Consolidation is generally faster, but it does not remove that default record and may increase the balance through capitalized interest and collection costs. Your best option depends on the loan program and holder, how quickly you need to resolve the default, what payment you can afford, and how you weigh the credit-history trade-off.
What each option does—and how to choose
Rehabilitation and consolidation are two ways to resolve default on eligible federal student loans. Neither is a universal winner: rehabilitation takes a series of payments but can remove the default notation; consolidation is a faster online process but leaves the record in place. Compare the actual terms for your loans with the official holder before you commit.

Federal Student Aid says a federal student loan generally enters default after at least 270 days without a scheduled payment. Check the account and any official notices before deciding: a missed-payment problem and a loan formally in default are not necessarily the same status. The Federal Student Aid default and collections FAQ explains default status and resolution options.
Start with the outcome you care about most. If clearing the default notation is a priority and you can make an approved payment each month, rehabilitation may better match your goal. If you need the faster of these two processes, consolidation may be more attractive, but it does not erase the default history. If neither payment affordability nor timing is clear yet, get a quote for each route before deciding. The decision is about the trade-offs for your account, not a general rule that one path is best for every borrower.

The details in the table reflect Federal Student Aid’s rehabilitation FAQ and default and collections FAQ. They are not a substitute for the payment quote or terms tied to your specific account.
When rehabilitation is likely to suit you
Consider rehabilitation if the default notation is a major concern and you can make the agreed payments on time. Its credit-history benefit is specific: the Department of Education requests removal of the default record after the ninth payment. Rehabilitation does not erase earlier late-payment history, and the available information does not support promising a particular credit-score increase.
Rehabilitation also takes an agreed payment sequence rather than a single online application. For Direct Loan and FFEL borrowers, the nine voluntary, on-time payments must fit within 10 consecutive months. Federal Perkins borrowers must make nine consecutive payments. Confirm which schedule applies to your loan program, what the holder counts as an on-time payment, and the due dates in your agreement. Do not assume that a payment arrangement for one loan type automatically applies to another.
Recommended Free Tools
Before entering rehabilitation, find out the proposed payment, how the holder will track each payment, and what happens if you miss one or cannot pay. Ask for the agreement and payment schedule in writing, and keep copies of submitted forms and payment confirmations. Since successful completion depends on making the required payments, a realistic amount and a clear understanding of the schedule matter as much as the possible credit-record benefit.
When consolidation may be the better fit
Consolidation may fit a borrower who needs a faster resolution process and is willing to accept that the default notation remains on the credit history. Federal Student Aid describes the online Direct Consolidation application as faster than rehabilitation, but does not establish a single processing time for every borrower. Ask the holder what steps remain and when the account will be treated as resolved.
Do not choose based on monthly payment alone. Consolidation can add capitalized interest and collection costs to the overall debt. Ask for the resulting balance, available repayment options, estimated monthly payment, and repayment term for your proposed consolidation, then compare those terms with the rehabilitation offer. The specific figures depend on your loans and current eligibility; get them from the official holder rather than estimating from a general description.

A lower payment may be useful for monthly budgeting, but it does not by itself show that consolidation will cost less overall. Compare the balance after any interest or costs are included and the repayment term alongside the monthly amount. Also confirm which repayment plans are available for the new loan under current rules. Federal Student Aid lists access to income-driven repayment among the benefits of resolving default, but that does not establish that every plan is available to every borrower or loan. Verify plan eligibility for your account.

How rehabilitation payments are determined
Standard calculation
The standard monthly rehabilitation amount is 15% of annual discretionary income divided by 12. The federal income-and-expense form describes discretionary income for this calculation as adjusted gross income above 150% of the applicable poverty guideline for the borrower’s household size and state. It divides 15% of that amount by 12, with a $5 minimum. The applicable guideline depends on those household and state details, so a general example cannot determine your account’s actual payment.
The form and calculation are in Federal Student Aid’s Loan Rehabilitation: Income and Expense Information. Use the current form provided through official channels and confirm which income information the holder needs. The calculation uses adjusted gross income and a household-size and state guideline; it is not simply 15% of gross monthly pay. Ask the holder to explain the figures it uses if its proposed amount does not match your understanding.
If the standard amount is unaffordable
You can provide income and expense information to request an alternative payment based on current financial circumstances and necessary expenses. Explain the situation accurately and submit the documentation requested. Ask the holder to confirm the amount it will accept and when the first payment is due; do not assume that a proposed amount is approved until you receive confirmation.
When requesting an alternative, use the holder’s instructions and provide the details it asks for, rather than leaving expenses or household circumstances unclear. The point is to have the payment reflect current financial circumstances and necessary expenses if the standard calculation is unaffordable. Ask whether any additional documentation is required, how to submit it, and how the holder will notify you of its decision. Keep a copy of your submission and the response so you can refer back to the approved amount.
How to start and compare your options
- Confirm the account. Sign in to StudentAid.gov and verify that the loan is federal, is in default, and identify its loan program and holder. The default FAQ and rehabilitation FAQ describe how to check status and find the relevant contact route.
- Contact the official holder. Borrowers normally work with the Department of Education’s Default Resolution Group. Some FFEL borrowers instead work with their assigned guaranty agency. Check the “My Loan Servicers” section of StudentAid.gov to identify whom to contact, and reach them through contact information found on official Federal Student Aid channels.
- Request a rehabilitation quote. Ask what the standard monthly amount would be, what information is required for an alternative if you cannot afford it, and what the payment schedule and agreement require. The rehabilitation FAQ says the Department mails an agreement within 10 business days after receiving the information. Treat that as a described processing step, not a guaranteed delivery time for every case; the detailed agreement is mailed rather than displayed in full online.
- Request consolidation terms too. Before applying, ask what the resulting balance would include, which repayment plans you may qualify for, and what monthly payment and repayment term would apply. Get the loan-specific answer in writing where possible.
- Compare the trade-offs. Weigh the credit-record outcome, time to resolve default, payment affordability, possible balance increase, and the handling of collections. If one route depends on a payment you cannot sustain, ask the holder what alternatives are available before signing or applying.
- Keep a record of the process. Save the agreement, forms, notices, payment confirmations, and names or dates from calls. If status or collection activity does not match what you were told, use those records when contacting the holder for clarification.
For a useful side-by-side comparison, write down the same items for both routes: the date the holder says the account will be resolved, the required or estimated payment, the balance after any added interest or costs, the credit-history result, and the repayment plan and term. Ask specifically whether your loan program changes the rehabilitation schedule or contact agency. A single quoted monthly payment cannot answer all of these questions.

If you are waiting for paperwork, do not treat silence as approval of a payment or as confirmation that collection activity has stopped. Follow up through official contact channels, keep track of when you submitted information, and ask what you should do while the agreement or consolidation application is being processed. This is particularly important if you have an active garnishment or Treasury offset, because timing and collection status must be confirmed for the individual account.
What to know about garnishment and other collections
Entering rehabilitation does not necessarily stop involuntary collection immediately. Federal Student Aid says collections may continue until the loan leaves default or at least five rehabilitation payments have been made. Confirm the status of any garnishment or offset, the payment count recognized by the holder, and the timing of any change directly with that holder.
Federal Student Aid says wage garnishment of up to 15% of pay and Treasury offsets may begin after more than 360 days without payment and no action to resolve default. This is not a prediction that every borrower will face those actions: applicability and timing depend on the account and circumstances. If collection is already underway, ask the official holder how each option affects your specific case and what notices or deadlines apply.
If your immediate question is how to stop involuntary collections, ask the holder what action is currently in effect, what date it began, and which event will change it for your account. Do not assume that beginning rehabilitation alone stops a wage garnishment or offset. The rehabilitation FAQ describes continued collections until the loan leaves default or at least five rehabilitation payments have been made; the holder can confirm how that rule applies and what happens next. Keep copies of notices and record any deadlines you are given.
Credit-history effects: what changes and what does not
Rehabilitation’s credit benefit concerns removal of the default notation after the ninth payment. Late payments reported before the default may still appear. Consolidation does not erase the default history; Federal Student Aid says it may remain for up to 10 years. Neither route comes with a guaranteed credit-score increase, and the available information does not establish one.
If you are choosing mainly for a future credit application, ask the holder how it reports completion and check your credit reports after the change should have been processed. A record’s removal is not the same as removing every negative payment entry or guaranteeing a lender’s decision. Avoid making a choice based on promises of a specific score change: the documented distinction is the handling of the default notation, not a score outcome.

What you may regain after default is resolved
Federal Student Aid says successful rehabilitation removes default status, stops collection of payments, and makes a borrower eligible to receive federal student aid again. Its default guidance also lists restoration of federal loan benefits and access to income-driven repayment among benefits of resolving default. These are important reasons to verify what the route means for your account, particularly if you expect to seek federal aid or need an eligible repayment plan.
Do not interpret those general benefits as a guarantee that every particular loan benefit or repayment plan will apply in the same way to every borrower. Rehabilitation can restore prior loan benefits subject to the relevant rules; after consolidation, check the eligibility and terms for the new loan. Ask the holder which benefits return, when they take effect, and which current repayment options you can use.
Who should verify the rules before choosing
This comparison covers federal student loans in default, not private education loans. The route and requirements can differ by federal loan program and holder; Federal Perkins loans, Direct Loans, and FFEL loans do not all have identical payment timing. Confirm which rules apply to your account rather than assuming that another borrower’s experience is transferable.
Federal Student Aid pages reviewed on October 9, 2026 describe these procedures, but loan procedures, repayment-plan availability, eligibility, and collection rules can change. Check current terms on your StudentAid.gov account and with the official holder before acting. If an offer comes from a paid enrollment, subscription, or maintenance service promising default relief, be cautious: the Department says its Default Resolution Group does not charge for its services. Use official channels to confirm whether a fee or offer is legitimate.
A practical decision rule
- Lean toward rehabilitation when removing the default notation is important to you and you can complete the required payment agreement.
- Consider consolidation when a faster process is more important and you accept that the default notation remains, after comparing the resulting balance and repayment terms.
- If affordability or active collection is the deciding factor, contact the holder before choosing; ask for account-specific payment and collection details rather than relying on a general estimate.
Frequently Asked Questions
How do I confirm that my federal student loan is in default?
Sign in to StudentAid.gov and check the loan’s status, program, and holder. Federal Student Aid says a federal loan generally enters default after at least 270 days without scheduled payments, but verify the status on your account or in official notices rather than assuming that missed payments mean the loan is formally in default.

Which gets you out of default faster: rehabilitation or consolidation?
Federal Student Aid describes the online Direct Consolidation application as faster than rehabilitation, which requires several months of payments. It does not give one processing time that applies to every borrower. Ask the official holder what steps remain and when your particular account will be considered resolved.
Will rehabilitation immediately stop wage garnishment or Treasury offsets?
Not necessarily. Federal Student Aid says involuntary collections may continue until the loan is no longer in default or at least five rehabilitation payments have been made. Ask the holder about any active garnishment or offset, the payments it has counted, and when collection activity may change for your account.
Can I request a lower rehabilitation payment if the standard amount is unaffordable?
You can provide income and expense information to request an alternative based on current financial circumstances and necessary expenses. The standard amount is 15% of annual discretionary income divided by 12, with a $5 minimum, using adjusted gross income above 150% of the applicable poverty guideline for household size and state. Confirm the approved alternative amount and first due date with the holder.
Does rehabilitation remove every negative item from my credit history?
No. The specific benefit is removal of the default record after the ninth payment. Late payments reported before default may remain. Consolidation leaves the default record on your credit history, where Federal Student Aid says it may remain for up to 10 years. Neither route guarantees a particular credit-score increase.
Does it cost money to get help resolving federal student loan default?
The Department says its Default Resolution Group does not charge for its services. Be cautious about paid enrollment, subscription, or maintenance offers that promise default relief, and confirm contacts and claims through official Federal Student Aid channels.
The Bottom Line
Choose rehabilitation if you can complete its payment agreement and removing the default notation matters most. Consider consolidation if the faster online process is your priority and you accept that the default record remains and the balance may rise. Before either route, confirm the loan’s status and holder, get the payment and collection details in writing where possible, and compare the total balance and repayment terms.
