an Indian combat-engine partnership mattered

India’s interest was strategic as well as industrial: advanced fighter engines are difficult to design and manufacture, and dependence on overseas suppliers can constrain aircraft production, upgrades and long-term support. A deeper domestic capability could support combat-air programmes and India’s ambition to expand defence manufacturing. But an engine partnership would have to deliver more than final assembly to materially increase design independence.

The UK government’s DefExpo messaging described support for next-generation Indian combat-air programmes, including the LCA Mk-II and AMCA, and identified jet-engine cooperation as an area under exploration. That is policy context, not evidence of a contract or a Rolls-Royce selection. The UK government’s DefExpo announcement sets out that broader cooperation agenda.

  • Centerline and inner wing pylons as well as tail assembly feature polycaps to allow easy detachment for storage.

The naval display was a separate track

Rolls-Royce also highlighted naval propulsion at DefExpo, including the MT30 marine gas turbine and integrated full-electric propulsion concepts. Contemporary coverage described the MT30 as producing up to 40 MW from a packaged unit weighing about 30 tonnes; that is a company-reported specification, not an independent comparative test. The turbine’s naval applications, including ships such as destroyers, frigates and aircraft carriers, do not make it a fighter engine or evidence that the combat-air proposal was contracted. The event coverage discusses the MT30 display, while Aviation Defence Universe reports on the company’s naval propulsion showcase.

Rolls-Royce’s existing Indian industrial relationship

Rolls-Royce pointed to its established ties with India, including work with Hindustan Aeronautics Limited (HAL) on Adour engine support and maintenance, as well as supply-chain cooperation. In February 2021, Rolls-Royce and HAL announced expanded collaboration covering Adour maintenance and civil-aviation supply-chain activity. Their announcement documents that work.

Such experience can provide an industrial foundation, but maintenance and supply-chain activity are not equivalent to ownership of the design authority for a modern afterburning fighter turbofan. Rolls-Royce’s current India defence page describes the company’s positioning around Make in India and defence capability; it does not establish that a specific Indian combat-engine partnership has been awarded.

What happened after the DefExpo offer

Date Development What it shows
October 18–22, 2022 Rolls-Royce restated its willingness to partner India on combat-engine co-development at DefExpo. A public offer; no publicly documented signed contract in the announcement.
June 22, 2023 GE Aerospace and HAL announced an MoU on potential Indian production of F414 engines. GE said the F414 was intended for the LCA Mk2 and had been selected for AMCA prototype development, testing and certification. A separate US–India industrial proposal, not a Rolls-Royce agreement. The announcement was an MoU, not evidence that the 2022 Rolls-Royce offer had advanced into a contract. GE’s release describes its terms.
Later reporting, including 2025 Rolls-Royce and Safran continued to be described as potential partners in discussions around a future Indian combat-engine programme. They were reported as candidates, not confirmed as selected under a final production contract. The Indian Express report discusses that later context.
June 2026 India Today reported a Rolls-Royce offer involving full IP rights and local co-development for a fifth-generation fighter engine. This is a later reported offer, not a term that can be read back into the 2022 announcement or treated as an implemented agreement. India Today’s report describes the proposal.

Later reporting has connected Rolls-Royce’s proposal to the AMCA requirement, but the 2022 announcement itself did not select the company for AMCA. Rolls-Royce’s candidacy, GE’s separate F414 arrangement and Safran’s reported interest belong to distinct strands of India’s longer-term engine strategy.

What would make a future partnership substantive?

The phrase “self-reliance” becomes meaningful in an engine programme through specific technical, legal and industrial terms. A future agreement would need to clarify matters that the DefExpo statement left open:

  • Technical fit: the required thrust class and whether the proposal is for a clean-sheet engine, a derivative or access to existing technology.
  • Intellectual property: which party owns newly created programme IP, what access India receives to Rolls-Royce background IP, and whether any rights carry export-control or licensing limits.
  • Engineering authority: whether Indian organisations participate in core design, hot-section technologies, controls and testing, or mainly perform manufacturing to a foreign design.
  • Industrial workshare: which Indian organisations would design, build, test, assemble, repair and overhaul engine modules, and whether domestic suppliers gain design responsibility.
  • Schedule and cost: a new engine requires design, component and core testing, flight qualification and production ramp-up. It brings development cost and schedule risk; a locally produced existing engine may be faster but offers less design independence.
  • Exportability: Indian ownership of some IP would not automatically remove UK export-control requirements for technology subject to government approval.

Those details—not the use of “co-development” alone—would determine how much engineering capability and long-term control India gained. The 2022 announcement was significant as a public expression of Rolls-Royce’s willingness to pursue a deeper partnership, but it did not show that India had secured or begun a contracted combat-engine programme.
