On September 5, 2025, the U.S. Department of Agriculture announced a signed block-grant agreement under which North Carolina’s Department of Agriculture and Consumer Services (NCDA&CS) was to receive $221.2 million for specified eligible agricultural losses from Hurricane Helene. NCDA&CS was named as the state administrator. The announcement describes an allocation to a state program; it does not establish that farmers have been paid or that applications are open.
What the $221.2 million agreement covers
USDA Deputy Secretary Stephen Vaden signed the agreement with NCDA&CS on September 5, 2025. USDA said the funding would cover eligible:
- Infrastructure losses
- Timber losses
- Market losses
- Future-year revenue losses
The announcement does not define these categories, identify covered commodities or assets, explain how eligibility is calculated, or specify documentation requirements. The word “eligible” is important: the listed loss types do not by themselves establish that a particular farm or loss qualifies. Read USDA’s September 5, 2025 announcement.
What the funding figure does—and does not—mean
The $221.2 million is the amount NCDA&CS was to receive under the agreement. It is not a reported estimate of North Carolina’s total agricultural damage, a farmer-level payment amount, or proof that the full amount has reached farmers. USDA did not provide a count of affected farmers or a state payment total in the announcement.

USDA placed the agreement within a $30 billion disaster-assistance effort authorized by the American Relief Act, 2025, and said it was working with 14 states on block grants tailored to state recovery needs. Those figures describe the broader federal effort, not additional amounts promised to each North Carolina farmer.
Who can receive assistance, and how to apply?
The USDA announcement does not provide individual eligibility rules, application instructions, a deadline, or payment status. Because NCDA&CS is the administrator named in the agreement, farmers seeking operational details should check current information from the North Carolina Department of Agriculture and Consumer Services or contact the department directly. Confirm that any guidance applies to this specific Helene block-grant program before relying on it.

North Carolina Agriculture Commissioner Steve Troxler welcomed the agreement, saying: “This $221.2 million federal disaster assistance block grant for agricultural damage due to Hurricane Helene is welcomed news to North Carolina farmers in western North Carolina who have been holding on in the aftermath of massive ag losses in 2024.” This is his characterization of the announcement, not a report of application outcomes or payments.
