On April 22, 2025, the American Association of Colleges and Universities (AAC&U) released a joint statement in which college and university leaders opposed what they called “unprecedented government overreach and political interference” in higher education. They also drew a distinction: the signatories said they accepted legitimate government oversight and constructive reform, but objected to undue intrusion into campus life and the coercive use of public research funding.
What did the universities actually say?
The statement, titled “A Call for Constructive Engagement”, was released by AAC&U on April 22, 2025. The American Academy of Arts and Sciences says it was developed with college and university presidents and other education leaders after national meetings convened by AAC&U and the Academy.
Its opening says the signatories speak “with one voice against the unprecedented government overreach and political interference now endangering American higher education.” But it immediately adds that they are “open to constructive reform” and “do not oppose legitimate government oversight.” Their objection, the statement says, is to undue government intrusion on campuses and the “coercive use of public research funding.”
What freedoms did the statement say were at stake?
The signatories described institutional academic freedom as the ability to make academic decisions about whom to admit and what is taught, how it is taught, and who teaches it. They also argued that faculty, students, and staff should be able to exchange ideas across viewpoints without fear of retribution, censorship, or deportation.

Those are the statement’s principles and claims, not a ruling on the legal merits of any particular dispute between a university and the government. The institutional sources documenting the statement do not provide a comprehensive account of the underlying government actions or a full government response.
Why did the signatories say higher education matters?
The statement argues that colleges and universities support opportunity and social mobility, regional economic and cultural life, research, workforce preparation, healthcare, and democratic citizenship. Its closing warning is that students and society would pay the price if higher-education freedoms were abridged. It calls for engagement that improves institutions rather than undermining those freedoms.
How many leaders signed the statement?
The reported totals grew over time, so they should be read as dated snapshots rather than one definitive count of signers at release.
| Report date | Publisher | Reported count | What the figure represents |
|---|---|---|---|
| April 22, 2025 | University of Hawaiʻi System News | More than 190 | University and college leaders reported on the day the statement was released. |
| April 24, 2025 | Association of American Universities | More than 400 | Higher-education leaders, including 35 presidents and chancellors of AAU member institutions. |
| Later Academy page | American Academy of Arts and Sciences | More than 650 | A later page linking to the signatory list maintained by AAC&U. |
The different figures reflect reports made at different times and with differing descriptions of the signers; they are not evidence of a single fixed count. The University of Hawaiʻi report identified President Wendy Hensel among the signers. The university said she described the statement as reaffirming a shared commitment to academic freedom and open exchange without fear of retribution, while calling for constructive engagement with policymakers.

What the statement does—and does not—establish
The joint statement documents the signatories’ position: they opposed what they characterized as political interference and coercive funding practices while accepting legitimate oversight and reform. It does not, by itself, establish the facts or legal merits of each government-university dispute. The institutional accounts cited here likewise do not provide a comprehensive action-by-action chronology or the government’s full justification for each contested measure.
