The ceiling was to be divided among the highest-rated applications; the announcement does not establish that the full amount was ultimately awarded or that applications are still open. The initiative was intended to encourage lower-carbon products made with renewable agricultural materials and create potential new revenue streams for farmers.
What USDA announced
USDA’s National Institute of Food and Agriculture (NIFA) was to make up to $10 million available through the pilot, according to Successful Farming’s June 28, 2022 report. The funding was described as going to the highest-rated applications that included eligible universities and private-sector partners. The report does not state a per-project amount, so the $10 million figure is a program-wide maximum—not a promise that any one applicant would receive a particular sum.
The pilot was created under the Bipartisan Infrastructure Law. Its announced focus was sustainable bio-product manufacturing for construction and consumer products, using renewable agricultural materials.
Why the program was intended to matter to farmers
USDA framed the pilot as a way to turn agricultural field residues and other waste into value-added products. If developed and adopted, those products could create additional markets for agricultural materials and contribute to rural economic activity. These are policy aims, not evidence that the program has already produced measurable farmer income, emissions reductions, or rural jobs.

Agriculture Secretary Tom Vilsack described the goal as “enhancing the circular economy and providing additional revenue streams for farmers,” as quoted in the Successful Farming report. In this context, a circular economy means finding productive uses for materials that might otherwise be treated as waste.
Who was involved and what applicants should know
The announcement described an implementation team that included NIFA’s Institute of Bioenergy, Climate and Environment, USDA Rural Development’s BioPreferred Program, and the U.S. Forest Service’s Wood Innovations Team and Forest Products Laboratory. The report said applications included eligible universities and private-sector partners, but it did not provide the complete eligibility rules or the underlying funding solicitation.

The available reporting does not verify whether applications remain open, whether the entire funding ceiling was awarded, who received any awards, or what individual projects received. It also names no specific bio-based product for consumers to buy. Treat the figure as an announced maximum and the stated farmer and climate benefits as intended outcomes, not confirmed results.
