Three Aditya Birla group companies reportedly bought electoral bonds worth ₹100 crore on 12 December 2022; the BJP encashed those bonds two days later. About seven weeks after the purchases, on 3 February 2023, the Ministry of Communications confirmed the conversion of ₹16,000 crore in Vodafone Idea government dues into equity for the government. The timeline is notable, but the reported sequence does not establish that the political donations caused or secured the conversion.
What happened, and when?
The News Minute’s Project Electoral Bond report, published on 5 April 2024, attributes the donation figures to Election Commission of India data. It reports that the purchases were made by three companies, rather than through one transaction in the name of the Aditya Birla Group:
| Company | Reported bond purchase | Date |
|---|---|---|
| Birla Carbon India Private Limited | ₹55 crore | 12 December 2022 |
| Utkal Alumina International Limited | ₹35 crore | 12 December 2022 |
| ABNL Investment Limited | ₹10 crore | 12 December 2022 |
The three reported purchases total ₹100 crore. The report says the BJP encashed the bonds on 14 December 2022. The underlying Election Commission records were not independently reviewed for this account, so these transaction details should be understood as reported by The News Minute.
Why “two months before the bailout” needs a distinction
The phrase can blur three different milestones: the creation of a policy option, Vodafone Idea’s decision to use it, and the later conversion of its dues. The specific ₹16,000 crore conversion was confirmed roughly seven weeks after the bond purchases—not two months after the government first created the relief framework.

| Date | Milestone |
|---|---|
| September 2021 | The government announced telecom relief measures that included an option to convert eligible dues into equity held by the government. |
| January 2022 | Vodafone Idea opted for the conversion route, according to The News Minute. |
| 6 December 2022 | Vodafone Idea said it had not received government communication on the conversion, the report says. |
| 12 December 2022 | The three Aditya Birla group companies bought bonds reported to total ₹100 crore. |
| 14 December 2022 | The BJP encashed the bonds, according to the report. |
| 3 February 2023 | The Ministry of Communications confirmed conversion of ₹16,000 crore in government dues into equity for the Department of Investment and Public Asset Management (DIPAM), according to the report. |
The report says the government consequently became Vodafone Idea’s largest shareholder. The original 2021 measure made conversion possible; it was not the same event as the company’s later election of that option or the reported 2023 conversion.
Does the timing prove a quid pro quo?
No. The reported dates establish a sequence: the bond purchases came before the reported conversion. They do not, on their own, show that the donations influenced the government’s decision, that the companies expected a particular action, or that any exchange was agreed. The cited reporting does not establish causation or a quid pro quo.

The News Minute said questions to the Aditya Birla group had not been answered at the time of publication. The available source set also does not include the government’s original conversion order or independently retrieved bond records. Those limits matter when drawing conclusions from the reported chronology.
What the reported figures do—and do not—show
The News Minute’s report places the December 2022 purchases within a larger history of group donations through electoral bonds. It reports nearly ₹556 crore in donations to political parties from April 2019 through January 2024, including ₹285 crore to the BJP and ₹264.5 crore to the Biju Janata Dal. These are historical totals attributed to the report, not proof of why any particular donation was made or how a government decision was reached.

Separately, a 2022 Press Information Bureau release says Vodafone Idea acquired 6,228.4 MHz of spectrum in that year’s auction for a reported bid amount of ₹18,799 crore. That is auction context, not evidence about the company’s total debt or the rationale for converting its dues.

A policy rationale cited by The News Minute was preserving competition in the telecom market. Mahesh Uppal, director at Com First India, told the publication: “So it is a good policy idea to use short-term support to ensure Vi’s long-term survival in order to not decrease the competition further.” That explains a possible competition argument for support; it does not establish the government’s specific reasoning for the February 2023 conversion.
