What Cleveland authorized
On June 1, 2026, Cleveland City Council passed Ordinance 620-2026, which took effect June 2. It authorizes a solar-generation public improvement at the West 11th and Spring Road and Kolthoff Road landfill sites. The city may use alternative Cleveland locations if needed and may include associated work such as small parks, kiosks, plantings, and other nature-based improvements. The ordinance enables procurement; it does not name a winning contractor or establish the final contract price. The city could use one or more design-build or construction-management contracts, bid separate trades or components competitively, and procure professional services for environmental work, engineering, geotechnical work, inspection, or construction management.

The ordinance says Cleveland received a $14,882,505 grant from the U.S. Environmental Protection Agency’s Climate Pollution Reduction Program through Cuyahoga County. In its procurement Q&A, the city described a funding plan combining Climate Pollution Reduction Program funds with anticipated ITCs and estimated that ITCs could recover 30–50% of project costs. The city was not the direct grant recipient; it said it had signed a subaward agreement with the county. The city’s RFP Addendum 2 provides the financing responses.

The expected cash flow matters: Cleveland said it planned to pay the selected design-build firm according to agreed payment schedules, then seek periodic grant reimbursement and likely one-time ITC reimbursement for each site. It said the precise grant allocation would be shared with the awarded firm before contracting. The records describe expectations, not confirmation that the city received the anticipated credits or reimbursements, or that the project’s total cost is known.
How contracts could be selected
The ordinance allows several procurement routes rather than requiring one fixed contract model. Its evaluation factors include design and engineering, delivery method, proposed cost, schedule, total life-cycle cost, qualifications, community benefits, and other project objectives. That makes a future proposal comparison broader than its initial price: a bid also needs to be considered in light of schedule, long-term cost, qualifications, and the city’s stated site and community goals.

Site constraints and electrical connection
The city told prospective vendors that the landfill caps at Kolthoff and West 11th must not be disturbed. Vendors could propose their preferred ground-mount technology, but that choice must accommodate the cap constraint. The city identified Airport Main Substation-2 as the planned Kolthoff tie-in. It also clarified that this solar procurement did not cover a potential airport microgrid. These project-specific details appear in the RFP Addendum 2 responses.

What is known about deadlines and project status
The 2026 procurement materials set April 10, 2026, as the proposal deadline. They described July 4, 2026, as the physical-work test deadline and December 31, 2027, as the in-service date for ITC purposes. The city said missing either date would lead it to impose liquidated damages intended to make the city financially whole. It also identified preliminary design and procurement of long-lead equipment as possible ways to meet the physical-work deadline.

A separate measure, Ordinance 1494-2025, authorized Cleveland Public Power to contract for local renewable-power projects, related professional services, and grant funding, with contracts executed by December 31, 2030.
