Google must make parts of its Android app-distribution system more accessible to competitors under a U.S. antitrust injunction scheduled to run through November 1, 2027. The order covers rival-store distribution, access to Google Play’s app catalog, payment choices, and commercial agreements—not an automatic listing of every app store in Google Play.
As of October 3, 2026, Google says eligible third-party stores can begin onboarding through its U.S. program and that Play Catalog Access is in effect. The practical results depend on which stores participate, what developers choose to offer, and how the court’s requirements are implemented.

Why did a court order Google to change Google Play?
The dispute grew out of Epic Games’ 2020 clash with Google. Google removed Fortnite from Google Play after Epic introduced its own payment system in violation of Google’s rules. Epic argued that Google used contracts, payments, technical restrictions, and billing policies to protect Google Play’s position in Android app distribution and in-app billing.
A jury found Google liable in December 2023 for unlawfully maintaining monopolies in those areas. That finding addressed liability; the later remedies proceeding addressed what Google had to change. In October 2024, Judge James Donato entered a permanent injunction. Google appealed, and the Ninth Circuit upheld the core remedies in 2025 while changing aspects of their implementation timetable.

What does the injunction require?
The order is not a single command to put every competitor inside Google Play. It sets limits on Google’s conduct and requires changes that can make rival distribution more viable.
- Catalog access: Google must provide third-party Android app stores access to the Google Play catalog, subject to the order’s conditions and implementation rules.
- Distribution through Play: Google must allow eligible third-party app stores to be distributed through Google Play.
- Payment choice: In circumstances covered by the injunction, Google cannot require developers to use Google Play Billing as their exclusive payment option or penalize covered developers for using alternatives.
- No prohibited exclusivity deals: Google cannot condition payments, revenue sharing, or access to Google products and services on a developer’s refusal to launch on a third-party Android distribution platform or store.
- Limits on preferential arrangements: Google cannot use certain financial arrangements with developers, device makers, carriers, or distributors to favor Google Play or exclude rival distribution channels.
The injunction’s three-year term is scheduled to end November 1, 2027. The district-court order describes the prohibited conduct and term in detail: read the injunction.
What the order does not mean
- Every rival store will not appear automatically. Stores must choose to participate and meet applicable onboarding and eligibility requirements.
- Google Play is not abolished. The order constrains certain conduct; it does not require Google to close its store.
- Security checks are not categorically banned. The order does not make Play an unrestricted marketplace or remove neutral technical, security, and policy requirements.
- Apps are not guaranteed to become cheaper. More competition could affect prices or fees, but a lower platform charge does not automatically mean a lower consumer price.
- This is not a worldwide mandate. The injunction comes from a U.S. case. Other markets may be governed by local law or separate Google programs.
Android already permits sideloading and alternative stores. The legal issue was whether Google’s control of Play and its commercial arrangements unlawfully foreclosed effective competition—not whether an Android device could technically install an app from outside Play. Google has argued that the remedies could weaken security and consistency; that is Google’s position, not a proven result of the injunction. What has changed for U.S. developers and stores?
Google’s developer documentation says the Ninth Circuit upheld the relevant changes on September 12, 2025. It says third-party stores could begin onboarding into Google’s Third-party App Store on Play Program on July 15, 2026, and that Play Catalog Access became effective July 22, 2026. These are program milestones, not proof that every rival store has joined or that every app is available through a competing store. Google’s current developer guidance describes the programs and their conditions.
Google also says developers serving U.S. users may use alternative billing and external-content links under its current programs. For enrolled U.S. developers, Google says relevant reporting and service fees apply to transactions and successful downloads beginning October 1, 2026. That date concerns the specified programs; it is not a universal fee rule for every alternative store or every developer.
What could Android users notice?
If rival stores take part and developers distribute through them, users could gain more ways to find and install apps and, in some apps, more payment options. Competing stores may offer different discovery, policies, or prices. None of those possibilities guarantees savings or a particular app’s availability.

More choice can also mean more things to manage. Stores may use different update, refund, and customer-support systems, and users may need to judge which store to trust. A store distributed through Play does not necessarily host every app in its own catalog, and its presence in Play does not mean Google handles every update, payment, or dispute. Installing stores outside the main Play channel can involve additional security risks.
What could developers and competing stores gain—or have to manage?
Developers may have more freedom to distribute through competing stores and choose payment arrangements for U.S. users. A rival store could seek catalog access and compete on discovery, commercial terms, or content policies. The injunction does not force developers to list an app in every store, nor does it require a rival store to copy Google Play’s business model.

- Reach and whether the audience is genuinely incremental.
- Store commissions, service fees, payment-processing costs, and who bears fraud or chargeback losses.
- Discovery and merchandising, analytics, attribution, and reporting requirements.
- How updates, rollbacks, refunds, and customer support work across stores.
- Geographic availability, compliance obligations, and compatibility with Google Play Services or required APIs.
A competing store, in turn, must decide whether catalog access is valuable enough to justify integration and ongoing compliance work. Eligibility and technical access can open a route to competition, but do not guarantee that developers or users will adopt it.

The Ninth Circuit upheld the core injunction in 2025, including its catalog-access and store-distribution remedies, while modifying parts of the order and its timing. It gave Google eight months from issuance of the appellate mandate to comply with key catalog-access and store-distribution provisions. What is the status of the proposed change to the remedies?
Google and Epic jointly sought a revised modified injunction in March 2026. Google later said the parties withdrew their joint motion in July 2026. Based on Google’s current documentation, the existing injunction remains the operative baseline unless a court changes it. The withdrawal does not mean the underlying injunction was abandoned or that a court-approved settlement replaced it.
What happens next?
The key practical test is whether eligible stores complete onboarding, developers choose to distribute through them, and users find a reason to use them. The order can remove certain contractual and commercial barriers, but it cannot by itself ensure that an alternative store has compelling apps, a familiar experience, or a sustainable business model.
The current injunction is scheduled to end November 1, 2027, rather than three years after a store launches a program. Appellate timing, later court orders, or further proceedings could affect implementation before then; the scheduled end date does not guarantee that every commercial effect will stop on that day.
