Fatima Group signed two agriculture memorandums of understanding (MoUs) with China Machinery Engineering Company (CMEC) and Saudi Arabia’s Sarh Attaqnia Co. at the Pakistan Pavilion during Agriculture Week at Expo 2020 Dubai. The Emirates News Agency (WAM) reported on February 26, 2022, that the agreements were worth over $1 billion combined—not $1 billion each. WAM did not disclose the value of either MoU separately or specify what the total represented financially.
Who signed the agreements, and where?
The parties were Fatima Group, CMEC of China, and Sarh Attaqnia Co. of Saudi Arabia. They signed the two MoUs at the Pakistan Pavilion during Agriculture Week at Expo 2020 Dubai, according to WAM’s report dated February 26, 2022. Arab News also reported the counterparties and the broad division of proposed roles at the time.
The headline figure refers to the two MoUs together: WAM reported a total value of over $1 billion. Neither WAM nor the contemporaneous Arab News account gives an individual value for either agreement. The announcement also does not explain whether the figure meant committed investment, projected activity, or another valuation measure.

These roles are as described in WAM’s announcement. They distinguish the proposals: CMEC’s described contribution focused on technology and agricultural inputs, while Sarh Attaqnia’s focused on the stages of a grain business from production to export marketing.

Do the announcements show the deals were carried out?
No. The 2022 announcement describes planned roles, but it does not establish that the partners completed the proposed work. Fatima AG Solutions’ current corporate-farming webpage reports that more than 6,500 acres were acquired for phase one of a separate corporate-farming program. It also describes later phases and high-efficiency irrigation. The page does not say these activities fulfilled either 2022 MoU, so they should not be treated as proof that the agreements were implemented.
The available accounts do not provide the full MoU texts, a breakdown of the combined value, or confirmation of subsequent execution. As a result, the announced scope and headline amount should not be read as verified spending or completed projects.
