What Bank Owns Elan Financial Services?

Elan Financial Services is a division of U.S. Bank. U.S. Bank, in turn, is part of U.S. Bancorp, its bank holding company. So the direct answer is U.S. Bank; at the corporate-parent level, it is U.S. Bancorp.

How Elan fits into the U.S. Bank group

The names describe different levels of the same corporate structure: Elan is a division of U.S. Bank, and U.S. Bancorp is the holding company above U.S. Bank. U.S. Bank identifies Elan as “a division of U.S. Bank” on its credit-card program page. U.S. Bancorp’s 2024 annual report also describes Elan as part of Retail Payment Solutions and a division of U.S. Bank.

What Elan does for banks and credit unions

Elan operates outsourced, partner-branded credit-card programs for banks and credit unions. A partner can promote a card under its own name while Elan provides program and cardmember services. U.S. Bancorp reported in its 2024 annual report that Elan worked with more than 1,200 bank and credit union partners; the report also said one in eight U.S. financial institutions had a credit card issued through Elan. Those are figures reported in the 2024 annual-report context, not independently verified current counts.

Elan’s credit-card product information describes consumer and business cards issued by Elan Financial Services pursuant to a Visa license. That statement applies to the products described there; the issuer and terms can vary by product, so the specific account agreement is the best source for a particular card.

Who is the issuer of an Elan-branded or partner-branded card?

The name most visible on a card or in its marketing may be the partner bank or credit union, not the company named as creditor and issuer in the legal disclosures. Elan can be the creditor and issuer even when a partner institution’s brand is prominent. Check the cardholder agreement and account disclosures for the legal issuer, creditor, and servicing details rather than relying on the card’s logo alone.

Does Fiserv own Elan Financial Services?

Not on the basis of the acquisition Fiserv announced in 2018. Fiserv said it completed the acquisition of Elan’s third-party debit processing, ATM managed services, and MoneyPass surcharge-free network. Its announcement described those specified operations; it did not announce buying Elan’s credit-card business or the Elan division. U.S. Bank and U.S. Bancorp continue to identify Elan as a U.S. Bank division in their cited corporate materials.
