They were expected to turn generative AI into measurable value, withstand cyberattacks, control cloud spending, modernize aging systems, attract scarce skills, and prove that technology investment improved business performance.
The eight challenges below are an evidence-based editorial synthesis of recurring issues in CIO and technology-leader research—not an official universal ranking. They are ordered using five criteria: breadth, business consequence, urgency during 2024, leadership complexity, and strength of supporting evidence.

1. Turning generative AI experiments into governed business value
Generative AI was one of the defining technology pressures of 2024. The leadership challenge was not simply whether to use AI, but where it could create measurable value without exposing confidential data, increasing operational risk, or generating uncontrolled costs.

Gartner reported that 70% of CIOs viewed generative AI as a game-changing technology. However, investment and enthusiasm did not equal readiness. Cisco’s 2024 AI Readiness Index found gaps across strategy, infrastructure, data, governance, talent, and culture; nearly half of surveyed organizations also said AI implementations had fallen short across major priorities.

Decisions IT leaders had to make
- Which use cases—customer service, software development, analytics, operations, productivity, or security—have a credible business case?
- What data may be used in prompts, retrieval systems, training, logs, and third-party APIs?
- Which outputs require human review because they affect customers, employees, finances, safety, or compliance?
- Is the organization buying an AI-enabled product or building a reusable AI capability?
- How will success be measured: revenue, cycle time, quality, cost, risk reduction, or employee capacity?
Common failure modes
- Launching a chatbot without a reliable, maintained knowledge base.
- Treating fluent answers as proof of accuracy.
- Allowing employees to paste confidential or regulated information into public tools.
- Counting pilots instead of measuring business outcomes.
- Buying overlapping copilots without an architecture, data-access model, or cost controls.
Practical response and metrics
Create an approved-use policy, inventory sanctioned and unsanctioned AI use, classify use cases by risk, and run controlled pilots with baseline metrics. Monitor accuracy, harmful or biased outputs, human-review rates, adoption, inference cost, security incidents, and realized business benefit. Organizations with sensitive data or weak controls may reasonably delay high-impact deployments while improving data and governance foundations.
2. Defending against cyberthreats while improving resilience
Cybersecurity remained a leading investment priority, but spending alone did not solve the problem. Cloud services, SaaS, hybrid work, connected devices, identity systems, suppliers, and AI workloads expanded the attack surface.
The Deloitte Future of Cyber Survey found that 58% of respondents expected cyber budgets to rise over the following 12 to 24 months. It also highlighted concerns involving generative AI, privacy, explainability, budgets, and the evolving role of the CISO.
Leaders needed to distinguish prevention from resilience. Some attacks will bypass controls, so the organization must also detect abnormal activity, contain compromise, restore systems, and continue critical operations.
Readiness questions
- Which applications, identities, data stores, and suppliers are truly business-critical?
- Are privileged accounts protected with phishing-resistant multifactor authentication?
- Are backups isolated, regularly tested, and recoverable under realistic ransomware conditions?
- What are the recovery-time and recovery-point objectives for critical services?
- Do incident plans assign decision rights to IT, legal, communications, HR, executives, and suppliers?
Useful measures include time to detect, contain, and recover; privileged-account coverage; critical vulnerability age; tested recovery success; backup immutability; supplier-response time; and the percentage of critical assets with known owners. Buying more tools without improving ownership, alert quality, recovery testing, and response processes is a common way to increase complexity without materially reducing risk.

3. Managing data quality, privacy, governance, and sovereignty
AI made weak data foundations more visible. Duplicate records, unclear ownership, incomplete lineage, inconsistent definitions, and poor-quality data can undermine analytics and produce unreliable AI outputs.
Data governance also had to address privacy rights, retention and deletion, cross-border processing, cloud regions, vendor access, and prompt or plugin exposure. Compliant storage does not automatically make every use of that data compliant: information can also be exposed through prompts, logs, integrations, or model-training settings.

- Identify the data domains that support critical decisions and services.
- Assign accountable business owners for meaning, quality, access, retention, and risk.
- Classify sensitive, regulated, proprietary, and business-critical information.
- Define quality, lineage, access, and deletion requirements.
- Review third-party, cross-border, and regional-processing arrangements before connecting data to AI.
Start with high-value domains rather than trying to govern every data asset at once. Track completeness, accuracy, duplication, lineage coverage, access exceptions, unresolved privacy requests, and the number of AI use cases using unclassified data. Central technology teams can provide standards and platforms, but business domains generally need to remain accountable for the meaning and quality of their data.
4. Closing the technology talent and skills gap
Demand grew for cybersecurity, cloud architecture, data engineering, AI, enterprise architecture, automation, product management, and governance skills. The issue was not only hiring. IT leaders also had to retain specialists, reskill existing teams, redesign jobs, and decide which capabilities should remain internal.
In Deloitte’s survey of U.S. technology leaders, only about one-third considered their organizations leading edge in talent management, IT strategy, and sustainable IT. A sector-specific Deloitte-NASCIO study found that nearly half of state CISOs listed cybersecurity staffing shortages among their top five challenges, while 59% used third-party contractors to supplement internal teams.

5. Controlling cloud costs while modernizing infrastructure
Cloud provided flexibility and speed, but it also made consumption, data movement, multi-cloud complexity, and AI infrastructure costs harder to forecast. In Flexera’s 2024 State of the Cloud survey of 753 IT professionals and executives, managing cloud spending was the top cloud challenge.
Cloud is not universally cheaper than on-premises infrastructure. Economics depend on utilization, workload shape, staffing, contracts, latency, resilience, data-egress charges, and migration costs.
Practical controls
- Require ownership tags and allocate costs to products, teams, customers, or services.
- Set budgets and alerts, including limits for AI experiments.
- Remove idle resources and unused storage; apply lifecycle policies.
- Review reservations and commitments against actual demand.
- Measure unit economics, such as cost per transaction, customer, or workload.
- Review architecture before rapidly scaling AI or data workloads.
FinOps works best as a shared decision system among finance, engineering, procurement, and product teams—not as indiscriminate cost cutting. Monitor unit cost, forecast variance, idle-resource spend, egress charges, utilization, reliability, and performance so savings do not damage service quality.
6. Aligning IT strategy with business outcomes and proving ROI
IT leaders were increasingly expected to co-own business transformation rather than operate as a separate service department. Gartner reported that 45% of CIOs were driving a shift toward co-ownership of digital leadership. Deloitte’s 2024 research, however, found that one-third or fewer of surveyed technology leaders rated their organizations excellent at executing against top priorities.

Every major initiative should have a named business sponsor, a baseline, a target outcome, a total-cost estimate, known dependencies, a post-launch measurement date, and a stop, scale, or redesign decision.
Better measures
Replace activity metrics—projects delivered, tickets closed, systems migrated—with measures such as revenue enabled, customer wait time, process cycle time, defect rates, employee capacity, avoided loss, recovery performance, adoption, and total cost per service.
IT leaders should also decide what to stop. Keeping low-value projects alive because their budgets already exist is one of the fastest ways to starve higher-value programs. Adoption, training, process redesign, and ongoing support must be included in ROI estimates.

Legacy modernization was a business-risk decision, not merely a technical cleanup exercise. Aging platforms may be stable and deeply embedded in important processes, while newer systems can introduce migration, integration, data-reconciliation, and operational risks.

Available options
- Retain: Keep a stable system that still meets requirements.
- Wrap: Add APIs or integration layers while postponing replacement.
- Rehost: Move with minimal application change.
- Replatform: Move to a more suitable runtime or managed service.
- Refactor: Redesign for a different architecture.

- Retire: Remove unused capability.
Cloud migration is not automatically modernization. Prioritize systems using business criticality, technical debt, vendor support, security exposure, integration complexity, data quality, and migration risk. A replacement that preserves the same broken process may simply relocate complexity.
8. Managing regulatory, third-party, sustainability, and operational risk
Technology risk increasingly crossed organizational boundaries. IT leaders had to consider privacy and AI requirements, cybersecurity reporting, supplier concentration, cloud outages, software supply-chain vulnerabilities, data residency, sustainability expectations, and the energy demands of large-scale computing.
This is best understood as operational trust at scale: the organization must know whether its systems, suppliers, data practices, and AI deployments are safe, resilient, explainable, and appropriate for the jurisdictions and industries in which it operates. Requirements vary by geography, sector, data category, and date; a global policy may not be sufficient.
Questions to ask
- Which regulations apply to each geography, customer group, industry, and data type?
- Can the organization quickly produce evidence that controls operate?
- What contractual rights exist after a supplier breach or outage?
- Is there concentration risk in one cloud, SaaS, telecom, or managed-service provider?
- Are software components, dependencies, subcontractors, and fourth parties inventoried?
- Can critical operations continue through a major provider outage?
- How do energy use and sustainability requirements affect infrastructure and AI decisions?
Review vendor evidence rather than relying only on assurances, test supplier-outage scenarios, maintain dependency inventories, and assign clear approval authority for high-risk deployments. Compliance paperwork is not a substitute for working controls and tested continuity plans.
The eight challenges were connected
These pressures reinforced one another rather than appearing as separate projects:
- AI increased demand for reliable data, computing capacity, governance, security, and specialized talent.
- Cloud and SaaS adoption increased both attack surface and cost complexity.
- Security and regulatory requirements increased the need for scarce skills.
- Talent shortages slowed modernization and made operational concentration risk more serious.
- Legacy systems made data integration, security improvements, and AI deployment harder.
- Business scrutiny increased the need to measure value and stop low-return work.
The practical implication is that a narrow fix can shift risk elsewhere. For example, an AI pilot may require data classification, identity controls, cloud-cost limits, vendor review, staff training, and a clear business metric before it is ready to scale.
