Donna Dodson is a cybersecurity leader whose 33-year career at the National Institute of Standards and Technology (NIST) helped connect federal research, practical security engineering and international standards. She became a NIST Fellow, served as the agency’s chief cybersecurity adviser, helped develop the NIST Cybersecurity Framework and helped establish the National Cybersecurity Center of Excellence (NCCoE).
Who is Donna Dodson?
Dodson joined NIST in 1987, when cybersecurity was a smaller and less formalized discipline than it is today. Over three decades, she moved from technical research into senior management and national program leadership. Her NIST employment ended on May 8, 2020.

NIST identifies her work with applied cryptography, key management, authentication and security testing, as well as her leadership in building practical cybersecurity guidance. She ultimately became a NIST Fellow and chief cybersecurity adviser.
What did Donna Dodson do at NIST?
Advanced core security technologies
Dodson’s technical portfolio included cryptography and the systems that make digital identity and secure communications dependable. Key management, authentication and security testing are foundational controls: they determine who can access systems, how secrets are protected and whether defenses work under realistic conditions.

Led national cybersecurity programs
Her career combined research with program leadership. That combination allowed NIST’s technical work to be translated into guidance that government agencies, businesses and other organizations could use when managing cyber risk.
Helped shape the Cybersecurity Framework
Dodson helped develop the NIST Cybersecurity Framework as part of NIST teams; the evidence does not support describing her as its sole author. The framework gives organizations a common way to organize cybersecurity risk-management activities, making it easier to identify priorities, communicate with leadership and coordinate improvements across departments.
How is Donna Dodson connected to the NIST Cybersecurity Framework?
Her connection is one of leadership and contribution within NIST’s broader team. The framework’s importance is practical: it translates cybersecurity risk into an organized process that organizations can adapt to their own missions, technology and risk tolerance. NIST says the framework is now used by organizations worldwide to reduce cybersecurity risk.

A framework is most useful when technical research, policy judgment and implementation experience meet; her roles at NIST spanned all three.
What is the National Cybersecurity Center of Excellence?
Dodson helped establish the NCCoE in 2012 through a partnership involving NIST, the state of Maryland and Montgomery County. The center’s model brings government, industry and academia together to engineer and demonstrate practical cybersecurity solutions.
Rather than treating guidance as an abstract checklist, the NCCoE shows how security technologies and processes can be assembled for real organizational problems. Dodson described the result this way: “My greatest reward is seeing these public-private partnerships in action, solving real challenges facing the country, organizations and individuals.”
Rank #4
Why was Donna Dodson named a Top Woman in Cybersecurity?
CyberScoop named Dodson to its inaugural 2017 Top Women in Cybersecurity list, which recognized women influencing cybersecurity in public and private life. The list appeared during a period when women remained a small minority of the field’s workforce: its introduction cited 11 percent of the global cybersecurity workforce from the 2017 Global Information Security Workforce Study. That figure is historical, not a current workforce estimate.
Dodson’s selection reflected institutional impact rather than a single product. Her record included national standards, federal program leadership, public-private collaboration and technical work that reached organizations beyond NIST.

Which awards recognized her work?
| Year | Recognition | What it acknowledged |
|---|---|---|
| 2017 | CyberScoop Top Women in Cybersecurity | Named to the inaugural list of women changing cybersecurity in public and private life. |
| 2019 | Presidential Rank Award | Technical acumen, extraordinary leadership and worldwide impact, including work involving artificial intelligence, the internet of things, quantum-resistant cryptography and privacy engineering. |
| 2020 | Samuel J. Heyman Service to America Medal | NIST reported that she was one of 11 winners selected from more than 350 nominations. |
NIST Director Walter G. Copan summarized her national influence: “Donna Dodson demonstrates the profound impact that a single individual can have on the cybersecurity of a nation.”
What advice did Donna Dodson give women entering cybersecurity?
Speaking to CyberScoop in 2017, Dodson encouraged prospective professionals: “I’d say go for it. This field will continue to grow and create new opportunities for many years.”
She also tied better security outcomes to varied perspectives: “We won’t be able to solve the cyber challenges facing our nation or protect our digital economy as we need to if we have groups of people working on the problem who all think the same way.”

Her advice is relevant beyond representation statistics. Cybersecurity work crosses engineering, policy, management, law, privacy and risk. Teams that include different experiences are better positioned to spot assumptions, understand users and design controls that work in practice.
Quick Recap
Why does Donna Dodson matter to cybersecurity?
- She connected research to implementation. Her work covered technical subjects such as cryptography and authentication while also producing guidance and programs organizations could apply.
- She helped institutionalize collaboration. The NCCoE model made government, companies and universities partners in demonstrating usable security solutions.
- She contributed to a globally used risk framework. The NIST Cybersecurity Framework gives organizations a shared structure for reducing cyber risk.
- She modeled a long public-service career. Dodson progressed from technical work to senior national leadership within NIST.
- She treated inclusion as a security requirement. Her comments linked diversity of thought and mentoring to the ability to solve complex national cyber problems.
