Re.Group Pty Ltd was selected to operate Perth’s Regional Resource Recovery Centre (RRRC) in Canning Vale after the Cities of Canning, Melville and Fremantle coordinated a procurement process. Re.Group took over on 1 December 2025, following the outgoing Resource Recovery Group’s cessation of trading on 30 November, according to PerthNow. The City of Canning says the new arrangement is intended to secure recycling, FOGO and green-waste processing for up to 20 years.
How Re.Group was selected
The three councils had worked together since mid-2023 to secure the RRRC’s long-term future. In February 2025, the City of Canning issued an Australia-wide request for proposal for waste services at the facility. What happened to the previous operator and the lease
PerthNow reported that the Resource Recovery Group (RRG), formerly the Southern Metropolitan Regional Council, ceased trading on 30 November 2025 after its member councils left. The report says RRG surrendered the lease to the City of Canning, which owns the site, before the City leased it to a new operator. Re.Group took over on 1 December 2025. PerthNow, 14 December 2025
Services, term and expected investment
The City of Canning says the agreement secures regional processing capacity for recycling, Food Organics and Garden Organics (FOGO), and green waste. Its announcement gives an arrangement of up to 20 years and says up to $12.5 million is expected to be invested over coming years to modernise the plant and improve resource recovery. These are announced terms and expectations; they do not establish that the full term will run, that the maximum investment has been spent, or that upgrades are complete.

Why the councils say the site matters
The City describes the RRRC as one of only three material recovery facilities in Perth and says it supports recycling and FOGO processing across the South-West metropolitan region. The councils presented the agreement as a way to protect regional processing capacity and bring longer-term certainty to waste management. Those statements explain the councils’ rationale; they are not a guarantee of future capacity or performance.
City of Canning Mayor Patrick Hall said: “This partnership between the three local governments delivers a strong outcome for the Regional Resource Recovery Centre and reinforces our commitment to reducing landfill.” City of Melville Mayor Katy Mair said the deal secures processing capacity for recycling, FOGO and green waste and gives Melville “long-term certainty” in waste management. What is—and is not—known about implementation
The reported handover date is 1 December 2025. The available announcements and reporting establish the selection, services, lease transition and expected investment, but do not establish whether planned upgrades have since been completed, how much has ultimately been invested, or Re.Group’s operating results. PerthNow also reported a 94.6 per cent FOGO recovery figure attributed to former RRG chair and City of Melville councillor Karen Wheatland; the report does not provide a methodology that would allow the figure to be independently assessed.
