The Social Security Administration’s 2026 Trustees Report projects that the Old-Age and Survivors Insurance (OASI) trust-fund reserves will be depleted in the fourth quarter of 2032. Under the report’s assumptions and current law, ongoing program income could then pay 78% of scheduled OASI benefits. That is a systemwide projection—not a promise that every person’s check will fall by the same amount, or that payments will stop. To see what a smaller benefit could mean for your retirement budget, compare your own expected income and expenses under a clearly labeled lower-benefit scenario.
What “Social Security running out of money” means
When people ask when Social Security will “run out of money,” they are usually asking when a trust fund’s reserves might be depleted. Reserves are not the same thing as all the money flowing into the program. Social Security also receives income, including payroll taxes, and that income would continue after reserves were exhausted.

The distinction matters for a household budget. The Trustees’ projection is not that Social Security payments will suddenly end. It is that, if current law remains unchanged, the relevant fund could no longer use its reserves to make up the difference between incoming program income and scheduled benefits. The Social Security Administration (SSA) says current law does not allow the funds to pay benefits beyond available annual income and reserves, and does not allow them to borrow. The 2026 Trustees Report states: “Under current law, however, these programs are not allowed to pay any benefits beyond what is available from annual income and trust fund reserves, and they cannot borrow.” (SSA 2026 Trustees Report summary.)
In its OASI scenario, the Congressional Budget Office (CBO) likewise describes benefit reductions under current law after reserves are exhausted, affecting retired workers, eligible dependents, and some survivors. That is a projected consequence of the law and the funding outlook—not a statement that Congress will necessarily leave the law unchanged. (CBO testimony on Social Security’s finances, March 25, 2026.)

What the latest projections say—and what they measure
Dates and payable-benefit percentages depend on which funds are being discussed and which projection is being used. The Trustees report presents separate figures for OASI and for a combined OASDI analysis. CBO’s projection is a separate estimate, with a fiscal-year date for OASI. These figures are useful for understanding the broad funding outlook, but they are not interchangeable.
| Measure | Projected reserve depletion | Projected payable share | What it refers to |
|---|---|---|---|
| OASI, SSA Trustees (2026) | Fourth quarter of 2032 | 78% of scheduled benefits at depletion | Retirement and survivor benefits |
| Combined OASDI, SSA Trustees (2026) | Third quarter of 2034 | 83% of scheduled benefits at depletion; 65% in 2100 | OASI and Disability Insurance (DI) treated together for analysis |
| OASI, CBO (2026) | Fiscal year 2032 | Not stated in the cited projection summary | CBO’s separate projection for the retirement and survivor fund |
The SSA Trustees say OASI reserve depletion is projected one quarter earlier than in their prior year’s report. The figures in the first two rows come from the 2026 SSA Trustees summary; details and assumptions are available in the full 2026 Trustees Report. CBO’s OASI estimate is stated as a fiscal year, not a calendar quarter, and is not a replacement for the Trustees’ estimate: see CBO’s 2026 long-term Social Security projections, published September 17, 2026.

Why OASI and combined OASDI have different dates
OASI pays retirement and survivor benefits. Disability Insurance is a separate fund. The Trustees’ combined OASDI result treats the two funds together for analytical purposes; it does not change the fact that they are legally separate. A combined-fund date or payable share should therefore not be presented as the OASI-only result. If your question is specifically about retirement or survivor income, the OASI projection is the directly relevant one in this comparison.

Why a payable share is not a personal cut forecast
The 78% figure describes projected program income as a share of scheduled OASI benefits at the projected depletion point, under the Trustees’ assumptions. It does not tell you the dollar amount of your own future check. Your own result depends on your scheduled benefit and on what happens to the law and program finances before then. Nor does the projection establish that Congress will take no action. Treat the percentage as a way to test your budget’s resilience, not as a forecast issued specifically for your household.

How to test the effect on your retirement budget
A useful exercise compares a baseline budget with one or more lower-income scenarios. It does not require assuming that a particular cut will occur. The purpose is to identify how dependent your plan is on Social Security income, which expenses are difficult to change, and what choices you might have if income were lower than expected.
- Start with your own benefit estimate. Record the estimated monthly benefit you expect to use in your plan, the date or age at which that estimate applies, and whether you are looking at your own benefit, a survivor benefit, or household income from more than one person. Keep the estimate’s assumptions alongside the number; do not substitute the national payable-share figure for a personal SSA estimate.
- Build a monthly income baseline. List expected Social Security income separately from pensions, withdrawals, wages, annuities, or other regular income. Use amounts on a consistent basis—monthly figures alongside monthly figures, for example. If a source is irregular, do not quietly treat it as guaranteed monthly income.
- Separate expenses by flexibility. List essential costs such as housing, utilities, food, insurance, health care, transportation, and debt payments, then identify discretionary or adjustable spending. This is a household classification exercise, not an official SSA definition. The key is to distinguish bills that are difficult to reduce quickly from spending where you may have choices.
- Calculate the baseline margin. Subtract expected monthly expenses from expected monthly income. A positive margin can absorb some changes; a shortfall means the plan already relies on savings, income not counted in the baseline, or spending adjustments.
- Create a labeled lower-benefit stress test. For a simple sensitivity check, multiply the Social Security amount in your baseline by 0.78 and hold other income and expenses constant. This applies the Trustees’ OASI payable share as a hypothetical proportional scenario; it is not an individualized estimate or a prediction of your eventual check. If your household includes income from different benefit types or funds, do not assume this single multiplier accurately represents all of it.
- Recalculate the monthly margin. Replace the Social Security amount in the baseline with the scenario amount, then subtract the same expenses. The difference between the two margins shows how much of your present budget cushion would be used by that assumption. If the scenario produces a deficit, note its size and identify which expenses or other income sources could realistically change.
- Test more than one assumption if needed. You can compare a baseline with a conservative case and a less severe case of your own choosing. Label each case plainly and avoid giving an unsupported probability to any of them. The official projection provides a systemwide measure; it does not determine the right personal stress-test percentages for you.
How to read the result for your household
Measure how much the budget relies on Social Security
Look at Social Security as a share of total expected retirement income and compare that income with essential expenses. A household that can meet essential costs from other reliable income has a different exposure from one that depends on benefits for housing, food, or medical costs. The national projection does not quantify that household-level exposure, so the useful answer comes from your own income and spending figures.

Look for the first point of pressure
If the stress test creates a gap, identify when and where it appears. Is the baseline already tight, or is the shortfall limited to discretionary spending? Would a recurring bill be difficult to change, or could you adjust timing or scale of a flexible expense? Write down the specific gap rather than responding to a national percentage with an arbitrary across-the-board spending cut.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsKeep assumptions visible
A scenario is only useful if you can tell what it assumes. Keep the benefit estimate, the multiplier, the household members included, and the income and expense figures together. If you change one input, update the result rather than relying on an old calculation. Do not treat a stress test as an SSA benefit determination, tax calculation, or personalized financial plan.

What the projections cannot tell you
Trustees’ and CBO projections depend on assumptions about future economic and program conditions. They describe projected outcomes under specified assumptions and current law, not certainties about the date reserves will be depleted or about the benefit rules that will be in force then. Legislative changes could alter financing or benefits; these projections do not establish what Congress will do.
The figures also answer different questions. The Trustees’ OASI estimate concerns the retirement and survivor fund; its combined OASDI estimate includes disability insurance in an analytical combination. CBO’s OASI date is given by fiscal year. A reader should not combine the dates or payable shares into one simplified claim, or infer an exact personal reduction from them.
For the full assumptions and technical detail, use the SSA’s 2026 Trustees Report alongside its summary. CBO’s separate methodology and long-term outlook are set out in its 2026 long-term projection. Revisit the official reports as new projections are published, and refresh your household scenario when your benefit estimate, income, or expenses change.
A practical way to use the outlook
Use the current OASI projection as a reason to check your plan, not as a reason to assume payments will vanish or that your personal check will follow a fixed percentage. A baseline and a clearly labeled stress test can show whether your essential expenses depend on Social Security, how much flexibility your budget has, and what information you still need for a sound retirement decision.
