President Donald Trump endorsed a bipartisan funding compromise on January 29, 2026, as a partial federal shutdown deadline approached. The plan would fund most covered agencies through September 30 and give the Department of Homeland Security (DHS) a two-week extension for further negotiations. Trump’s endorsement was not final passage: the Senate approved a revised package the next day, 71–29, and sent it to the House.
What Trump endorsed on January 29
Trump urged Republicans and Democrats to support a compromise that separated DHS funding from a broader appropriations package. In a social media post reported by the Associated Press, he said, “Republicans and Democrats have come together to get the vast majority of the government funded until September” while extending current funding for Homeland Security, and called for a bipartisan “YES” vote. AP’s January 29 report described the proposed split as a way to keep the wider funding measures moving while lawmakers had more time to negotiate DHS funding.
How the funding was divided
| Part of the proposal | Proposed duration | What it meant |
|---|---|---|
| Most covered agencies | Through September 30, 2026 | The broader appropriations measures would fund most covered government operations for the rest of the fiscal year, according to AP’s January 30 account. |
| Department of Homeland Security | Two weeks | DHS would receive a short extension of current funding while lawmakers continued talks over immigration enforcement. |
The two-week extension was a negotiating window, not evidence that new restrictions on immigration enforcement had already become law. Democrats had sought changes relating to enforcement, including constraints concerning Immigration and Customs Enforcement (ICE). Senator Patty Murray’s office framed the split as a way to “rein in ICE and CBP” and force further action; that is the office’s characterization of the political purpose, not a neutral description of enacted legislative language. Murray’s January 30 statement also said the DHS funding bill had been split off.
What happened in the Senate—and what remained unresolved
January 29: a procedural vote failed
Before the revised arrangement moved forward, the Senate rejected cloture on the motion to proceed to H.R. 7148. The official Senate roll-call record lists the January 29 result as “Cloture on the Motion to Proceed Rejected.” That was a procedural setback, distinct from the later vote on the revised package.

January 30: the Senate approved the revised package
The Senate passed the revised package 71–29 on January 30, funding most covered operations through September and DHS temporarily for two weeks. AP reported that the measure then went to the House, which had not yet voted; a temporary partial shutdown over the weekend remained possible while the House was away. Senate Democratic Leader Chuck Schumer said after the vote, “The nation is reaching a breaking point.” AP’s January 30 report covered the Senate vote and the next legislative step.
The available reports establish Trump’s endorsement and Senate passage, but do not establish the final House vote or whether this January agreement was enacted. So the accurate status is: the Senate passed the revised package and sent it to the House; the Senate vote alone did not make it law.

Why the distinction matters
For readers following how federal funding affects government services, the key distinction is between a proposed compromise, Senate passage, and enactment. Trump endorsed the legislative path on January 29; the Senate took action on January 30; the cited contemporaneous reporting left the House step unresolved. The proposal’s longer funding horizon applied to most covered agencies, while DHS faced a separate short-term extension and continued negotiations.
