FAFSA remained available during the cited temporary funding lapses, though some support and aid-related work could be delayed. That evidence does not answer what permanent abolition would mean.

Yes, if “shut down” means a temporary lapse in federal funding. The U.S. Department of Education’s FY 2026 contingency plan lists FAFSA processing among the operations it expects to continue when funding is available. Federal Student Aid also reported that applicants could submit forms and its processing system continued handling records during lapses in October 2025 and February 2026. Some services and timelines can still be affected.

A temporary funding lapse is different from permanently abolishing or reorganizing the Department. The official sources cited here address temporary lapses; they do not establish what would happen to FAFSA under permanent abolition or a transfer of the Department’s functions.

What happens to FAFSA during a temporary government shutdown?

The Department’s FY 2026 lapse contingency plan says it will use permanent and multi-year appropriations, when available, to continue key work such as processing FAFSA forms, disbursing Pell Grants and Direct Loans, and servicing federal student loans. It describes Pell Grant and Direct Loan funding as supported by mandatory and carryover appropriations.

The plan says, “As available, permanent and multi-year appropriations will be used to continue some key operations (such as processing Free Applications for Federal Student Aid, (FAFSA ®); disbursing Pell Grants and Direct Loans; and servicing Federal student loans).” U.S. Department of Education FY 2026 lapse contingency plan.

That is a contingency plan, not a promise that every Department service will operate normally. The plan says non-mandatory programs without available unobligated balances generally may not incur new obligations during a lapse unless an exception applies.

What happened to FAFSA systems in the 2025–26 lapses?

Federal Student Aid warned that loan refunds and discharges could be delayed and told borrowers to continue making federal loan payments.

For context, the Department’s FY 2026 plan says more than 9.9 million students receive Pell Grants and Federal Direct Loans at approximately 5,400 schools. That figure is limited to those programs and is attributed to the Department’s 2025 plan.

What might be delayed or disrupted?

A working application and processing system do not ensure that every aid-related task happens on its usual schedule. Reduced staffing can limit help by phone or other contact channels, and the February 2026 notice specifically warned of possible delays to loan refunds and discharges.

  • FAFSA submission and processing: Continued during the two cited lapses, but check current notices rather than assuming future conditions will be identical.
  • Questions and support: Contact-center availability may change; in February 2026, employee-staffed FSA contact centers were closed until reopening.
  • Other aid and loan work: Disbursements, servicing, refunds, discharges, and other activities may depend on funding, staffing, and the specific operation. A functioning FAFSA system alone does not establish their timing.

What if the Department is permanently abolished?

That is a different question from a temporary appropriations lapse. The contingency plan and FSA notices explain temporary operations; they do not specify who would administer FAFSA if Congress permanently abolished the Department or transferred its functions. They therefore cannot establish whether or how FAFSA would continue in that scenario.

How to check FAFSA status during a shutdown

  1. Go to StudentAid.gov and look for current Federal Student Aid announcements about a lapse, submission, processing, and contact-center operations.
  2. Use FAFSA.gov to access the application. A live form is useful, but it does not by itself confirm the status or timing of every aid-related service.
  3. Check the notice for the specific task you need—such as submitting a form, getting support, or resolving a loan issue—and follow any instructions about payments or delays.
  4. For deadlines or award-year access, rely on current official information for that award year. The Department’s September 24, 2025 announcement that the 2026–27 FAFSA was available was a dated launch notice, not a guarantee of future access or deadlines.
