What Documents to Keep Ready for an Indian GST Assessment

There is no universal GST assessment packet. Use the notice to identify the period, issues, deadline, and records to assemble for an Indian scrutiny, audit, or other proceeding.

There is no single document packet that fits every Indian GST assessment. Start with the notice: it identifies the proceeding, period, issue, response deadline, and any documents or submission method specified by the officer. Then assemble the returns, books, reconciliations, and source records that answer those questions. A scrutiny notice and an audit notice follow different procedures, so do not assume the same form or deadline applies to both.

This guide covers the central CGST framework. The notice, the taxpayer’s circumstances, applicable amendments, and relevant state, territory, or integrated-tax provisions govern an individual case.

What should you do first when a GST notice arrives?

Read the notice and its attachments before collecting records. Identify what the officer is examining and prepare evidence for that scope rather than sending an undifferentiated archive. Record the proceeding type, tax period, discrepancies or questions, response date, requested documents, and any form or submission channel named. Keep the notice itself and proof of when it was served.

The CGST rules describe separate procedures and forms for scrutiny, audit, and other assessment processes. The relevant route matters because it affects what the officer is asking for and how you respond. The official CBIC Assessment-Audit Rules and the CGST Act text updated 31 August 2021 are useful starting points, but the notice and current law control your case.

  • Mark the exact financial or tax period at issue; do not assume the officer is asking about every year.
  • Turn each discrepancy or request into a separate item on a response checklist.
  • Note the due date and any method or form for replying. If the notice is unclear, seek clarification or qualified professional advice promptly rather than treating a generic checklist as permission to delay.
  • Preserve the original notice, attachments, and a copy of every response with submission evidence.

Which records belong in the working packet?

Organize evidence so a reviewer can trace a figure from the return to the books and then to the underlying transaction record. A useful packet is grouped first by period and then by issue. Include a short reconciliation or index that points to the specific ledger, return line, invoice, voucher, or other source record supporting each answer.

The audit rules identify matters such as turnover, tax paid, tax rates, exemptions or deductions, input tax credit (ITC), and refunds as subjects that may be verified. The exact documents depend on which of these is raised in the notice. The lists below describe relevant record types, not a universal requirement to submit every record in every case.

Returns, statements, and books

Gather the GST returns and statements furnished for the period under review, including any amended or corrected figures relevant to the questions. Add the relevant books of account, such as sales and purchase ledgers, tax ledgers, and a trial balance or equivalent accounting summary. Reconcile the return figures to the books and explain material differences that relate to the notice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the reconciliation understandable: identify the return figure, corresponding account or accounts, adjustments, and source records. If a figure changed between a filed return and a later correction, show which version relates to the officer’s question and retain the supporting working. The rules and Act provide for examination of records and documents and refer to verification of books and returns.

Sales, turnover, valuation, and tax rates

For an outward-supply or turnover question, gather the relevant tax invoices, bills of supply, credit notes, debit notes, and other transaction records supporting the amount reported and its tax treatment. Match the records to the sales entries and the return figures. Where the question concerns classification, valuation, or the rate applied, identify the transaction and provide the record that supports the treatment used.

Do not send unrelated customer records simply because they exist. Select the transactions and periods connected to the issue, while preserving complete underlying records as required by law. The accounts rules list the relevant document types; the audit rules identify turnover and correctness of tax rates among potential verification areas. See the CBIC Accounts and Records Rules.

Purchases and input tax credit

If ITC is questioned, organize the purchase invoices and corresponding accounting entries for the credits under review. Add transaction-specific supporting material requested in the notice, so that the officer can follow the credit from the source record into the books and the relevant return. Keep the explanation limited to the credit and period in question; do not treat a general invoice bundle as a substitute for answering the specific discrepancy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Input tax credit availed and utilized is expressly among the audit matters identified in the assessment and audit rules. The precise evidence needed depends on the transaction and the question raised, so the notice should guide what you include.

Exemptions, deductions, and refunds

For a claimed exemption or deduction, collect the records that support the treatment actually used and connect them to the relevant return or ledger entry. If the notice concerns a refund, keep the refund application or claim and the records that support the amount and its accounting treatment. These are review areas named in the audit rules; there is no basis for assuming every assessment will cover all of them.

Stock, movements, advances, and special transactions

Where inventory or movement of goods is relevant, arrange stock records showing the applicable opening balance, receipts, supplies, losses or write-offs, and closing balance. Connect those figures to delivery challans and other movement documents relevant to the question. Stock-account particulars under the rules are subject to taxpayer-category qualifications, so applicability should be checked rather than presumed.

Include records for advances received or paid and their adjustments when those transactions fall within the period or issue. Similarly, add import, export, or reverse-charge records only where those supplies or transactions are relevant to the notice. The accounts rules identify these kinds of records, including receipt, payment, and refund vouchers, as applicable record categories.

How should you organize electronic records?

Electronic records should be readable and traceable. Test the files you plan to provide and make sure you can explain how a record connects to its source document and financial-account entry. Keep the source documents and the relevant system information together or clearly cross-referenced; a spreadsheet export that cannot be interpreted or tied back to transactions is difficult to verify.

The accounts rules describe electronic-record information that may be demanded, including audit-trail and inter-linkage information, record layout, data dictionary, code explanations, record counts, and sample documents. Prepare the information relevant to the system and records requested; do not assume that exporting a report alone explains the data.

  • Check that files open in a commonly readable format and that the date range and fields are clear.
  • Document the meaning of system codes and column labels needed to understand the relevant records.
  • Be able to show how the electronic entry links to a source invoice, voucher, or other underlying document.
  • Keep available audit-trail and record-linkage details where required or demanded under the applicable rules.

How are scrutiny and audit different?

Scrutiny of a return and an audit by tax authorities are distinct procedures. Their forms and timing should not be treated as interchangeable. The central rules prescribe particular forms and steps, but the procedure applicable to you is the one identified in the actual notice and governing law.

Point Return scrutiny Audit by tax authorities under section 65
Notice form identified in the rules FORM GST ASMT-10 for a discrepancy notice. FORM GST ADT-01 for an audit notice.
Timing stated in the cited provisions The rule says the discrepancy notice allows a reply within the time specified, not exceeding 15 days from service. The Act says the registered person is to be informed at least 15 working days before the audit.
What the procedure concerns Discrepancies noticed on scrutiny of returns and the explanation or correction that follows. Examination and verification of books, documents, and information in an audit.
Further step stated in the cited provisions The Act describes potential further action where no satisfactory explanation or correction follows. The Act provides for findings to be communicated within 30 days of completion.

The 15-day, 15-working-day, and 30-day periods above are procedure-specific periods in the cited rule or Act text, not a general deadline for every GST assessment. For scrutiny, use the date and instructions on the ASMT-10 notice; the rule’s stated maximum does not replace the actual notice deadline. For audit, the advance-notice and findings periods apply to the section 65 process described, not automatically to scrutiny or other proceedings. The CBIC rules and Act are available at the links above.

What if the proceeding is not scrutiny or a section 65 audit?

Do not assume ASMT-10 or ADT-01 applies to every communication from the tax department. Best-judgment assessments, non-filer cases, provisional assessments, and other processes have distinct rules and forms. Read the notice heading, statutory reference, requested action, and attachments to establish which procedure is underway before using a timeline or document list meant for another route. If the type of proceeding is uncertain, obtain case-specific advice.

How long should GST records be retained?

The CGST Act text updated 31 August 2021 states a general retention period of 72 months from the due date for furnishing the annual return for the year to which the records pertain. For records connected with an appeal, revision, other proceeding, or specified investigation, it provides for retention until one year after final disposal or for the general period, whichever is later. These periods come from the cited Act text; because that PDF is dated 2021, verify the current provision and amendments before relying on it for a present-day retention decision.

How can you make the response easier to verify?

Use a compact index rather than sending an unexplained pile of files. For each issue, identify the department’s question, your response, the relevant return or ledger figure, and the supporting documents. Label files consistently by period and issue, and keep an internal copy of the final submission and proof that it was sent through the required channel.

  1. Map the notice. List each issue, period, requested item, deadline, form, and method of submission.
  2. Link the figures. Prepare reconciliations between the relevant return, book entry, and source documents.
  3. Select targeted evidence. Include the transaction and record categories that answer the notice, such as invoices, stock records, or refund support where relevant.
  4. Check readability and completeness. Open electronic files, confirm their period and meaning, and ensure referenced attachments are present.
  5. Preserve the final record. Keep the submitted response, its attachments, proof of submission, and any follow-up request together.

A well-organized response is not necessarily a larger response. It is one in which each document has a clear relationship to a question in the notice and the underlying figures can be followed without guesswork.
