But a festival is a route to those opportunities, not proof of lasting business growth: the value depends on who takes part, what they do together, and whether contact leads to follow-up action.
What counts as a digital festival?
The phrase describes two different kinds of event. A technology-focused festival, such as Panorama 2023 in Austria, is built around digitalisation, innovation, and business learning. A cultural or tourism festival may instead use digital tools—such as streaming, virtual tours, or drone displays—to extend an existing event. The first convenes businesses and technology organisations; the second can add digital reach and partnerships to a local festival.
Both can matter to a local economy, but their goals and measures differ. A business-focused event should be judged partly by learning and collaboration; a cultural event using digital tools should also be assessed for audience access and value flowing to local suppliers.
How technology-focused festivals can help local businesses
Let firms see technology applied to real work
Demonstrations and hands-on workshops give small and medium-sized businesses (SMEs) a way to explore technology in practical settings before deciding whether it merits investment. Panorama’s case study describes applications involving agriculture, forestry, manufacturing, disaster prevention, and building information. Seeing a tool in a relevant context can make its possible use easier to assess than a general pitch.

That opportunity does not settle whether a technology will pay for itself. The World Bank notes that SMEs may lack the data and skills to calculate the return on digital investment, and may face barriers to finance. Its tourism policy guidance points to the need for clearer evidence of value, financing access, and coordinated innovation ecosystems; those are conditions for adoption, not outcomes a festival can guarantee. Build useful connections across the ecosystem
A festival can put SMEs and start-ups in the same programme as researchers, technology suppliers, funders, investors, and public innovation bodies. Panorama included a “Spotlight” session connecting start-ups with investors. Such proximity may help a business find expertise, a pilot partner, or a route to funding that it would not readily find through its usual contacts.
Attendance alone is not a partnership. The more meaningful question is whether participants make a specific next step: a technical trial, a funding conversation, a referral, a joint workshop, or a continuing collaboration.

Improve visibility and customer reach
For participating firms, presenting a product or capability to an audience of peers and potential collaborators can raise awareness and open new conversations. The likely value depends on who attends and whether the audience includes relevant buyers, partners, or funders; a large crowd is not automatically a useful business audience.

What Panorama 2023 shows—and what it does not
The European Digital Innovation Hubs Network’s account of Panorama 2023 offers a concrete example of the mechanisms above. It records demonstrations and workshops, start-up and investor contact, participant feedback, and two follow-up projects known to the organisers. The case is useful for showing what a festival can facilitate, but it is an official success story rather than independent evidence of a typical festival’s economic effect. These are questionnaire responses reported in the Panorama case study, not independent measurements of new skills, technology adoption, revenue, or productivity. The account identifies two follow-up projects: a mechanical reforestation project involving Josephinum Research and two foresters, and an AI and sustainable-furniture workshop involving Building Innovation Cluster, FH Wiener Neustadt, and Eviden. The source does not establish the projects’ longer-term commercial impact. It also says attendee networks were not measured before and after the festival, so it cannot show how much participants’ networks expanded.

A traditional festival that adopts digital tools works through a different route: it can broaden audience access or link visitor experiences to nearby businesses. APEC’s report on tourism MSMEs describes examples including programmable drone shows for festivals and tourist sites in South Korea, virtual-tour experiences coordinated with food and beverage delivery through local partners, and regional tourism groups offering digital marketing support and training to micro, small, and medium-sized enterprises. These examples are tied to tourism digitisation programmes, some dating to the pandemic period; they illustrate possible models, not a universal or current guarantee of results. For local businesses, the important link is whether digital activity directs attention or spending toward local suppliers—for example, by connecting a virtual visit to a local food business. A digital feature that attracts views without a clear connection to local firms may have limited direct business value.

They may create opportunities that support those outcomes, but the available sources do not establish a typical causal effect. There is no robust cross-festival statistic here for average net local spending, job creation, or long-term productivity attributable to digital festivals. Panorama documents participant feedback and two known collaborations; it does not demonstrate durable growth in local revenue or productivity.
The OECD’s 2024 policy brief treats large-scale cultural, sports, and business events as potential local-development tools and recommends considering skills and employment; business development, trade, and investment; inclusion and participation; tourism and placemaking; and local impact measurement. Similarly, the British Council’s Southeast Asia report presents festivals as creative-economy infrastructure: they can support enterprises, employment, value-chain development, technology experimentation, and community identity. It offers a regional perspective, not a single impact estimate that can be applied to every place or event. How organisers can measure local business value
Attendance and satisfaction show whether people came and how they felt about the event. To understand whether a festival helped local firms, organisers need to track what changed after participation, with a clear baseline and follow-up period.
- Who benefited: record participation by local SMEs, start-ups, researchers, investors, public bodies, and community groups, including which firms could not take part.
- What people learned: assess skills or business knowledge before and after the event, rather than relying only on satisfaction ratings.
- Whether learning was applied: follow up on technology trials, adoption decisions, changed business practices, and the barriers that prevented action.
- Which connections continued: track pilots, collaborations, procurement links, funding introductions, mentoring, and whether those relationships lasted.
- What local firms gained: where feasible, distinguish revenue, investment, contracts, or employment associated with the event from activity that would have happened anyway.
- Who was included: examine cost, geography, accessibility, and whether smaller firms had a practical route to participate.
- How local value was distributed: for a cultural or tourism event, identify whether digital reach led to work or spending for local suppliers.
Separating event activity from lasting outcomes matters. A count of meetings or online views is not a count of durable partnerships or new local income; follow-up and a comparison with what would likely have happened without the event make the assessment more informative.
