On October 29, 2024, Congress alleged that Adani Group and Gautam Adani benefited from a “Monopoly Bachao Syndicate” seeking dominance across civil aviation, shipping, cement, power and defence. The allegation was a political claim, not an established finding that such a syndicate existed or that Adani held a legal monopoly in those sectors.
What did Congress allege?
Congress used the phrase “Monopoly Bachao Syndicate” on October 29, 2024, alleging a nexus among Adani, regulators including the Securities and Exchange Board of India (SEBI), and the Modi-led Bharatiya Janata Party. Rahul Gandhi said the alleged network helped pursue monopolies in sectors where Adani wanted to expand. Scroll reported the allegation and reproduced Gandhi’s post.
The sectors Congress named were civil aviation, shipping, cement, power and defence. These were allegations about political influence and market concentration; the contemporaneous reporting did not establish that an organized syndicate existed or that Adani had a legally defined monopoly in any of the five sectors.
What separate claims did Congress make about SEBI officials?
In a separate set of claims reported on the same day, Congress alleged that SEBI Chairperson Madhabi Puri Buch rented property to a company associated with a person connected to IndiaBulls and alleged shareholding links to Predible Health. The New Indian Express also reported a Congress allegation concerning property rented by SEBI Whole-Time Member Ananth Narayan Gopalkrishnan. The New Indian Express described these as allegations; they do not, on their own, establish the broader claim about cross-sector monopolies.

The newspaper said neither Buch nor Adani Group had immediately responded to those specific claims. It also noted that both had separately rejected earlier allegations of wrongdoing. The property and shareholding claims should therefore be kept distinct from the “Monopoly Bachao Syndicate” allegation.
What market-share evidence was reported?
An infrastructure analyst quoted by The Indian Express on October 30, 2024 estimated that Adani Group operated more than 20 businesses, with 20–25% market share in ports and airports and under 10% in its other businesses. This was an attributed analyst estimate in a newspaper report, not an official statistic, regulator’s market-definition analysis or current market-share audit. The Indian Express also reported that nine of the group’s 10 listed companies gained market capitalisation over three trading days in late October 2024, amid reported financial and operating results. That short-term stock-market movement neither proves nor disproves monopoly power.

Market share alone does not determine whether a company has monopoly power under competition law. The relevant market must be defined, and an assessment may also consider factors such as barriers to entry and competitive conditions. The cited analyst estimate does not supply a sector-by-sector legal assessment of Congress’s five-sector claim.

No. The Supreme Court’s January 2024 judgment in Vishal Tiwari v. Union of India concerns petitions following the 2023 Hindenburg report and specified securities-market questions, including related-party disclosures and possible stock-price manipulation. It predates the October 2024 political allegation and is not a finding about a cross-sector “Monopoly Bachao Syndicate.” The Supreme Court judgment is available through SEBI’s document page.

A SEBI final order published in 2025 describes an investigation into specified transactions connected to the Hindenburg-report matters, including a January 15, 2024 show-cause notice and procedural developments after settlement applications were withdrawn in June 2025. Its scope is those transactions; it does not decide the broad monopoly allegation or the separate October 2024 property-rental claims. Read SEBI’s final order on the Adicorp transactions.
The available court and regulatory materials cited here address narrower securities-market matters. They do not provide a definitive competition-law assessment of the five sectors, and they should not be treated as a ruling for or against Congress’s political claim.
