In November 2023, then-U.S. Agriculture Secretary Tom Vilsack said he expected China’s purchases of U.S. corn to rise over time after falling nearly 20%. He gave no specific forecast for future purchase levels or timetable. He attributed the decline in part to lower Brazilian prices and relatively tight, higher-priced U.S. supplies—and argued that U.S. exporters should broaden their markets rather than rely too heavily on any one buyer.
Why did China buy less U.S. corn?
Vilsack’s explanation, reported by Reuters on November 30, 2023, centered on the price and supply gap between the United States and Brazil. He said the U.S. market was “a little tight” and U.S. prices were higher than prices in Brazil and South America, giving China an opportunity to buy lower-cost corn. Reuters also reported that Brazil was gaining share in China’s market after bumper soybean and corn crops.
The nearly 20% decline is Reuters’ account of Vilsack’s statement, not a separately established finding that one factor alone caused the change. Relative prices and available supply can influence sourcing, but the report does not quantify how much each contributed. Reuters’ November 30, 2023 report did not specify the period used for the corn decline.
Did Vilsack predict a recovery in purchases?
He expressed an expectation, not a quantified forecast. Vilsack said: “The reality is that our market has been a little tight … and our prices are a little higher than our friends in Brazil and in South America, and so as a result, China is taking the opportunity as they often do, to take advantage of low cost,” Vilsack said. “Over time, we’ll continue to see a righting and balancing of that.” Reuters reported that he made no specific prediction about future purchase levels.

That distinction matters: the comment described what Vilsack thought might happen as market conditions changed, not a guarantee that Chinese purchases would return to a particular level. The Reuters report does not establish what China bought after the interview.
What did the wider U.S.–China trade figures show?
For January through September 2023, U.S. agricultural and related exports to China totaled about $19.9 billion, down 18% from the same nine months in 2022. Exports to all countries fell 12% over that period. Reuters attributed these figures to U.S. Census Bureau data. The figures cover agricultural and related exports broadly, not corn alone, and they were reported as of November 30, 2023. Reuters’ report provides the figures and attribution.

Why did Vilsack urge exporters to diversify?
Vilsack’s diversification argument was a parallel policy point: a large buyer can be valuable, but dependence on a narrow set of destinations leaves exporters more exposed when prices, supply, demand or trade conditions shift. Diversification means developing additional markets; it does not mean that the United States should stop selling to China or that every destination can replace China’s demand.
Reuters described USDA’s Regional Agricultural Promotion Program as a five-year, $1.2 billion effort supporting eligible U.S. agricultural trade organizations and cooperatives. The report said $300 million in initial applications for market-development assistance had been received. It also described an initial focus on Africa, Latin America and the Caribbean, and South and Southeast Asia, with $25 million set aside specifically for work in Africa. These are program details reported in November 2023, not confirmation of current availability or status. Reuters’ coverage describes the program as announced at the time.

What does the 2021 corn trade episode add?
Historical data show why individual years should not be treated as a permanent trade pattern. The U.S. International Trade Commission’s 2022 analysis said average annual corn prices rose 58.4% in 2021 compared with 2020. China’s corn imports rose in value from $2.5 billion to $8.0 billion that year—a 221% increase in value and a 151% increase in quantity—and about 70% of the imports’ value came from the United States.
The USITC linked the 2021 market environment to Chinese animal-feed demand, declining global stocks, strong domestic demand for corn in Brazil, and weather-related supply disruptions. It also reported that Mexico, China and Japan accounted for 24.2%, 26.9% and 16.6%, respectively, of U.S. corn exports in 2021. These figures describe that historical episode; they do not explain the separate 2023 decline or prove what happened to purchases afterward. The USITC’s 2022 report provides the historical analysis.

What the November 2023 report does—and does not—establish
- Vilsack said U.S. corn exports to China had fallen nearly 20% and expected a balancing over time.
- His explanation emphasized lower Brazilian prices alongside relatively tight, higher-priced U.S. supply; Reuters did not establish a single independent cause.
- The broader U.S. agricultural-export figures through September 2023 also showed declines, but they are not corn-specific.
- The report contains no numeric target or timetable for a recovery and does not establish subsequent purchase outcomes.
