The programs differ by loss type: the Livestock Forage Disaster Program (LFP) addresses certain grazing losses, the Livestock Indemnity Program (LIP) covers qualifying livestock deaths or injured-animal sales, and the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (ELAP) may cover eligible feed, grazing, and transportation costs. The announcement is specific to Washington—not a nationwide eligibility notice—so producers elsewhere should confirm available assistance with their local USDA Service Center. FSA’s August 4, 2026 announcement was datelined Spokane Valley, August 3.
Which USDA program may fit your livestock loss?
Start with the kind of loss you experienced. The programs named in the Washington notice are separate, and eligibility depends on the specific loss, livestock, land, and county.

Who may qualify for 2026 LFP in Washington?
Under the Washington announcement, a producer may be eligible for LFP if the operation had a covered grazing loss due to drought on privately owned or cash-leased land, or a fire loss on federally managed land. FSA says the producer must own, cash- or share-lease, or contract-grow eligible livestock; provide pasture or grazing land to eligible livestock on the beginning date of the qualifying drought; and certify a drought grazing loss.
Eligibility is not determined by the state announcement alone. FSA updates eligible-county information weekly, and both the county and pasture type matter. Check the current county and pasture rules with FSA before applying.

Land records and acreage reporting
FSA may require acreage reporting for grazing land at risk. A lessee may need a written lease or an Annual Lease Certification (CCC-855), where applicable. Gather those records along with farm records and herd inventory before contacting the office.
What LIP and ELAP may cover
LIP: mortality or injured livestock sold at a reduced price
LIP may apply when livestock deaths exceed normal mortality, when injured livestock are sold for less than their normal market value, or when livestock losses meet the program’s extreme-heat criteria. Keep acceptable documentation of the loss and submit a notice of loss to FSA. The office can confirm what documentation is acceptable for your circumstances.
ELAP: eligible feed, grazing, and transportation costs
ELAP has a different role from LFP and LIP. The Washington notice describes potential assistance for eligible feed and grazing losses, as well as certain above-normal costs to transport livestock to feed or haul feed and water to sustain livestock. Not every expense qualifies; ask FSA which costs and forms apply to the particular loss. ELAP also has notice-of-loss and payment-application requirements.

What are the 2026 Washington deadlines?
The Washington notice gives March 1, 2027 as the deadline for LFP applications and supporting documents, LIP notices for 2026 calendar-year losses, and ELAP notices and applications. These dates are for the programs and losses described in that state notice. Confirm the current deadline and filing requirements with the relevant FSA office before relying on it.

USDA advises producers to collect records early. Depending on the program and loss, useful materials include:
- Farm records and herd inventory.
- Receipts related to the loss or recovery costs.
- Photographs of livestock losses or damage.
- For grazing claims, acreage reports and any applicable written lease or CCC-855 certification.
- Documentation supporting a LIP mortality or injured-sale claim.
Ask your Service Center which records and forms are required for your claim; requirements vary by program and loss.

What other USDA recovery help may be available?
Emergency Conservation Program and conservation assistance
The Emergency Conservation Program (ECP) may assist with disaster debris removal, agricultural fence repair or replacement, and water-conservation measures such as livestock watering systems. Local and county offices administer sign-up windows, so contact FSA to learn whether enrollment is open in your area. NRCS may also offer conservation planning and financial assistance through the Environmental Quality Incentives Program (EQIP), depending on eligibility and local availability.
Separate financing options
FSA emergency loans may be available to producers in designated counties. The Farm Storage Facility Loan Program is another, separate financing pathway that can support eligible storage facilities, including hay storage. Each program has its own eligibility rules and terms; ask FSA whether either applies to your operation.
Do not confuse 2026 assistance with 2023–2024 ELRP payments
A separate FSA update announced final Emergency Livestock Relief Program (ELRP) payments on February 13, 2026. Those payments concern qualifying 2023 and 2024 losses, not a new claim for 2026 losses.

FSA said the final payments totaled more than $1.89 billion. Approved 2023–2024 flood and wildfire applicants were to receive 100% of their eligible calculated payments in a lump sum. Eligible producers previously paid for 2023 or 2024 drought and wildfire losses received an automatic second payment equal to 8.2% of their gross calculated LFP payment; the final payment factor was 43.2%, and total drought and wildfire assistance exceeded $1.289 billion. Approved flood and wildfire applications totaled $604 million. These are figures reported by USDA FSA for the 2023–2024 ELRP components, not general estimates of 2026 aid.
FSA stated that the two ELRP components have a combined $125,000 payment limit per program year. Eligible producers could submit FSA-510 by November 2, 2026, to be considered for a $250,000 limit. Those payment limits and the form deadline apply to the ELRP update, not to a separate 2026 LFP, LIP, or ELAP claim. Consult the ELRP program page for current program details and status.
How to check your eligibility and apply
- Identify the loss type, the year it occurred, and the land involved.
- Contact your local USDA Service Center or FSA office to check county, pasture, livestock, and program eligibility. Use the Washington announcement for the state-specific program information described here, not as a nationwide eligibility determination.
- Ask which notice, application, supporting records, and filing deadline apply to your claim. For LFP, confirm acreage-reporting and lease documentation requirements; for LIP and ELAP, confirm notice and application requirements.
- Ask separately about ECP sign-up periods, NRCS conservation assistance, emergency loans, or farm-storage financing if your operation also needs recovery support.
Richard Fordyce, USDA Farm Production and Conservation Under Secretary, said in the August 2026 Washington release: “I encourage impacted producers to contact their local USDA Service Center to report losses and learn more about program options available to assist in their recovery from crop, land, infrastructure, and livestock losses and damages.”
