If investors become less willing to hold UK government bonds because they are worried about the government’s fiscal outlook, they may demand a higher yield. Because bond prices and yields move in opposite directions, that usually pushes down the market price of existing gilts and can raise the government’s borrowing costs. Sterling may also come under pressure. These are possible transmission channels, not an automatic sequence: the size and order of market moves depend on what investors expect and how markets are functioning.
What a loss of confidence can mean for gilts
A gilt is a bond issued by the UK government. Investors lend money to the government in return for payments set out in the bond’s terms. When investors become more concerned about the government’s fiscal outlook, they may decide that holding UK government debt requires more compensation. That compensation is reflected in the yield they require to buy or continue holding gilts.

There is no single market price that measures confidence in the government. A change in gilt yields can reflect changing expectations about fiscal policy, the broader interest-rate outlook, risk, or market conditions. A yield rise is therefore a signal to interpret, not proof by itself that investors have lost confidence or that a crisis is under way.

Once a gilt has been issued, its contractual payments do not rise just because market yields have moved. If investors can buy a newly issued or already-trading bond at a lower price while receiving its stated payments, an older bond with the same payments becomes less attractive at its previous price. Its market price has to fall to offer a competitive yield. Conversely, when market yields fall, the fixed payments on an existing bond become more valuable relative to new bonds, so its price generally rises.

The relationship is not a promise that every gilt will move by the same amount. A bond’s maturity, its payment structure and the market’s expectations all matter. Longer-dated bonds are generally more exposed to a given change in required yields than shorter-dated ones. Conventional gilts and index-linked gilts also have different payment terms, so they need not respond identically to the same market news.
How higher gilt yields can affect government borrowing
A rise in the yield on gilts already trading in the market does not rewrite the interest payments on those bonds. It does, however, affect the price at which the government can borrow in the market when it issues new debt or refinances maturing borrowing. If investors require higher yields, the government may have to offer more attractive terms to sell new gilts, increasing the cost of borrowing.
The distinction between existing debt and future borrowing matters. A market move is not an immediate increase in the coupon on every outstanding gilt. Its effect on public finances depends in part on how much the government needs to borrow or refinance and on the terms available when it does so. Higher financing costs can narrow the government’s room to fund other priorities or respond to economic pressures, but the size and timing of that effect cannot be inferred from one day’s yield move alone.
Fiscal concerns can also reinforce market pressure. If investors think government plans make the fiscal outlook less credible or sustainable, they may require a larger risk premium to hold the debt. That can make borrowing more expensive, which may in turn add to concern about the outlook. The feedback is possible, not inevitable: policy changes, new information and changing market conditions can alter what investors expect.

Why sterling may move as well
A UK-specific shock to investor appetite can affect more than gilts. The Bank of England has described a weaker exchange rate and higher financing costs as possible consequences of such a shock. If sterling falls, imported goods can become more expensive in pounds, adding pressure to domestic prices. That can make the economic consequences of a confidence shock broader than the government’s borrowing costs.
The exchange-rate response is not mechanical. Sterling can move for several reasons, and a rise in gilt yields does not guarantee a weaker pound. Nor does a weaker pound, by itself, establish that markets have concluded the government cannot meet its obligations. It is more useful to view gilt yields and sterling together as indicators that may be reacting to the same news, while recognising that each market has its own drivers.
Ordinary repricing is different from market dysfunction
Markets are expected to respond when important information changes. In a September 2022 speech, Bank of England Chief Economist Huw Pill said: “When new information – such as a change to the medium-term outlook for fiscal policy – is released, one would expect the relevant assets – in this context, government bonds – to re-price.” Pill’s speech also described the risk that orderly repricing could descend into dysfunction in the long end of the gilt market.
In ordinary repricing, yields adjust as investors respond to new information and trades can continue in an orderly way. Market dysfunction is a different problem: trading conditions can deteriorate so severely that sellers struggle to find buyers at prices that allow the market to function normally. A sharp yield rise is not, on its own, enough to show that dysfunction exists. The distinction matters because a central bank may have a financial-stability reason to support market functioning without trying to prevent a bond from repricing to reflect new information.

What happened in the UK’s 2022 gilt-market episode
The UK’s September 2022 episode shows how fiscal news and market structure can interact. Following the government’s fiscal measures announced that month, yields on long-dated UK government debt rose more sharply than yields on equivalent US and German government bonds. The Bank of England later reported that the rapid rise stressed leveraged liability-driven investment funds, commonly called LDI funds. Its December 2022 Financial Stability Report and a March 2023 staff working paper describe how those pressures developed.
How pressure on leveraged LDI funds could amplify selling
LDI funds are used by pension schemes to manage the relationship between assets and pension liabilities. In the 2022 episode, rapid yield increases worsened some funds’ repo and derivatives positions and led to collateral or margin demands. A fund facing a demand for cash may need to sell assets quickly. When many funds are trying to raise cash in a market with poor liquidity, gilt selling can push prices lower and yields higher. That can worsen positions and prompt further collateral calls, creating a reinforcing cycle.
This mechanism helps explain why the market impact can extend beyond the original fiscal news. A concern about the fiscal outlook may start a repricing, while leverage, cash needs and limited market liquidity can make the move more abrupt. It does not mean that every rise in gilt yields will trigger the same chain reaction, or that pension schemes generally were unable to pay benefits. The specific vulnerability described by the Bank involved leveraged funds under stress and the need to meet collateral and margin calls.

In its 2023 case study, the Bank of England reported that the 30-year gilt yield had risen by 130 basis points by 28 September 2022, in just three trading days. That is a historical figure for that episode, not a current yield move or a general rule about how quickly gilts can change. The Bank’s account is available in its gilt-market case study.

On 28 September 2022, the Bank announced temporary, targeted purchases of long-dated gilts. It said the operation was intended to restore orderly market conditions and reduce financial-stability risks. The stated purpose was not to guarantee a particular gilt price or yield. The programme included conventional and index-linked gilts and was subsequently unwound. The Bank’s 2022–23 operations report distinguishes the financial-stability purchases from monetary-policy asset purchases; the Bank announced its demand-led approach to unwinding the purchases on 10 November 2022.
The lesson is not that a central bank will always buy gilts when yields rise. In this case, the Bank described its intervention as a temporary response to a threat to market functioning and financial stability. That objective differs from monetary policy, and it does not amount to a promise to insulate bondholders from losses when prices adjust.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which gilts and investors can be affected differently
“Gilts” covers bonds with different terms, so the effect of a change in confidence depends on what is being compared. The 2022 stress and the Bank’s response were particularly focused on long-dated bonds. The temporary operation also covered index-linked gilts, but that does not mean conventional and index-linked securities have identical risks or behave in the same way.

- Short- and long-dated gilts: They repay or mature at different times. Longer maturities can be more sensitive to changes in required yields, so a move concentrated in long-term yields may affect them more sharply.
- Conventional and index-linked gilts: Their payment structures differ. An investor should check the terms of the specific bond rather than assume that a general comment about “gilt yields” applies equally to every issue.
- Direct holders and leveraged funds: A person holding a gilt outright can see its market value fall without facing a fund’s particular collateral call. Leveraged funds may have to find cash when market moves worsen financing or derivatives positions, which can make liquidity pressures more acute.
For an individual investor, a fall in a gilt’s market price matters most if they need to sell before maturity or if the holding is valued as part of a portfolio. A price change does not, by itself, change the bond’s stated payments. The risks and outcomes depend on the instrument and the investor’s circumstances; the 2022 LDI episode should not be treated as a forecast for every gilt holder.

How to interpret a report that gilt yields are rising
A headline about rising yields may describe normal repricing, mounting concern about fiscal policy, a change in broader interest-rate expectations, or strained market functioning. The yield figure alone does not identify which explanation is dominant. A more useful assessment separates what moved from why it moved and whether trading remains orderly.
- Check the maturity and type of gilt involved. A rise in a 30-year yield is not the same observation as a move in short-term borrowing rates. Also note whether the report concerns conventional or index-linked bonds.
- Look at the context and comparison. Ask what fiscal or economic news preceded the move and whether comparable government-bond markets also shifted. In 2022, UK long-dated yields rose more sharply than equivalent US and German yields after UK fiscal measures were announced.
- Separate price adjustment from market functioning. A higher yield can be the market’s response to new information. Evidence of poor liquidity, forced selling or difficulty trading raises a different financial-stability question.
- Check whether the claim is historical or current. The 130-basis-point rise was reported for the three trading days leading up to 28 September 2022. It says nothing on its own about yields, investor confidence or market conditions in 2026.
The official evidence cited here documents the 2022 stress and the Bank’s response; it does not establish current yields or a current crisis. Readers should not use the 2022 intervention as evidence that the Bank is presently buying gilts or that it will act to cap yields in a future episode.
What a loss of confidence does—and does not—tell you
If concern about the UK government’s fiscal outlook leads investors to demand higher yields, the immediate market effect is generally lower prices for existing gilts and a higher cost for new borrowing. Sterling may also weaken, and a fast move can expose leverage and liquidity vulnerabilities. But the chain is conditional: repricing can remain orderly, currency movements are not guaranteed, and a yield rise alone does not prove that government finances are in crisis.
The 2022 episode demonstrates one way fiscal news and financial-market structure can combine to create acute stress. It does not show that every loss of investor confidence will produce the same outcome. The Bank of England’s intervention addressed market functioning and financial-stability risks; it was not a standing commitment to protect gilt prices or maintain a particular yield.
