What was approved near Drovers Marketplace?
The proposal was for vacant land on Herdsman Lane, just off Wanneroo Road and next to Drovers Marketplace. PerthNow reported that the four proposed facilities were Carl’s Jr, Starbucks, Grill’d and Red Rooster, with an estimated development value of $6 million. That figure was the reported value in 2024, not a verified final construction cost. The report named Lakewide Pty Ltd as owner and Bella Build and Design as builder. PerthNow’s 27 July 2024 report describes the proposal and decision.
The application material describes a fast-food outlet proposal at Lot 200 (915) Wanneroo Road. Naming the brands as proposed tenants does not establish that they began trading at the site.
Why did the City of Wanneroo recommend refusal?
PerthNow reported two main concerns from the city: potential effects on surrounding shopping centres and a development configuration that, in the city’s view, did not promote walking or cycling. Those were the city’s planning objections, not findings that the panel ultimately adopted.

How did the panel approve it over the refusal recommendation?
According to PerthNow, the city’s refusal recommendation lapsed because no panel member moved it. Presiding member Lindsay Baxter then moved an alternative recommendation to approve the proposal, seconded by councillor Jacqui Huntley. The alternative passed unanimously.
Baxter told PerthNow she did not support refusal and believed its stated reasons could not be sustained. She said the uses were discretionary under the service-commercial zoning and appeared to meet statutory requirements. On walking and cycling, she argued that because the outlets included drive-through facilities, it was not reasonable to insist that their users promote those modes of travel. These are Baxter’s reported reasons for supporting approval, not an independent legal assessment.

What arguments were made about retail impacts and access?
Applicant-side argument about nearby centres
Greg Davis, a director of Tactics4 speaking against the city’s refusal recommendation, argued that supermarket chains—not fast-food outlets—dictate consumer behaviour. He said a takeaway outlet might affect another fast-food outlet, but would not affect spending at a planned supermarket in Tapping. He also argued that the evidence suggested customers would not substitute a takeaway visit for supermarket shopping. PerthNow reported these as Davis’s arguments; the available material does not establish them as measured retail impacts.
A councillor’s view of customer movement
Huntley said takeaway customers would come out towards Drovers Marketplace, potentially making people aware of the centre. She also argued that improved landscaping would make the area look better and that the new outlets would provide an alternative to McDonald’s. These were her comments in support of the proposal, not verified predictions of customer behaviour or landscaping outcomes.

Technical material submitted with the application
The applicant’s planning material cited traffic, acoustic and stormwater inputs in support of approval. That establishes what the application argued; it does not, by itself, establish an independent finding that all impacts were acceptable. The material is available through the Department of Planning, Lands and Heritage’s Development Assessment Panel documents.

No. The contemporaneous reporting establishes that the proposal was approved, but the sources cited here do not verify whether construction followed, whether the named brands remained tenants, or whether the development opened. The Department of Planning, Lands and Heritage says DAP agendas, minutes and associated documents record proposed developments and their outcomes; those official records are the appropriate place to check planning documentation. Approval should not be read as proof of completion.
